Goal #2 Agency Fiscal Year 2019 Goal # 2 Grow the creative economy - Identify and designate four additional cultural districts to grow the visibility of the creative sector in Massachusetts through partnerships that expand markets and/or promote the work of cultural organizations and artists. (yes, no, partially) Yes Fiscal Year 2019 Goal # 2 Results - or - Details if not achieved - 100% of cultural districts that were up for re-designation in FY19 were re-designated (8 out of 8) - We designated 3 new cultural districts in FY19 (Great Barrington, Franklin, and Lenox). A fourth was not ready until the August Council meeting, which put them in the FY20 cohort (Winchester) Goal #3 Agency Fiscal Year 2019 Goal # 3 Advance equity and inclusion – Continue the EBT Card to Culture Program with Department of Transiational Assistance to expand access to the arts, humanities, and sciences for low-income residents. Metric Fiscal Year 2019 Goal # 3 will be measured by • Number of cultural organizations offering discounted/free admission • Number of EBT Card holders making use of program Metric Source Final reports from participating organizations Target for Fiscal Year 2019 Goal # 3 - 175 organizations participating - 25% increase in people taking part in program (admissions) Was Fiscal Year 2019 Goal # 3 Achieved? Upon reflection a 25% increase may have been over ambitious. We now know that adding more organizations does not automatically increase the number of people because not all participating orgs get visitors taking advantage of the Goal #4 Agency Fiscal Year 2019 Goal # 4 Empower a creative generation - Support the growth of, creative, productive, independent-minded young people through creative youth development. Metric Fiscal Year 2019 Goal # 4 will be measured by • # of youth served • # of grants made Metric Source Aplications and Final reports from grantees Target for Fiscal Year 2019 Goal # 4 - 14% increase in number of youth served - 72 grants made Was Fiscal Year 2019 Goal # 3 Achieved? (yes, no, partially) Partially Fiscal Year 2019 Goal # 3 Results - or - Details if not achieved - 4% increase in youth served (from 9,438 to 9,818). The number of youth being served per program varies (from large ensemble orchestra groups serving 100s of kids to small groups serving 8 kids that really need a lot of in-depth support due to disability or other challenges. The evidence is clear: A thriving creative sector is one of our Commonwealth's most powerful economic development assets. In support of this, the Mass Cultural Council’s Cultural Districts Initiative was authorized by an act of the Massachusetts state legislature in 2010, and launched in April 2011. Cultural districts help local arts, humanities, and science organizations improve the quality and range of their public programs so that more local families can benefit from them. They enhance the experience for visitors and thus attract more tourist dollars and tax revenue. And they attract artists, cultural organizations, and entrepreneurs of all kinds - enhancing property values and making communities more attractive.
