I •vould li ke to formally renevv my request tba t you nominate some Opposition Members that I may consider appointing Temporary Speakers. The longer standing tradition tlf the Asseff1bly has been fo r the Speak er to appoint both opposition and government Ivlembers to the Speaker's panel. l understand that this practice lapsed \·vhen the re Wt:Te minority governments from 1995 to 2001 and it was difficult to re­ establish the longer term practice since, d espite the efforts of some Speakers, su ch as Speaker's !VkGrady, l'vlickel an d Simpson. I would like you r support to rt:> -cstablish the lon ger standing trad ition. In my view, for the Speaker to appoint both opposition and government Members to the Speaker's panel is symbolically important. It signifies tha t the maintenance of order in the Assembly is a shared responsibility of all parties represen ted in the Assembly. It also has a practical uutcomc. It provides an opportunity fnr there to be a d t>p th of experience in man aging the Assvmbly in both government and opposition mem bers. I draw ypur attention to Standing Order 11 (Ll ) which provides that the Tem porary Speakers shall stand dovvn fo r the Speaker or lhe Depul)' Speaker upon their arrival and request. I intend to vote in all divisions in the House - there is no longer a Conunittee of the Whole in which l vvould he precluded from Chairing.
