INTRODUCTIONS +2. APPROVAL OF MEETING MINUTES INFORMATION The San Diego Conformity Working Group is asked to review the minutes from its March 2, 2016, meeting. 3. PUBLIC COMMENTS/COMMUNICATIONS DISCUSSION Members of the public will have the opportunity to address the San Diego Region Conformity Working during this time. REPORTS +4. 2016 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM: DISCUSSION DRAFT PROJECT LIST At the March 2, 2016, meeting, the San Diego Region Conformity Working Group (CWG) discussed the conformity criteria and procedures to be followed to determine conformity of the 2016 Regional Transportation Improvement Program (RTIP) and redetermine conformity of San Diego Forward: The Regional Plan for consistency purposes. A draft list of capacity and non-capacity increasing projects, including exempt projects to be included in the draft 2016 RTIP, was distributed to the CWG via email on March 29, 2014. The CWG will be asked to review and provide comments on the draft list of projects. +5. 2008 EIGHT-HOUR OZONE STANDARD STATE IMPLEMENTATION DISCUSSION PLAN DEVELOPMENT On August 27, 2015, the U.S. Environmental Protection Agency (EPA) proposed taking action for 11 designated Marginal nonattainment areas, including San Diego, to reclassify the regions to moderate. San Diego did not attain the 2008 Ozone National Ambient Air Quality Standards by the attainment date of July 20, 2015. San Diego County Air Pollution Control District (APCD) will now be required to submit a State Implementation Plan (SIP) to U.S. EPA no later than January 1, 2017, pending final rulemaking by U.S. EPA. APCD staff will provide the San Diego Region Conformity Working Group with an update on the development of the SIP. +6. 2015 EIGHT-HOUR OZONE STANDARD FINAL RULE DISCUSSION On October 26, 2015, the National Ambient Air Quality Standards for Ozone Final Rule was published in the Federal Register with an effective date of December 31, 2015. U.S. Environmental Protection Agency staff will provide an overview of the final rulemaking. 7. ADJOURNMENT AND NEXT MEETING The next meeting of the San Diego Region Conformity Working Group is scheduled for May 4, 2016, from 10:30 a.m. to 12 noon at SANDAG. 8. OTHER BUSINESS INFORMATION + next to an agenda item indicates an attachment 3 San Diego Association of Governments SAN DIEGO REGION CONFORMITY WORKING GROUP April 6, 2016 AGENDA ITEM NO.: 2 Action Requested: INFORMATION MARCH 2, 2016, MEETING MINUTES File Number 3100600 The meeting of the San Diego Region Conformity Working Group (CWG) was called to order by Rachel Kennedy, SANDAG, at 10:35 a.m. 1. INTRODUCTIONS Self-introductions were made. See attached attendance list. 2. JANUARY 6, 2016, MEETING MINUTES (INFORMATION) Ms. Kennedy asked the CWG to review the meeting minutes. No comments or corrections were made. 3. PUBLIC COMMENTS/COMMUNICATIONS No public comments were made. REPORTS 4. FUNDING MEASURE: UPDATE (DISCUSSION) Based on direction from the Board of Directors, SANDAG staff is conducting public education regarding projects included in San Diego Forward: The Regional Plan (Regional Plan), as well as projects that have been delivered through the TransNet sales tax measure. Staff presented highlights of the Regional Plan and described initial ideas of what could be included in a potential future funding measure. Several opportunities for the public to provide input are ongoing. It is anticipated that a draft expenditure plan for a potential November 2016 ballot measure will go to the SANDAG Board on April 8, 2016. Phil Trom, SANDAG, discussed the potential funding measure with the CWG. SANDAG responsibilities include preparation and implementation of the long-range vision of our region’s future. The vision is embedded in the Regional Plan, which is the combination of the regional transportation plan and regional comprehensive plan. The Regional Plan was adopted in October 2015 and includes $204 billion of investments in transportation and other programs through the year 2050. The presentation highlighted TransNet, projects which have already been implemented and the assumptions of securing additional sources of new local funding to implement all the projects in the 4 $204 billion investment package. SANDAG is currently exploring two expenditure options for a potential November general election ballot measure. Mr. Trom directed the group to slide three on page 12 of the agenda packet. The projected land use slide shows how the region was projected to grow in 1999 in comparison to how the region is projected to grow in the current Regional Plan. There has been a shift in local land use development; the jurisdictions are now planning for the absorption of an additional one million people occurring mostly within their existing boundaries. This means SANDAG can provide different mobility options and 55 percent of all the acreage in the county will be preserved as permanent open space. Approximately $101 billion in the Regional Plan is dedicated to public transit projects which include five new Trolley lines, 32 new Rapid bus routes, continued COASTER double-tracking, and more. Mr. Trom highlighted three new intermodal transit centers that will be located at San Diego International Airport, San Ysidro, and Otay Mesa. The Regional Plan calls for 160 new miles of Managed Lanes throughout the region that will support future Rapid service. Operational improvements, highway lanes, and new high-occupancy vehicles and highway connectors also are included. The Regional Plan includes construction of the Regional Bike Plan network, which will provide 275 miles of bikeways. The Regional Plan’s $5 billion investment in active transportation also includes Safe Routes to Transit, Safe Routes to School, and local bike and pedestrian programs.
