Takhar Operational Coordination Team (OCT) meeting ANDMA Takhar office 17 December 2018 Participants; ANDMA, IOM, DACAAR, ACTED, DoRR, Concern WW, ME, UNHCR/ORD, MAAO, ASLO, SFL, ARCS, and UNOCHA # Agenda Discussions Action points 1 Welcome and introduction OCHA warmly welcomed the team and the team introduced themselves to each other. Clusters updates (WASH, 2 FSAC, ES/NFI, Protection). SFL updates: SFL currently implements three projects in Takhar province: Asset creation Vocational training and emergency responses: in four districts of Takhar namely Warsaj, Rustaq, Taloqan and Kalafgan districts, rehabilitation of 3 km. road in Rustaq, establishing one irrigation canal, 210-meter protection wall, 100-meter stone masonry and cleaning 3 km of an irrigation canal. In Kalafgan district construction of one water reservation with solar system in Gram-Sir village of Kalafgan district. establishing of 3km road and 210 protection wall in Dandan Shah village of Kalafgan district. Rustaq: construction of 120 m RCC beach for the canal of Baghi Sha village. Water reservation 13/18 in Dashti Qazi Rustaq. Baghi shan, kitchin garden for 90 families and the canal which established by SFL the canal irrigates about 2000 Jereeb lands. One nursery in Baghi-Zakhira and rehabilitation of 3 km road in road in Qara Tash village. Vocational training in Taloqan city for six months provided for 600 poor families, Through Emergency for the conflict and natural disaster affected families SFL had distributed On 18 December 17, 2018 286 MT food for conflict IDPs in Takhar for 2018. MAAO, Mission East and MAAO and ACTED, ME will have a meeting to coordination between the beneficiaries. ARCS provides health services in all districts of Takhar province and while they have distributed NFI for 1159 families. ARCS has 810 volunteers in Takhar provincial level and distributed first aid kits in all districts in its working areas. ACTED: implements three projects in Takhar province level: ERM, WASH, Drought WASH projects provides 55 water wells in Taloqan city, established 9 hygiene committees, three water committee and provided training. 771 men and 1100 women have received training. 95 hygiene kits distributed for the water wells beneficiaries FSAC: distribution of 45. 5 MT wheat seed for 910 former, distribution on feeder for 880 families 100 kg feeder for each penitentiary, meanwhile cash distribution for 1545 beneficiaries will be provided for six months. Concern WW: water supply applied in Rustaq 4 project, 8 protection walls, 4 gabion walls and rehabilitation of 2 irrigation canal, totally 77 CBDRM committee established and DRR training provide and beneficiaries have received SERT kits. 9 water sheet established and one local NGO funded by concern ww which participate in conflict and natural disaster affected families’ assessment. Food security training provided by concern for PDMC members in Taloqan city. For 2019 Concern WW implements one SIDA funded project which covers establishing of 40 CBDRM committee in Cha-ab and 5 water sheet, and training of DRR for the district. HPP humanitarian program plan; Namak aba and Cha-ab 20 CBDRM committee and two DRR mitigation structure in both district, while training will be provided for the mentioned district for the project beneficiaries. Concern has recently purchased 100 NFI and 100 tents in Taloqan city which will be distributed for the natural disasters and conflict IDPs in its working areas. Cash for food will be provided for 20 families and Cash transfer for the IDP families who are returning to their origin homes. Meanwhile Concern WW has plan to provide capacity building training for PDMC members in Takhar province which will be implemented through local NGO. Concern WW has 154 tents, 60 NFI, and 959 winterization clothes in its stock. Protection UNHCR: will continue the protection s projects in 2019 but the details are not in hand. Through PSN 18 families reoffered to WFP and UNHCR distributed cash for the mentioned families. ACTED: has also referred 30 families to UNHCR /PSN ASLO Establishing committee of CBDR and training for 1770 beneficiaries and project is continue and they will be distrusted. in 5 villages of Taloqan city and three schools, IOM: so far there are not recorded any natural disaster incident and in 2019 IOM will respond g the natural disaster affected families. 5 DRR project in 5 districts of Takhar have been implemented (Farkhar, Hazar Sumuch, Rustaq, Taloqan and Chall districts). MAO /WFP Implements a project for drought affected families so far 8329 beneficiaries received food materials and 5242 families are under the survey, totally the project will cover 13571 beneficiaries in 16 districts of Takhar province. Discussion: While the INGOs explained their drought respond projects it appeared that there is not coordination within the drought response groups, therefore the team agreed to meet in ANDMA office to coordinate their drought response project in Takhar province. 3 Updates on conflict IDPs DoRR: 580 families’ assessment is ongoing and we will continue 525 families’ assessment after assessment and responses assessing those families and currently assessment is ongoing in Hazar-bagh areas. DoRR will not receive Day to day people submit potions so far we have collected 290 petitions. petition from the IDP and challenges. representatives. 2437 conflict IDP families who were verified by the joint assessment teams responded by the humanitarian partners. 165 returnees and displaced families received solar which was distributed by UNHCR/ORD while 35 others received checking machine for returnees distributed which is with solar system.
