It should be read in conjunction with the plans, elevations and other supporting information submitted as part of the application. The Area Nancemellin Farmhouse is located in the hamlet of Nancemellin, a historic farm settlement comprised of 6 dwellings in the secluded Praze Valley, a tributary of the Red River. The site is nestled on the north east facing slopes of the valley with the garden of the property bounded by the retaining wall of a previous farmhouse. The settlement is at the end of a winding lane from Kehelland village, approximately 1.3 miles away. The application site has an average width of approximately 18.5m, and a length of 41m. They have no adjacent properties apart from the opposite side of the lane. The property is bounded on the south by Nancemellin Farm fields, to the east and north by the access lane, and to the west by an access lane to Nancemellin Farm and fields. The main farm is situated to the north west of the property. The main house sits alongside various outbuildings, including a small slaughterhouse in close proximity to the house. The ground floor to the main house is comprised of a kitchen, dining room and lounge with entrance porch, garage, utility and WC in a single storey volume. There are 4 bedrooms upstairs with a family bathroom. There is a walled garden to the south west with steps next to the slaughterhouse leading to the higher field. The property is served by its own gated yard with outbuildings enclosing the area. The house itself is masonry construction with cement roof tiles and single glazed wooden windows. The main farmhouse will be retained with the majority of proposed extension above the existing single storey garage and utility room. The submitted design proposes to build over the existing garage and utility room extend upwards to create space for a master bedroom and ensuite bathroom. The ridge height remains lower than the farmhouse to maintain its subservience as an extension and to create clarity between old and new. The same language in construction continues with the bedroom and ensuite extension to the North West. Existing Dwelling Proposed Extension to Dwelling The main entrance to the house will be through a single storey glazed link which connects the slaughterhouse to the main farmhouse. There is covered undercroft space below the master bedroom extension and access to an outdoor store. The internal spaces of the farmhouse remain largely the same with aspects of remodelling including adding bi-fold doors from the dining room into the garden and creating structural openings in the north west gable wall into the extension of the dining room and snug room. The first floor will have the new master bedroom, dressing room and ensuite bathroom, as well as extensions to bedrooms 03 & 04 with space for desks and individual ensuite bathrooms. The slaughterhouse will be renovated to house a home office on the ground floor with access to a mezzanine level above for storage. It will be insulated and rendered internally whilst maintaining the character and integrity of the external look and construction. Windows will be dark coated aluminium with a colour accent on the Juliet balcony to the master bedroom. Stone to match the existing slaughterhouse, will make up a ground floor plinth for the extension to sit on. The ground floor of the north west extension will be faced in stone as this is a partial retaining wall of the lane to Nancemellin Farm. The roof covering will be a coated corrugated metal sheet, again, to match the agricultural nature of the surroundings. The glazed link will also have the charred timber cladding and will have a sedum flat roof above, joining the slaughterhouse and the farmhouse. The existing farmhouse will be re-roofed in slate to replace cement tiles and will have coated aluminium windows to match the proposed extensions. The form of the proposed extensions has drawn inspiration from agricultural buildings with wood cladding, corrugated metal and asymmetrical roofs. The design makes a clear distinction between existing and proposed, whilst not dominating the existing farmhouse. The design is respectful of neighbouring properties with most views facing the farmyard or the walled garden. Accessibility The proposal will have level wheelchair access at ground level with a WC and cloakroom located on the primary entrance level in accordance with Approved Document M. The internal staircase will meet the requirements of Approved Document K. Summary It is our view that the proposed development adheres to the Cornwall Council local plan and that the dwelling extension will help to enhance this area of Kehelland. The proposal is an appropriately sized extension to the existing Farmhouse, using natural local materials to greatly enhance this family home. We trust Cornwall Council is able to support this application and we look forward to your considered decision.
