These are preliminary layouts since the development is in its early stages and during its course turbine locations might change due to environmental concerns, topographical issues, land control issues and wind data that is being collected at the moment. The two projects are: 1) West Jeddore: located in Halifax Regional Municipality in the Eastern Shore 2) Wedgeport: located in Argyle Municipality, Yarmouth County It is important to us to have this early consultation with you to avoid any further investment before we established if these sites might have any impact to DND. Please advise me if any other information is required. I would like to request to keep this information confidential to the extent possible. We have completed the detailed analysis of your proposed site, Wedgeport NS (WTA-1139). Our analysis of the Wedgeport site has shown a high probability that the turbines will interfere with the Air Defence Radar installation located near Barrington NS. Although the area of interference is limited in size, it is a particularly wide area of degradation relative to the Barrington site with the potential to impact search and rescue as well as assistance to law enforcement operations. Preserving low-level sensor coverage in the affected area is critical to the Canadian Air Defence Sector (CADS) capabilities. As such, DND is unable to offer its concurrence to this project at this time. We would like to offer the opportunity to discuss these concerns and examine possible mitigation strategies with Anaia Global Energy at a time convenient to both parties. Again, I apologize for this inconvenience but I am afraid that presently DND cannot support this initiative as submitted. Thank you for returning my call this morning. As we discussed I would like to learn ways to mitigate the impact the Wedgeport Wind Farm could have in the Barrington region Air Defence Radar. We are open to understand the impacts and redesign our projects as to avoid any significant interference. The final layout and total number of turbines is not yet finalized and the heights of the turbines are also still under analysis. Therefore I believe we will find a way to work in a way all objectives may be accomplished. However I would like to understand a bit more about the interference and how our project will have a significant impact by being approximately 40km from Barrington and also considering that there is a 17 turbines wind farm that is currently operating and right in the midway between Wedgeport and Barrington. I am attaching a map indicating the location of our proposed wind farm, the West Pubnico wind farm and the Town of Barrington. I am also attaching some more information on the West Pubnico wind farm. You can see details of the turbines in the Environmental Assessment attached and the turbine manufacturer's factsheet. But as I understand the most relevant information for you is the height of the turbines which is a total height of 120m (80m tower + 40m blades). Anyhow I believe it would be very important to have a meeting to discuss all the possibilities at your earliest convenience. For us as soon as better, but my understanding is that your agenda is tending to be more towards November. Please let me know what will be the best date for you. In the meantime if you could review the West Pubnico wind farm and inform me if by having more information on this currently operational wind farm it would have any impact in your analysis of our request. The results of this further detailed analysis has shown that there is likely to be minimal interference with DND radar and flight operations. Therefore, as a result of these new findings we have no objections with your project as submitted (attached). If however, the layout were to change/move, please re-submit that proposal for another assessment using the assigned WTA number listed above. The concurrence for this site is valid for 24 months from date of this email. If the project should be cancelled or delayed during this timeframe please advise this office accordingly. It should be noted that our office looks at each submission on a case by case basis and as such, concurrence on this submission in no way constitutes a concurrence for similar projects in the same area, nor does it indicate that similar concurrence might be offered in another region. Finally, the concurrence offered in this email extends only to the subject projects and current proponent.
