The scheme is for a drive-thru coffee shop with a Gross Floor Area (GFA) of around 200m² within the existing car parking area of ASDA Hessle Superstore. The development is located in the western end of the ASDA Superstore car park, which is located approximately one and a half miles to the west of Hull City Centre and two and a half miles east of the town of Hessle. The location of the proposed development can be seen in Figure 1 below. Figure 1.1 – Site Location Plan Site Location Contains OS Data © Crown Copyright and Database Right (2020) The existing ASDA site access and egress arrangements are to be retained to serve the proposed development with access to the drive-thru lane being taken from Liverpool Street. Page 3 EG Group Ltd - 3703319-13-TP Framework Travel Plan, Drive-Thru Coffee Shop Development, ASDA Hessle Superstore, Liverpool Street, Hull 2 Travel Plan Background 2.1 General A Travel Plan (TP) is an important tool for delivering sustainable access to a development. It provides a long-term strategy that seeks to deliver sustainable transport objectives through positive action. TPs can also support the need to promote more healthy lifestyles through increased walking and cycling opportunities. As a result, TPs form a key stage in the forward planning process and is a ‘living document’ that needs to be regularly reviewed to ensure its effectiveness. 2.2 Benefits of a Travel Plan TPs can result in a variety of benefits to the occupiers of a development and the wider community, as well as address a range of issues, including: • Reducing congestion and peak time traffic conflicts; • Reducing energy use and harmful transport related emissions; • Tackling social exclusion and improving accessibility; and • Facilitating improved public transport through economies of scale and transport efficiency. Hull City Council (HCC) requires Travel Plans to support a number of local and national policy objectives. These are set out in their Local Plan document and include: • As an effective means of promoting sustainable transport at developments; • To examine ways of improving bus and rail access; and • To reduce emissions from road vehicles; These objectives will be targeted using a number of measures, which will include the promotion of travel to the site by sustainable modes of travel to deliver a successful travel plan. Page 4 EG Group Ltd - 3703319-13-TP Framework Travel Plan, Drive-Thru Coffee Shop Development, ASDA Hessle Superstore, Liverpool Street, Hull 2.3 Planning Policy This TP has been developed in accordance with the Department for Transport (DfT) policy document called “Good Practice Guidelines: Delivering Travel Plans through the Planning Process”. This document is an update to previous guidance published in response to changes in travel planning and understanding and awareness of transport contributing to global warming and affecting aspects such as health. The guidance document promotes the use of sustainable methods of transport, with some examples of measures recommended by this guidance include: • Giving people better information about their existing travel options; • Marketing sustainable travel options more effectively, so they are better used; and • Providing incentives for changing behaviour such as smartcards. National Planning Policy Framework The National Planning Policy Framework (NPPF) emphasises that sustainable development should be supported and advises environmental conditions should be considered alongside economic and social matters. NPPF states that development plans should exploit opportunities for use of sustainable transport modes and where practical to: • Give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; • Create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate, establishing home zones; • Incorporate facilities for charging plug-in and other ultra-low emission vehicles; and • Consider the needs of people with disabilities by all modes of transport. 2.4 Local Policy Hull City Council Local Transport Plan 3 Hull City Council Local Transport Plan sets out the council’s transport policies from 2011 until 2026. The Transport Plan explains that they continue to aspire to the vision adopted in LTP2 which is stated as ‘To provide and develop a safe and efficient transport system that contributes to the social, environmental and economic well-being of the residents, Page 5 EG Group Ltd - 3703319-13-TP Framework Travel Plan, Drive-Thru Coffee Shop Development, ASDA Hessle Superstore, Liverpool Street, Hull businesses and visitors to the City and provides equal opportunities for everyone to access key services using, where possible, ‘green’ alternatives to the private car’. The vision was extended to include the following: • Local Transport Objective 1: To ensure that good levels of accessibility, especially by public transport are integrated with planned changes to the City in the health, housing, education, and employment sectors • Local Transport Objective 2: To maintain and improve road safety on the City’s road network • Local Transport Objective 3: To help facilitate the regeneration of the City and the expansion of the Port of Hull in a sustainable manner; and • Local Transport Objective 4: To promote a healthier City through improving air quality and encouraging active travel Consideration of the Application Site with Policy Background In general, the relevant transport policies set out above follow similar themes and promote common aims. These are to provide sustainable development with good access to jobs and facilities, to encourage non-car modes of transport, to ensure that the highways impact of new developments is acceptable or mitigated against and to promote good site design with appropriate parking levels. 2.4.1 COVID-19 Policy Government Recommendations The government have released guidance for passengers regarding safer travel. At the time of writing, they have also asked councils to provide increased provision for cycling and walking routes with both short- and long-term measures to be implemented. It is anticipated that this will be updated to include public transport guidance and travel guidance as they implement the Governments recommendations.
