ADDITIONALLY, TO THE EXTENT THAT WE EXPECT PEOPLE TO WORK, PARTICULARLY WOMEN WITH YOUNG CHILDREN, WE MUST BE WILLING TO ASSIST THEM IN GAINING ACCESS TO CHILD CARE.
