People's Charter of Demand: NUAPADA DISTRICT Odisha State Budget 2015-16 District Level Pre-budget discussion is a platform where common people's needs, priorities and aspirations are consolidated and put forward to be recognized at state's budget. It is an attempt to amplify people's voice in favor of a participatory and pro-poor budget. This process helps in understanding district's urge through budget analysis and discourse with political activities, media, civil society organizations, government officials and the community. This document represents the challenges faced by Nuapada and possible budget provisions are expected to be made during budget 2015- 16.These demands are derived through intensive research conducted by the District Budget Watch Group, Nuapada and inputs gathered through different district level citizenry processes. As per census 2011, this district is having a population of 6,06,490. The literacy rate of Nuapada is 57.35 percent which according to census 2001 was 42 percent. This district is categorized as one of the backward districts of Odisha. Development work gained momentum in Nuapada after the visit of late Prime Minister Indira Gandhi. Government took several development initiative to step up the economic status of Nuapada after the visit of the then Prime Minister. Nuapada falls under the most backward and poverty stricken belt of Odisha,- the KBK region since 1997. 50 percent of district’s total population live below the poverty line. District budget processes in Nuapada started since 2011-12. District Budget Group in Nuapada in this Charter of Demand has reflected the existing situation concerning basic needs like health, elementary education, ICDS and livelihood (agriculture). Budget allocation towards irrigation facility Reasons for allocation - As per the data of last five years’, the average rainfall of the district is 1,076.90 mm and the normal rainfall is 1,450 mm. The nature of rainfall is erratic and out of 1,95,690 hectors cultivable land 44,145 hectors (22.25 percent) are irrigated in khariff season and 19,098 hector (9.75 percent) are irrigated in Ravi season. So average of irrigation facilities is about 12 percent as a whole. The district has received a good quantum of rainfall in second and fourth week of October 2013 which supported the Kharif crop as well as increased soil moisture favorable for Ravi crops like oil seeds and pulse. This district has got only 11.20 percent irrigation facilities through different sources for Ravi crop in 2013. However, to achieve 35 percent of irrigation it is necessary to irrigate more of 36,870 hectors of land through rain water management structures, MIPs, LIPs and AGRICULTURE check dams etc. Agriculture is the backbone of livelihood for this district. 80 percent of the total population get Crop Insurance on all types of crops based on village as a unit: their bread and butter from agriculture. Appointment of new teachers Reasons - To maintain quality of education it is imperative to maintain the norm of one class, one teacher with at least two trained graduate teacher (One arts, One Science) for UGUPs. To fulfill this criteria the district immediately needs to appoint 398 B. Ed teachers 2,613 CT teachers, 976 PET with yoga knowledge and 936 Vocational teachers with computer knowledge for total 1160 schools of the districts. • Allocation needs to be made for running of RCC (Residential Care Centres) Reasons Nuapada is very prone to distress migration. Every year thousands of people including the children migrate to the different parts of India. It is continuing because of irregularities in agricultural activities and poor implementation of different Government programmes such as MGNREGA. Therefore running of RCC is urgent for migrating children. Although Government is running a few RCC which are insufficient for the children. • Allocation for infrastructure facilities at primary schools. Reason - ICDS is a centrally sponsored programme for the Early Childhood Care and Development. In this table the total depiction of Nuapada district is made. Here the table shows in sufficient infrastructure development for smooth running of the AWC in the district.
