Cuomo proposed the Executive Budget for State Deputy Counsel Deputy Secretary Fiscal Year 2021-22. The Executive Budget proposes All Funds expenditures of $192.9 billion, State Operating Funds expenditures of $103.4 billion and General Fund expenditures of $82.0 Lonnie Threatte Michael Swanson billion. Assistant Deputy Director Director of Education Finance The mid-year update of the State Financial Plan estimated a SFY 2021-22 General Fund gap of Nic Rangel David Frazier $16.7 billion when not including a proposed $8 billion in Aid to Localities cuts. The Executive Assistant Deputy Counsel Director of Expenditures and Debt Budget proposal revises the gap to $10.2 billion based on better-than-expected State tax collections. To close this gap, the Executive Budget proposal includes $3.6 billion in spending Shelley Andrews reductions, $2.0 billion in new revenues, and $4.6 billion in additional Federal resources that Director of Legislative Operations includes an assumption of $3 billion in new unrestricted Federal Aid. Out-year budget gaps are forecast to be $2.9 billion in SFY 2022-23, $6.0 billion in SFY 2023-24, and $8.6 billion in SFY Noah Mamis 2024-25. Director of Majority Policy and Research The Executive Budget also includes significant policy proposals that will require careful review. These include authorizing adult use of cannabis products, changes to school aid distribution Counsel Staff Finance Staff formulas, and increasing personal income tax rates.
