SUBSTANCES BELONG TO IMO CLASS PACKING GROUP I (IMDG Code defined as: substances presenting high danger) 8. SELF REACTIVE SUBSTANCES. 9. IMO CLASS 4.2 / SPONTANEOUSLY COMBUSTIBLE SUBSTANCES 10. SELF HEATING SUBSTANCES 11. STOWAGE REQUIREMENT: MUST BE SHADED FROM RADIANT HEAT 12. STOWAGE REQUIREMENT: MUST BE KEPT AS COOL AS REASONABLY PRACTICABLE 13. SGP PSA GROUP I 14. LINE'S HISTORIC INCIDENTS / OTHERS Hong Kong 1. General Regulations and Required Document/Information for the transship in Hong Kong cargo : A. Dutiable commodities: According to Hong Kong dutiable commodities regulations, liquors, wine, tobacco, hydrocarbon oils and Methyl Alcohol are classified as dutiable commodities. http://www.customs.gov.hk/eng/major_licence_commodities_e.html Correspondent license and permit are required for the removal of cargo from terminal for T/S in applying for the license and permit. Therefore the following documents and information should be provided to HKHKG office at least 7 working days before vessel arrival. (1) Packing list (2) Invoice (3) FOB or CIF value of cargo (4) The strength of liquor (5) The brand name (6) Shipping marks of cargo (7) Detailed address of shipper and consignee B. Outboard engines: Export license is required for the T/S of outboard engines exceeding 111.9 kilowatts (150horsepower), export license application forms plus following documents/information have to be submitted to customs. Therefore, the following information/documents have to be faxed to Hong Kong office at least 5 working days prior to the arrival of the vessel. (1)Full address of shipper and consignee (2)Packing list (3)Invoice (4)Authorized permit (5)Chassis number (6)Brand name (7)Engine number (8)Origin country C. Strategic commodities: According to Hong Kong import and export regulations, under-mentioned strategic commodities for both import and T/S (including in-transit via Hong Kong) are under the control and a permit is required prior to vessel's arrival. All office/ agents must obtain a prior approval from this office before acceptance of bookings. Chemical Commodities: According to HKHKG import and export regulations(Chapter 145, Laws of Hong Kong), the following 25 chemicals(Acetylating substance ) for both import and T/S (including cargo in transit HKHKG) are under licensing control in HKHKG. (1) Acetic anhydride (2) Aceytl chloride (3) Acetyl bromide (4) Ephedrine (5) Ergotamine (6) Ergometrine (7) Pseudoephedrine (8) Lysergic acid (9) 1-phenyl-2-propanone (10) N-acetylanthranilic acid (11) Potassium permanganate (12) Piperidine (13) Safrole (14) Isosafrole (15) Piperonal (16) Anthranilic acid (17) Phenylacetic acid (18) 3,4-methylenedioxy-phenyl-2-propanone (19) Norephedrine (20) Methyl ethyl ketone (MEK) (21) Toluene (22) Sulphuric acid (23) Acetone (24) Ethyl ether (25) Hydrochloric acid Therefore the following information should be provided to HKHKG office at least 5 working days before vessel's arrival. -CompletedB/L data -Consignee name, person-to-contact and phone number -Consignee should be a licence holder to import captioned cargo -T/S should advise from where to where one number F. Plant and Soil Commodities: According to HKHKG import and export regulation, import and T/S of plants, plant pests and soil are under licensing control in HKHKG. Therefore the complete B/L data should be provided to HKHKG two (2) working days before vessel's arrival. G. Ozone Depleting Substance and All kind of Pesticide According to HKHKG import and export regulations, both import and T/S of Ozone Depleting Substance and All kind of Pesticide are under licensing control in HKHKG. All offices/agents must obtain prior approval from this office before acceptance of bookings. H. Used Electronic Waste According to the Hong Kong import and export regulations, the hazardous electronic wastes (e.g. used televisions /used monitors and used batteries, etc.) of both import and export (including T/S) are subject to the import and export permit control of the Waste Disposal Ordinance. for more details, please click the following link: http://www.epd.gov.hk/epd/textonly/english/environmentinhk/ waste/guide_ref/files/07ie_english.pdf Any person who wishes to import or export (including T/S) such waste into/ from Hong Kong should obtain a permit from this department. Failing to do (whether knowingly or not) is an offence under the said Ordinance and the offender is liable to a fine of 'HK$200,000 and 6 months' imprisonment. In case of "used appliances", before accepting shipper's booking, please request shipper to provide cargo packing list to check and confirm whether there are any used televisions/ computer monitors or batteries. I. Irradiating Apparatus / Radioactive Substances According to section 2(1) of the Hong Kong Import (Radiation)(Prohibition) Regulations Cap. 60 (sub.leg) which states that no person shall import (including trans-shipment) any Irradiating Apparatus (e.g. X-Ray machine) and/or Radioactive Substance specified in the schedule to the regulations unless an import license granted by the Director-General of Trade and Industry. All offices/ agents must obtain prior approval from this office before acceptance of bookings. Guangzhou 1. Dangerous Cargo A. M/F should be submitted to customs 24 hours before vessel's arrival. B. Explosives and radioactive cargoes are prohibited to enter into Guangzhou. C. Explosive cargo IMCO 1.1, 1.2, 2 and IMCO 2, 5.2, 7 are not acceptable at Huangpu. Jiangmen 1. D.G. cargo 1,2,7 are not acceptable. Nanjing 1. Dangerous cargo manifest of import cargo must be submitted to customs at least 24 hours prior to vessel's arrival. A. All import D.G. cargo to CNNNJ, CNNHT and CNZJG must be accompanied with a full set of D.G. manifest and packing certificate. B. Following import cargoes are prohibited to import unless special permission. (1) Strategic commodities: ammunition, explosives, bombs, rockets and tanks etc. (2) All kinds of pesticide (3) Controlling chemical commodities: violent poison (4) Narcotics: heroin and cocaine etc. (5) Radiative substance and irradiating apparatus C. Explosive cargo IMCO 1.1, 1.2, 2 and IMCO 5.2, 6.1, 6.2, 7 are not acceptable. D. During summer high temperature, all D.G. cargo must be discharged in night. IMCO 3.2 can't be handled during 10:00 (A.M.)-4:00 (P.M.) E. D.G. cargo IMCO 3.1, 4.1, 4.2 and 5.1 must take delivery within 48 hours. Ningbo 1. Dangerous Cargo Dangerous cargo manifest of import cargo must be submitted to customs at least 24 hours prior to vessel's arrival. Declaration of dangerous goods in container & container packing certificate (FOR MULTIMODAL TRANSPORT) with customer's well signature must be submitted to port authority at least 24 hours prior to vessel's arrival. IMO Class 1, 7 are not acceptable . IMO Class 2 & dangerous cargo stuffed in reefer container
