'. .~ Minutes of the 5th Project Steering Committee Meeting of Sustainable Land Management Project (SLMP) Tuesday, oath May2012 ********* The 5thmeeting of the Project Steering Committee (PSC) of the SLMP was held on 8thMay 2012 under the Chairmanship of Mr. Javed Malik, Secretary, Ministry of Climate Change, Government of Pakistan. List of participants is at Annex-1. The meeting started with the recitation of the Holy Quran. The Chair welcomed the participants and after round of introduction asked Dr. Amjad Virk, National Project Coordinator (NPC), SLMP to present agenda items. Agenda Item 2: Confirmation of the Minutes of 4th PSC Meeting NPC stated that the Provincial Coordination Unit-SLMP, Punjab had conveyed that the viewpoint of Government of Punjab pertaining to figures on management and administrative costs (Agenda 4 B) and co-financing (Agenda 5) for the up-scaling phase of the project were not properly reflected in the minutes of 4th PSC meeting. The viewpoint of the Government of Punjab was accepted. There was no other observation from the participants. Decision: Minutes of the 4th PSG were adopted subject to incorporation of observations of the Government of Punjab and their circulation as addendum. Agenda Item 3: Extension in Duration of Pilot Phase NPC presented justification and necessity for extension in the project duration. He stressed the need of continuing SLM activities during the bridging period by utilizing unspent balance funds of GEF-UNDP, GOP and the addition funds provided by the Governments of Khyber Pukhtunkhwa and Baluchistan. He also informed that at least one year is needed to fulfill the procedural requirement of the GEF, including approval Qf the umbrella PC-I ,from the CDWP/ECNEC. Dr. Mahmood Khalid Qamar, Sr. Chief, P & D Department, Punjab informed that Government of Punjab supports the continuation of the project activities during the bridging period through unspent GEF-UNDP and GoP funds and would also like to be part of the upscaling programme. He further informed that Government of Punjab is spending an amount of Rs. 2.3 billion under its Annual Development Programme on SLM related activities. Government of Punjab will continue to provide support to up-scaling phase of SLM programme by providing in-kind and parallel financing of SLM activities. Secretary, KPK informed that KPK desires to keep the SLM staff and community engaged during the bridging period by providing additional project extension during the bridging period and conveyed commitments of their respective governmentsfor the up-scaling phase. I ("'" ~.I .v a.' ! . " NPC also apprised the Committee about NAP Alignment, UNCCD reporting process and development of integrated Financing Strategy (IFS) for SLM in Pakistan. For this, he referred to the efforts of the SLMP Team for accessing GEF funds of US 150,000 for NAP alignment and UNCCD reporting. In addition to this, Global Mechanism of the UNCCD is providing a grant of US $130,000 to the SLMP for developing provincial/national Integrated Financial Strategies for SLM. The NAP alignment and IFS development processes will be undertaken during bridging period under the overall guidance of IGF/UNCCD Focal Point and through the Provincial Coordination Units of the SLMP in order to have ownership of the provinces. Decisions: The PSC approved the extension of the pilot phase of the SLMP up to June 30, 2013 without changing scope and overall cost of the project. Agenda Item 4: Review and Approval of Workplan and Budget for 2012 NPC presented detailed workplan and budget for 2012. The representative from Punjab desired tht management and administration costs be kept minimum in order to provide more funds for on the ground SLM interventions. It was further suggested that an exposure visit of the key stakeholders to foreign countries may be explored in order to learn from their best J practices in sustainable land management. In this regard, the training opportunities available with Economic Affairs Division could also be looked into. Decision: The PSC approved the Work Plan and Budget estimates for 2012.
