PAPER B Meeting of Thames Water, Environment Agency, Hampshire CC & Hart members Date and Time: Monday 20th April 2015 Place: Civic Offices, Hart Present: John Elson - JE (HDC) John Foggo - JF (HDC) Carl Smith - CS (Thames Water) Arran Woolgar - AW (Thames Water) Will Randall - WR (Thames Water) Susanna Ellett - SE (Environment Agency) Ian Hoult - IH (HCC) James Holt - JH (HCC) Cllr Stuart Bailey - SB (HDC) Cllr John Bennison - JB (HDC) A W Merricks - AM (Rotherwick PC) D Dibbin - DD (Rotherwick PC) Cllr Tim Southern - TS (HDC) Cllr Chris Axam - CA (HDC) Cllr Jenny Radley - JR (HDC) Cllr Adrian Collett - AC (HCC & HDC) Cllr Alan Oliver - AO (HDC) 1 APOLOGIES FOR ABSENCE 1.1 Ian Plummer (HDC) – As IP is due to leave Hart within the next month Cllr Collett suggested that we record our appreciation for all Ian’s work in the past. 2 UPDATE FROM THE ENVIRONMENT AGENCY AND THAMES WATER UTILITIES 2.1 IH (HCC) highlighted the work HCC does with communities on community resilience and community flood plans. 3 ROTHERWICK SEWERAGE ISSUES 3.1 DD outlined problems. Since 1990 significant floods on some properties. Pumping station capacity increased with overflow into adjacent ditch. In 2013, the problem re-emerged (ingress of water to old system). 08/03/13 TW said it would be a priority. Concerns that system is unable to cope with additional properties. System is currently very fragile. 3.2 TW reported that surveys have been carried out across section from Village Hall to Wedmans Lane. Remedial works will be carried out in the coming weeks to lift manhole covers and clear root infiltration and line where ingress is visible. 1 PAPER B 3.3 From Rotherwick they would like to know when there are problems. TW can tell when there is a discharge to the ditch. Unsure if TW can say when there is a high level alert. 4 STATUS UPDATES 4.1 Crondall – ground water ingress found. Faulty connection found and repaired and sewer lined. Sewer is at capacity and will flood if there is a severe rain event due to these connections. TW can only ask an owner to remove a connection but not force removal. 4.2 Cricket Hill – EA have managed to fund the works for this. Likely to see work let in May 2015. May involve upstream storage on Tudor Stream and additional work on confluence. EA confirmed that work will be carried out through to River Blackwater. Cllr Collett asked if EA had taken into account the Cricket Hill Pond upgrade – this will be considered as part of the works. Problems in Frys Lane with sewage discharge which seems to be related to a private rising main. 4.3 TW installing piles at new Hitches Lane PS – concerns over noise from piles which should be finished this week. Worry that noise from the site will impact on school exams. Final handover due March 2016. 4.4 Kingsway has been modelled by EA and initial investigations have been approved and tendered for May 2015. Sewer caused flooding to 30 houses in 2007, now residents overpump sewage into road gullies. No update from TW but they will go back and find answers to update Cllr Collett. 4.5 The Street – HCC have investigated sewer with CCTV and have found some missing manholes and raised the covers to ground level. Also a level survey will be carried out soon. 4.6 Mill Corner, & Phoenix Green. EA funding agreed. Problems with land ownership which is preventing HDC from entering the land. HCC do have compulsory powers of entry and have agreed that they & HDC can use these powers over the landowners. Concerns over use of the ancient woodland. HDC to meet with the landowner before the end of April 2015. Cllr Southern concerned with the length of time taken. Cllr Southern also raised issue of flooding at Webbs Corner in Eversley and asked what progress was being made. 5 MINUTES FROM LAST MEETING 5.1 Albert Street – TW confirmed pipe relined. 5.2 Burnside – TW are investigating. 5.3 North Warnborough – access to PS ongoing. TW due to complete works at PS re generator this month. 5.4 West Green PS – no investigation into batteries. Action plan for tanker or generator. 2 PAPER B 5.5 Avondale Road – Cllr W reported fewer problems with surface water flooding. 5.6 Eversley Street – HCC have jetted. 5.7 Brandon Road – may have been an issue with blocked gullies. 5.8 Crookham Park/Ewshot – refer to Sandly Lane ditch 5.9 101 Crookham Road – see Crookham Park 5.10 Dogmersfield PS – work carried out to clear roots and line pipes 5.11 Kingsway – Cllr Collett to look into issue of food production and fat insewer. 5.12 86 Tavistock Road – shared SW system. HCC believe homeowner has been informed that the issue is their one. 6 PIPELINE PROJECTS 6.1 EA looking at issues for more investigations in 2020-22. Fleet flood alleviation, Chandlers Lane, Lower Common, Griffin Stream, Sandy Lane ditch likely to be put forward for assessment in May. Cllr Axam and Cllr Radley sought clarification. 6.2 ‘Communities at Risk’ initiative from EA – SE asked for all info relating to the flooding. EA/HDC to meet separately and look into these issues and set up a stand along group. 7 ANY OTHER BUSINESS 7.1 Cllr Southern is concerned that some manhole covers are dropping. 7.2 Cllr Oliver asked HCC how many people were contacting HCC as lead FA ? 7.3 Wellington Avenue potential flooding issue seems to have been alleviated by clearance work at Fleet Pond. 8 NEXT MEETING: September 2015 then March 2016. 3 .
