Annex 16, ENQA Board meeting, 21 June 2018 Item 7.1 – External review of ENQA Agency Reviews ENQA External Review A. Nominations and expressions of interest -ENQA External Review Steering Group I. Context: As by the decision of the General Assembly in April 2018, to ensure the independence of the ENQA External Reviews (including the appointment of the peer review panel and the supervision of the review process), a steering committee will be established. The steering committee will be composed of: - Three representatives of ENQA’s members (based on expressions of interests received from members through an open call, excluding current ENQA Board members). - Three representatives of the main stakeholder bodies (ESU, EUA and EURASHE were each asked to nominate one person for this task). The steering committee will have the following main tasks: - Draft the terms of reference for the external review. The terms of reference will define the scope of the review, the basis of the review, the methodology to be used, the timeline, and the price; - Evaluate the proposal for tenders received and select the tenderer; - Contract the external review coordinator on behalf of ENQA; - Approve of the review method proposed by the review coordinator, based on the terms of reference; - Approve of the proposed panel of reviewers (after consulting ENQA Sceretariat on possible conflicts of interest regarding the proposed experts), and; - Approve of the final report. II. Anne-Marie Jolly (F), Vice-president, CTI, France NB. CTI will be undergoing a review in 2018-2019 4. Dražan Kozak (M), Vice-Rector for education and students, Josip Juraj Strossmayer University of Osijek, Croatia, and recent former member of the ASHE Accreditation Council 5. Heli Mattisen (F), Director, EKKA, Estonia NB. Heli is currently a member of ENQA Appeals Committee 6. Antonio Serrano (M), Director, ACPUA, Spain 7. Erika Soboleva (F), Director, AKKORK, the Russian Federation III. Required action and next steps: The Board will need to select the three agency representatives from among the expressions of interest received based on: - The individual’s experience and expertise (CV’s annexed) - Consider diversity in terms of geography and gender, the profile of the agency, as well as the profile of the nominated stakeholder representatives. Should consensus not be reached, the single majority vote of the Board will determine the selected committee members. The GA will endorse the steering committee in a written procedure (by email). The proposal submitted to the GA will include the list of all nominees and the justifications for the proposed composition. Composition of the ENQA self-assessment group According to the proposal submitted to and approved by the General Assembly in April 2018, the ENQA self-assessment group will compose of: - Two Board members - Two secretariat staff members (the Reviews’ Manager and the Director/Deputy Director) - A former Board members currently working a in a review committee. Eligible candidates for the latter are: Padraig Walsh, Fiona Crozier and Achim Hopbach (the external member of the fourth review committee, Nuria Comet, has never been a Board member). Required action: The Board is required to: 1) discuss and agree on two Board members who can take part in the self-assessment group. My role concerned the project development and contracting phase.
