Mission of the TVEC As the apex body in the TVET sector, we are committed to establish and maintain an efficient, effective, and quality assured TVET system, which is relevant to socio-economic goals and changing market needs. 2 Report of the Director General During the year under review, many programs have been implemented in order to ensure quality of Technical and Vocational Education and Training (TVET) institutions and courses, provide an environment where training providers can operate efficiently and effectively, expand the National Vocational Qualifications (NVQ) Framework, which was introduced to achieve the objectives of Tertiary and Vocational Education (TVE) Act No. 20 of 1990 and the TVE Act (amendment) No. 50 of 1999. As expected, it was able to develop a Vocational Education and Training (VET) Plan for Southern Province, preparation of 03 VET Plans for 3 industry sectors and update VET Plans prepared in previous years. Labour Market Information bulletins and other labour market related publications, 09 research studies have been completed and disseminated among training providers with the expectation of further strengthening planning of training programs and management development of training institutions. The year 2011 was a landmark year where the NVQ framework was further strengthened after 07 years of inception of the national TVET certification system. During the year itself, a total of 16,573 NVQ certificates have been issued. In the quality assurance front, a total of 652 TVET courses in the public sector and 303 courses in the private/NGO sector have been accredited for award of NVQs to those who complete courses successfully. With the directive of Hon. Minister of Youth Affairs and Skills development to convert all the TVET courses conducted by the institutions under the Ministry to the status of NVQ, the NVQ system has been further strengthened while getting popularity and acceptance among the general public. It was a landmark event in 2011 that a memorandum of understanding was signed with Bangladesh Directorate of Technical Education during the visit to Bangladesh of His Excellency the President Mahinda Rajapaksa in order to share technical knowledge on NVQ framework. It has shown an increasing demand for services of the TVEC in the local and international arena as the ties has been further stabilized with international agencies. In parallel of this scenario, the scope of the TVEC activities has also been further expanded with the widened implementation of the NVQ system. However, the manpower strength and other infrastructure facilities remain the same as in 2004 and hence we are committed to face the challenge of improving the manpower strength and infrastructure capacity in order to cater the increasing demand for services of the TVEC. Director General Tertiary and Vocational Education Commission 3 1.0 Introduction The Tertiary and Vocational Education Commission (TVEC) has been established under the provisions of the Tertiary and Vocational Education (TVE) Act No. 20 of 1990. The TVEC has been functioning as a statutory body as per the provisions of the TVE Act (amendment) No. 50 of 1999 since 16th December 1999. The general objectives of the TVEC are as follows; a. Policy development, planning, co-ordination and development of the Tertiary Education and Vocational Education at all levels in keeping with human resource needs of the economy b. Development of a nationally recognized system for granting of Tertiary Education awards and Vocational Education awards including certificates, and other academic distinctions; and c. Maintenance of academic and training standards in institutes, agencies and all other establishments providing Tertiary Education and Vocational Education. 2.0 Organization structure of the TVEC The TVEC is operating under the purview of the Ministry of Youth Affairs and Skills Development. The governing board of the TVEC is composed of a Chairman and 16 other members appointed as per the provisions of the TVE (amendment) Act No.50 of 1999. In order to assist him, staff composed of one (01) Deputy Director General, four (04) Directors, six (06) Deputy Directors and 62 other staff members have been appointed to carry out the functions and programs of the TVEC implemented during the year 2011. In view of achieving the objectives of the TVEC, the programs and activities have been organized under the following divisions.
