Bulletin of change to local authority arrangements, areas and names in England Part A Changes effected by Order of the Secretary of State 1. Changes effected by Order of the Secretary of State under section 37A of the representation of the Peoples Act 1983 There is one Order made by the Secretary of State, which made changes to the timing of local council elections. The Local Elections (Ordinary Day of Elections in 2014) Order 2013 No.2277 This Order changes the date of local elections in England in 2014, so that it is the same date of the European Parliamentary elections in that year, and deals with a number of incidental, supplementary and consequential matters. The Order was made on 6 September 2013. 2. Changes effected by regulations of the Secretary of State under sections 10,11,12,13 and 15 of the Local Government and Public Involvement in Health Act 2007 There are two Orders made by the Secretary of State, which made changes to the boundary between two district councils. The East Hertfordshire and Stevenage (Boundary Change) Order 2013 No.596 This Order made a change to the boundary between the district of East Hertfordshire and the Borough of Stevenage and consequential changes to corresponding parish boundaries. The Order was made on 12 March 2013 and came into effect on 1 April 2013. The Gateshead and Northumberland (Boundary Change) Order 2013 No.595 This Order made a change to the boundary between the Borough of Gateshead and the County of Northumberland and consequential changes to corresponding parish boundaries. The Order was made on 12 March 2013 and came into effect on 1 April 2013. 3. Changes effected by Order of the Secretary of State under section 86 (A1), (4) (7), 87 (1), (3) and 105 of the Local Government Act 2000. There is one Order made by the Secretary of State, which made changes to electoral scheme in Doncaster. The Borough of Doncaster (Scheme of Elections) Order 2013 No. 2969 This Order made a change to the scheme for holding elections of councillors from elections in thirds to whole council elections. The year of election for parish councillors has also changed. Part B Changes effected by local authorities' action or Order as notified to the Secretary of State and the Local Government Boundary Commission for England 1. There are fourteen Orders, made by local authorities, which give effect to amending electoral arrangements under the Local Government and Public Involvement in Health Act 2007 The City of Oxford (Reorganisation of Community Governance) (Blackbird Leys) Order 2012 This Order provides for the number of parish councillors in the parish of Blackbird Leys to be 14. The Order was made on 1 August 2012 and came into effect on the same day. The Durham County Council (Reorganisation of Community Governance) Order 2013 This Order provides for the number of parish councillors in the parish of Edmondsley to be 7. The Order was made on 9 January 2013 and came into effect on 2 May 2013. The Durham County Council (Reorganisation of Community Governance) Order 2013 (2) This Order provides for the number of parish councillors in the parish of Trimdon to be 13. The Order was made on 5 March 2013 and came into force on the ordinary day of election of councillors in 2013. The High Peak Borough Council (Reorganisation of Community Governance Wormhill and Green Fairfield Parish Council) Order 2013 This Order dissolved the parish of Green Fairfield and grouped the parishes of Wormhill and Green Fairfield. The parish council will be known as Wormhill and Green Fairfield. The Order was made on 6 February 2013 and came into effect on 1 April 2013. The Leeds (Community Governance Reorganisation) (Scarcroft Parish Council) Order 2012 This Order provides for the number of parish of Scarcroft to be nine. The Order was made on 10 October 2012 and came into effect in 15 October 2012. The Northumberland (Reorganisation of Community Governance) (Parish of Newbiggin by the Sea) Order 2013 The Order abolished the existing wards of the parish Newbiggin by the Sea and provides for four new parish wards and eight councillors. The Order was made on the 15 January 2013 and came into effect on 2 May 2013. The Northumberland (Reorganisation of Community Governance) (Parish of Prudhoe) Order 2012 The Order abolished the existing wards of the parish of Prudhoe and provides for six new parish wards and 15 parish councillors. The Order was made on 14 December 2012 and shall come into effect on 2 May 2013. The Winchester City (Reorganisation of Community Governance) (Bramdean and Hinton Ampner Parish) Order 2013 This Order provides for the number of parish councillors in the parishes of Hinton Ampner and Bramdean to be 7. The Order was made on 15 February 2013 and came into effect on the same day. The Winchester City (Reorganisation of Community Governance in Wonston Parish) Order 2013 This Order provides for the number of parish councillors in the parish of Wonston to increase from 7 to 8. The Order was made on 15 February 2013. The District of Shepway (Reorganisation of Community Governance) (Town of Hawkinge) Order 2013 This Order provides for the town of Hawkinge to be divided into 3 wards and 13 parish councillors. The Order was made on the 25 March 2013 and shall come into effect on the ordinary of elections of councillors in 2015. The South Cambridgeshire District Council (Enlargement of Parish Council) Order 2013 relating to parish of Hauxton This Order provides for the number of parish councillors in the parish of Hauxton to be 9. The Order was made on the 1 May 2013 and shall come into effect on the 5 May May 2016. The Wychavon District Council (Reorganisation of Community Governance) Order 2013 This Order reduces the number of councillors in the parishes of: Flyford Flavell, Grafton Flyford and North Piddle from 10 to 8 (4 in Flyford Flavell Parish Ward, 2 in Grafton Flyford Parish Ward and 2 in North Piddle Parish Ward). The Order was made on the 1 November 2013 and shall come into effect on the ordinary day of elections of councillors in 2015. Eastleigh Borough Council (parish of West End) (Warding arrangements) Order 2013 The Order provides for the number of wards in the parish of West End to be increased from 3 to 7. The Order was made on the 30 December 2013 and shall come into effect on the ordinary day of elections of councillors in 2015. Cornwall Council Community Governance Reorganisation Order (Mevagissey Parish Council) Order 2013 The Order reduces the number of councillors in Mevagissey Parish Council by two – from sixteen to fourteen councillors. The Order came into effect on 2 May 2013. 2. There is one Order, made by local authorities, which groups parish councils under the Local Government and Public Involvement in Health Act 2007 The North Devon (Reorganisation of Community Governance) No.1 Order 2012 This Order revokes the 1976 Order, grouping the Parishes of Brendon and Countisbury. The parishes of Brendon and Countisbury will cease to be single parishes and will become a single unwarded parish. The number of parish councillors representing Brendon and Countisbury will be 7. The number of parish councillors representing Goodleigh Parish Council will be increased by 2 from 5 to 7. The Order was made on 26 October 2012 and came into effect on 1 April 2013. 3. There are twenty one Orders, made by local authorities, which give effect to changes to boundaries and electoral arrangements of parishes under the local Government and Public Involvement in Health Act 2007 The Chichester District Council (Reorganisation of Community Governance) Fernhurst and Linchmere Order 2012 This Order made changes to the boundaries of the parishes of Fernhurst and Linchmere. The Order was made on 5 April 2012 and came into effect on 1 April 2013. The Northumberland (Reorganisation of Community Governance) (Parishes of Craster and Embleton) Order 2012 This Order made changes to the boundaries of the parishes of Craster and Embleton. The Order was made on 14 December 2012 and came into effect on 15 December 2012. The Shropshire (Reorganisation of Community Governance (Oswestry) Order 2012 This Order made changes to the boundaries of the parishes of Oswestry, Oswestry Rural and Whittington. The Order also made changes to the electoral arrangements of the parish of Oswestry. The Order was made on 15 May 2012 and came into effect on 1 April 2013. Hinckley and Bosworth Borough Council (Reorganisation of Community Governance Order 2013 This Order makes changes to the boundaries of the parish of Market Bosworth, renames the wards of the parish of Barwell and amends the number of councillors per ward in the parish of Shackerstone. The Order was made 28 March 2013 and will come into effect on the 1 April 2015. The Three Rivers District (Reorganisation of Community Governance Order 2013 This Order makes changes to the boundaries of the parish Croxley Green. The Order was made on the 1 August 2013 and came in to effect on the 1 September 2013. Mid Sussex District Council (Reorganisation of Community Governance) (Hassocks) Order 2013 This Order makes changes to the electoral wards of the parish of Hassocks. The Order was made on the 1 August 2013 and shall come into effect on the 1 April 2015. Mid Sussex District Council (Reorganisation of Community Governance) (Burgess Hill) Order 2013 This Order makes changes to the electoral wards of the parish of Burgess Hill. The Order was made on the 1 August 2013 and shall come into effect on the 1 April 2015.
