NEW YORK METROPOLITAN TRANSPORTATION COUNCIL ANNUAL LISTING OF OBLIGATED PROJECTS for Federal Fiscal Year 2007 April 29, 2008 Introduction Each and every day, the New York metropolitan region’s transportation system is called upon to efficiently and reliably deliver people and goods to countless destinations within the region and beyond. This vast network of rails, roads, bridges, waterways and trails makes it possible for workers to get to jobs, students and teachers to educational institutions, visitors to attractions and for goods and services to reach consumers. The New York Metropolitan Transportation Council (NYMTC) – a regional council of governments which is the Metropolitan Planning Organization for New York City, Long Island and the Lower Hudson Valley – is the organization responsible under Federal law for undertaking regional transportation planning activities for the New York metropolitan region that lead ultimately to transportation improvement projects. Maintaining and improving the transportation system will require a great deal of investment; more than $568.0 billion (year of expenditure dollars) of needs as identified in NYMTC’s current 2005-2030 Regional Transportation Plan. The challenge will be to find sufficient financial resources to achieve this objective. How Are Projects Planned and Funded? The transportation legislation which authorizes spending nationally for transportation improvements requires metropolitan regions to follow a comprehensive planning process in order to obtain Federal funding for transportation improvements. The foundation of this process is a long-range Regional Transportation Plan which defines the region’s long-term needs and conceptual solutions. Through more detailed study, various specific transportation improvements are then defined using the Plan as a framework. Once defined, improvement projects are then added to the medium-range Transportation Improvement Program (TIP). As required by Federal regulations, the TIP is a comprehensive, medium-range program of projects that prioritizes these transportation improvements over the course of five years. NYMTC’s adoption of the Plan and TIP for its region affirms that its members are in compliance with the required planning process and that the defined transportation improvements are therefore eligible for Federal funding. How Are Projects Implemented? Improvement projects that appear on the TIP, whether they entail purchase of equipment or construction of facilities or provision of services, are described by the various phases they must move through to get to implementation, ranging from detailed design or specification to actual purchase, construction or implementation and finally to evaluation, inspection and quality control. Often, these phases occur over a period of several years. As projects move towards implementation, funding that has been programmed on the TIP for each phase must then be obligated. Obligation of funds can be thought of as a formal commitment of a specific amount of funds to a project, as opposed to the programming of funds, which simply enable their eventual obligation. The obligation of funding begins the flow of funds to a phase of a project. Depending on the Federal program, this would either be a reimbursement program or a grant program for which the Federal Government covers the Federal share of the project, which is usually 80% but can vary depending on the Federal funding program from which the funds are being drawn. Annual Listing of Obligated Projects Funding obligation is a critical milestone in the process which eventually implements transportation improvement projects, so much so that new Federal planning regulations now require metropolitan planning organizations to publish a listing of obligated projects at the conclusion of each TIP fiscal year. In NYMTC’s case, TIP fiscal years begin on October 1st and end on the following September 30th. The following listing of obligated projects fulfills NYMTC’s requirement 49 CFR Part 450.332 for an annual listing of obligated projects for the TIP fiscal year which ended on September 30, 2007. Each of the projects which appear in this listing had funding obligated for the listed project phase during the TIP fiscal year. How to Read the Annual List of Obligated Projects The listing is organized geographically by NYMTC’s three main subregions: New York City, Long Island, and the Lower Hudson Valley. Following is a glossary of terms that appear in the Annual List which identify the elements of the development and execution of each project: PIN -Identifies the unique project identification numbers used to track projects PROJECT DESCRIPTION – Is a brief single-line description of the project. A more comprehensive description can be obtained from the TIP for which the project was funded. PROJECT SPONSOR - Identifies the agency implementing the transportation improvement FEDERAL FUND SOURCE – Identifies the source of federal funding. Appendix A of the TIP has further explanation of those fund sources. PHASE - Identifies the phase of work obligated for those funds FEDERAL FUNDS OBLIGDATED - Identifies the amount of funds obligated. One total number may show if there were several obligations of the same fund source and phase. ADVANCED FUNDED – Identifies the amount of funds carried as advanced funded for a project which would lead to future obligations when converted and explained in the next item. AC – Identifies a full or partial conversion from Advanced Construction, also known as Advanced Funded Projects. Advanced Construction is tool that allows the state to manage their obligation authority by allowing a project to proceed without using obligation authority at that time. AC here denotes the conversions from advanced construction which then counts as an obligation. This provision is especially effective in not hold-up a lot of funding over time on a large project at the expense of advancing several other projects. AF – Identifies Advances Construction or Advanced Funded projects. These projects are important to identify as they should appear on future Annual Listings of Obligated Project even though they are no longer required to appear in the current TIP.
