PURPOSE OF THE SUBMISSION • To seek approval to transfer federal NILM land from National Capital Commission (NCC) and Agriculture and Agri-Food Canada (AAFC) to Public Services and Procurement Canada (PSPC); • To permit PSPC to lease NILM land to The Ottawa Hospital (TOH) for a long term, for the purpose of constructing a new regional health facility. 3. AUTHORITY National Capital Act, Sections 12 and 12.1 4. RECOMMENDATIONS In order to advance the Federal Approval for the use and long term lease of National Interest Land Mass (NILM) located at the Sir John Carling site to The Ottawa Hospital (TOH): • That Federal transaction approval be granted for the transfer of National Capital Commission (NCC) and Agriculture and Agri-Food Canada (AAFC) NILM lands to Public Services and Procurement Canada (PSPC); • That Federal Land Use and Transaction approval be granted to PSPC to enter into a long term ground lease with The Ottawa Hospital for the lands required for the new health facility, with conditions as identified in the federal approval document in Appendix 3, and; • That the signature of the Federal Land Use and Transaction Approval document in Appendix 3 be delegated to the Executive Director, Capital Planning Branch. 5. BACKGROUND Following the National Capital Commission’s 2016 site selection review process of federal lands within the urban area of the City of Ottawa, on December 2, 2016, the Minister of Canadian Heritage requested that federal government undertake the Submission: 2017-P06e Page 1 of 4 Public document Submission necessary preparations to make the Carling Avenue (East) site, commonly referred to as the Sir John Carling site, available as the future location of the new Civic Campus of The Ottawa Hospital (TOH). The site is comprised of 20 hectares of land within the ownership/management of three (3) federal parties, including Public Services and Procurement Canada (PSPC), Agriculture and Agri-Food Canada (AAFC) and the National Capital Commission (NCC), as shown in Appendix 1. PSPC is the federal agency given the responsibility for the federal land assembly and to lease the lands to The Ottawa Hospital. This approval gives the authority to the federal agencies involved, including the NCC, to transact NILM lands to PSPC and will approve, with conditions, PSPC to transact the assembled federal lands to The Ottawa Hospital (TOH) in the form of a long term lease, for construction of a new world-class hospital and teaching facility. As the site is designated NILM, the transaction will be subject to conditions, as part of the federal land use and transaction approvals (FLUTA) required under the National Capital Act. Approval conditions to be included in the transaction documents from PSPC to the Hospital shall ensure relevant capital interests and approval obligations are reflected at the appropriate stage of the site development. The FLUTA document in Appendix 3 includes: • NCC undertaking amendments to the Capital Urban Lands Plan (2015), to reflect the proposed use; • The provision of 200 vehicles and seven (7) bus parking spaces shall remain available for use of visitors to the capital realm features such as the Dow’s Lake Pavilion and Commissioners Park; • The Ottawa Hospital project shall be subject to subsequent phased federal approvals, with a focus on design quality and capital realm principles (Appendix 2); • The transaction approval will form part of a joint submission for the central agency process approvals from Treasury Board Secretariat to formalize the future location of the new TOH facility in Canada’s Capital Region. Moving forward, these approvals will facilitate TOH to advance the planning of the new Civic Campus in accordance with the requirements of the Ontario Ministry of Health and Long-Term Care, and on its schedule. 6. ANALYSIS OF OPTIONS AND RISK • All lands are within the NILM. To ensure the long term reflection of this important heritage and capital realm designation in the Capital; a long term ground lease is being negotiated rather than disposing of NILM lands; • There is a precedent of a hospital on NILM lands, where a long term lease is held by a federal entity (Queensway Carleton Hospital with the NCC); Submission: 2017-P06e Page 2 of 4 Public document Submission • PSPC, on behalf of the federal government, is committed to targeting completion of the transaction in 2017. 7. Plan, develop and improve the NCC’s assets such that they inspire Canadians with a lively, distinctive and sustainable National Capital Region; . Conserve and celebrate natural assets, cultural landscapes and built heritage of national interest under the NCC’s stewardship; o Be a value-added partner in Canada’s Capital Region and demonstrate corporate excellence such that the NCC is recognized as an exemplary federal Crown corporation and steward of federal lands and assets. • Government priorities: Government of Canada’s priority of openness and transparency; a clean environment and a strong economy. 8. CONSULTATIONS AND COMMUNICATIONS • A working group among the federal agencies involved, led by PSPC, is ensuring appropriate coordination to expedite the transaction process; • PSPC is consulting and responding to all enquiries from the public and stakeholders; • PSPC is responsible for any consultations, including first nations; • A coordinated communication plan is in place for the transaction. 9. NEXT STEPS • PSPC is coordinating joint Treasury Board approvals (NCC, AAFC, PSPC); • Preparation of formal lease documentation by PSPC to Hospital; • The Ottawa Hospital shall make applications for subsequent formal federal land use and design approvals, as appropriate.
