International Journal of Advanced Science and Technology Vol. 29, No. 9s, (2020), pp. 5381-5391 Trends And Features Of Industrial Development In The Region (On The Example Of Tashkent Region) Batirova Nilufar Sherkulovna, Senior lecturer of International Islamic Academy of Uzbekistan, Abstract The article analyzes the trends of industrial development of the region. Intensive factors of growth of industrial production are considered one by one. The state of basic funds in the development of industrial production in the region is studied. The region was also assessed on the basis of the impact of innovation and investment factors. The conclusion provides recommendations for eliminating the imbalance between the existing regions, accelerating the development of new high- tech industries of the industrial complex. INTRODUCTION The development of the industry of each region using the modern achievements of science and technology is an urgent task today. The introduction of high technologies for modernization in food, fuel and machinery sectors in Tashkent region in recent years has ensured a steady growth of labor productivity in industry. The increase in industrial production capacity is leading to an increase in the share of industry in the GRP of the region. Modernization of industrial enterprises in the region and the introduction of high-efficiency technologies based on modern innovations is an urgent task today. The growth of industrial production is inculcates not due to the expansion of extensive factors, but due to a gradual consistent policy in a systemic market economy, attracting foreign investment, deep structural changes in the economy, modernization and renewal of production, the establishment of new export-oriented industries and enterprises, the development of private entrepreneurship. This makes the region one of the key factors in gaining one of the leading positions in the country. METHODS During the writing of the article, the theoretical and practical aspects of innovative development in the region were compared, as well as suggestions and recommendations based on the analysis of open statistics were given. General research methods were used. THE LEVEL OF STUDY The complex of industry is one of the branches of the economy that has a major impact on the level of development of the productive forces of society has begun in England and later spread all over the world. From ancient times, the theoretical and methodological foundations of industrial development have been formed and developed in “Archashastra” and in the works of Xenophon, T. Mor, Thomas Man. A.Smith, S.Sismondi, Sen Simon, D. List considered industrial production as the most important factor influencing economic growth. In the works of scientists such as T. Veblen, J.K.Gelbright, Eugene Preobrazhensky, it has been proved that the development of production in industry is characterized by increasing labor productivity, improving the production process, increasing efficiency, the level of technical basis, skills and knowledge. The relationship between the growth rate of the industrial sector and market share, regional production complexes are studied in the works of M. Porterand N. Kolosovsky. In their work, for the first time, they argued for the importance of establishing "regional production complexes, which are special zones of economic development." Features of the role and importance of innovation in industrial development studied by scientists such as A.I. Dobrynin, S.A. Dyatlov, R.I. Kapelyushnikov, L.G. Simkina, A.V. Koritskiy, Y.A. Korchagin and I.V. Skoblyakova. Hydro and electric power stations located in Qibray district and Angren city generate 23.3% of the republic's electricity. The Angren coal mine fully meets the demand for this raw material. The region consists of 15 districts and 7 cities. The districts of this region are higher in terms of the development of their industrial potential than the districts of other regions of the country. Totally there are 6846 industrial enterprises in the region. 5,912 of these are small enterprises, which produce 30-32.5% of total industrial output. Large enterprises, which account for 13-14% of total industrial enterprises, account for the main part of industrial production, and these enterprises are located in regionally important cities and districts. (Almalyk, Bekabad, Ahangaron and Chirchik cities, Zangiota and Qibray districts). The production structure of districts, living conditions of the population, management mechanisms, economic relations of these districts with other districts determine the development opportunities of the region. One of the main factors in the development of industry in the region is the economic potential of districts and cities, the availability of financial resources, the level of implementation of scientific and technological advances. The mineral resources of the districts, the availability of convenient electricity have made the region to an important part of the republic. The study of the state of industry in the region, to determine the specific model of development of the region, to compare the effectiveness of interaction of this region with other regions, can only be done by determining and assessing the level of development of this region. In order to study the features of the development of the regional industrial complex, first of all, it is necessary to systematize and study the database of the industrial complex of Tashkent region. In this regard, it is necessary to focus on the cities of Almalyk, Bekabad, Chirchik and Bekabad, as well as Zangiota districts, which play a key role in the industry of the region. The diversity of the contribution of the regions in the production of industrial products indicates the uneven distribution of industrial production in the region. Only three cities in the region produce 56% of the region's industrial output (Almalyk, Bekabad and Chirchik). Agricultural production in these cities is less than 2%. Districts with a small share in industrial production (Ahangaron, Boka, Bekabad, Quyichirchik, Akkurgan, Parkent, Piskent) account for almost half (43.3%) of agricultural production. The contribution of the regions to the industrial production of the region has hardly changed over the years. This shows that some of the districts of the province specialize in industry and others in agriculture. This difference in the share of industrial production in the region is explained by the different distribution of labor resources, natural raw materials, financial resources throughout the region. The above analysis provides an opportunity to see only the industrially superior districts and cities of the region, but does not allow an assessment of the industrial potential of the region. The industrial potential of Tashkent region can be assessed in several ways. Capacity can be calculated taking into account the costs of industrial production and the economic benefits of production complexes. However, such calculation is limited by the insufficiency of the statistical indicators required to assess the industrial potential. This formula is also explained by the narrow range of development factors of the regional industrial complex. According to another methodology, the assessment of the industrial potential of the region is explained by calculating the development indices of individual industries and then calculating the consolidated index. This method is aimed at calculating step-by-step general industrial index based on the production data of a particular type of industrial product. At the same time, in order to study the development characteristics of the region's industry, the industrial complex is divided into sectors, and the sectors are divided into sub-sectors. For each sub-sector, the "basket" of leading industries branches are formed. The calculation is done in three stages. However, this methodology does not allow to assess the impact of individual factors on the result, which makes it difficult to analyze the specific factors that negatively affect the development of industry in the region. Therefore, in assessing the level of development of the region's industry, it is expedient to assess the factors and performance indicators of the region's industry. To do this, primarily, the condition of basic funds in the industrial enterprises of the region, which make up the major part of the material and technical condition, should studied and analyzed. The percentage of availability of basic funds of industrial enterprises determines the quality indicator. Figure 1. This coefficient describes the technical condition of basic funds.
