Councillors consider the scale of the proposed development and the local base and receptiveness of the developer to be positive aspects. Councillors are influenced by the fact that, at the point of their consideration, local residents who will be directly affected by the development have supported it. The Council believes that the landscaping integral to the proposed design of the site might in fact improve the visual attractiveness, despite the loss of agricultural land to housing. The Parish Council was instrumental in establishing and has fully supported the work of the Startforth Neighbourhood Plan Group and was therefore keen to learn of the Group's assessment of this development against the emerging (draft) Neighbourhood Plan. At the Parish Council meeting on 15 July 2020, councillors heard from the Group's chair that the collective view was that there were points in favour of the development: Erection of 5no. dwellings with associated garages and parking, Harper’s of Land to the east of Startforth Lodge, Low Startforth Road, - that this could be classed as a 'windfall' development and so DM/20/01529/FPA 17.6.20 new access from Ullathorne Drive and adaption of existing No 10.7.20 Pending decision Barnard Castle Startforth access falls within the draft Plan - that the public footpath will be retained - that the views to Barnard Castle will still exist - that the developer is a well-respected local builder with a reputation for listening to residents - that although the site is an agricultural field, it has not been actively managed or usefully employed as such for some years - that two residents of Ullathorne Rise, directly affected, are in support of the application, and - that traffic impact will be minimal. The Group's chair advised the Parish Council that the following points were possibly contrary to the emerging Plan, however: - that agricultural land is being used for building purposes and thus green space is being lost - that views to Startforth from Barnard Castle will be adversely affected, and - that there is uncertainty over whether 'luxury' housing such as this is an essential need. The nearest facilities and services such as GPs, dentist, schools, bank, post office) are in Barnard Castle. It would take longer than 20 minutes for primary school children to walk to schools, even if this was considered a safe journey. The Parish Council urges planning officers to visit the site and the amenities, facilities and services such as GPs, schools, post office, banks, shops, petrol station etc for themselves, rather than relying on perhaps misleading or inaccurate information provided by the applicant. Even where these facilities exist, simple research will reveal that many are at capacity or over-capacity already. Traffic and road safety. The only facilities and services are in Barnard Castle, accessed over the single-lane County Bridge, controlled by 3-way traffic lights and surrounded by on-road parking by residents and visitors. If there is an incident on the A66, there is bedlam through Startforth and Barnard Castle. The Parish Council urges planning officers to look at a wide radius of the proposed Outline planning application (all matters reserved other than site, and not just the immediate vicinity of the site. Residents have concerns that, should dwellings on the proposed site connect to the foul drainage system and incapacity issues arise, this will impact unacceptably on private residents.
