CONFIDENTIAL POSITION SPECIFICATION Position Chief Scientific Officer (CSO) Organization National Pharmaceutical Council (NPC) Location Washington, DC Reporting Relationship The Chief Scientific Officer will report directly to the President and CEO, John M. O'Brien, PharmD, MPH Website https://www.npcnow.org/ ORGANIZATION BACKGROUND Founded in 1953 and supported by the nation’s leading research-based biopharmaceutical companies, NPC focuses on research development, information dissemination, education, and communication of the critical issues of evidence and value of innovative biopharmaceuticals for patient health. The issues NPC selects for examination, and the researchers and academic institutions it partners with, position NPC as a uniquely credible and trusted voice in the biopharmaceutical research and health policy communities. It has gained a reputation for scientific credibility based upon its peer-reviewed research performed in collaboration with academic institutions such as Harvard, Massachusetts Institute of Technology, University of Washington, and University of Michigan; policy research groups such as RTI International and the Margolis Center for Health Policy; and patient groups such as the National Health Council. Further, NPC engages in the following. ▪ Publishes 10-15 peer reviewed publications annually in journals such as Health Affairs, American Journal of Managed Care, Value in Health, and the Journal of Managed Care and Specialty Pharmacy. ▪ Provides thought leadership with its extensive set of speaking engagements and national and regional meetings, routine blogs on its website and those of its key partners, and active involvement in groups such as the Academy of Managed Care Pharmacy, MIT’s Focus Initiative, Health Affairs, the Institute for Clinical and Economic Review, AcademyHealth, and the International Society for Pharmacoeconomics and Outcomes Research (ISPOR). NPC’s Board of Directors includes representatives from each member company. The annual dues paid by its members comprise NPC’s core budget, which funds research-based projects, ongoing educational activities, and the organization’s day-to-day operations. NPC does not engage in lobbying activities. KEY RESPONSIBILITIES Research is at the foundation of NPC’s work and mission. In partnership with the President & CEO and Board of Directors, the CSO serves as a leader in developing and executing NPC’s strategic plan and portfolio of conceptual, health policy, and health outcomes projects. Leveraging their deep knowledge and understanding of the evolving health care environment and trends impacting NPC’s biopharmaceutical members, the CSO is responsible for defining and leading NPC’s research National Pharmaceutical Council | Chief Scientific Officer Page 2 of 4 projects and funding. Conveying the results and implications of NPC’s research to public and private policy makers is a critical element of the organization’s success and an important part of the role. Specific responsibilities will include but are not limited to the following. Research Portfolio Development and Organizational Leadership: ▪ Developing NPC’s strategic plan in conjunction with the Board of Directors, President & CEO, Chief Operating Officer, and Executive Management. Providing regular progress reports toward achievement of goals and objectives. ▪ Translating the strategic plan objectives into a series of research portfolios. ▪ Ensuring the scientific integrity of NPC’s research. ▪ Collaborating with the Board-Level Research Committee and its Chair to obtain direction and funding of research. Building trusting and transparent relationships with these key leaders. ▪ Mentoring and supervising NPC’s internal research staff in managing the research portfolio. ▪ Collaborating with other Executive Staff in managing cross-functional organizational issues and promoting alignment. ▪ Developing and managing the annual research budget. Partnership, Relationship Development, and Member Engagement: ▪ Cultivating partnerships with external researchers, third party stakeholders, public and private health policy experts, and member pharmaceutical companies. ▪ Engaging in the health policy dialogue, reflecting NPC’s research, member perspectives, and priorities. ▪ Convening and overseeing the Research Work Group among members to identify and prioritize project opportunities. ▪ Partnering with the President & CEO, Chief Operating Officer, and Executive Management in developing, engaging, and retaining members. Strategic Communications: ▪ Amplifying the voice of NPC by serving as a top spokesperson, communicating research and key messages to external audiences, including public speaking in relevant scientific and health policy settings. ▪ Conducting regular briefings with members and their senior staff to communicate NPC’s research priorities and outcomes. PROFESSIONAL EXPERIENCE/QUALIFICATIONS The ideal candidate is an executive-level leader with the professional experience and competencies to advance the NPC’s strategic priorities and research agenda. They will have held a leadership position with an organization of similar complexity and possess strong executive gravitas, credibility, and integrity, essential for garnering the trust of members, key stakeholders, and the broader health care community. Specific experience and qualifications will include the following: National Pharmaceutical Council | Chief Scientific Officer Page 3 of 4 ▪ At least 10 years of experience in health policy or a related field and with demonstrated expertise in health outcomes, health services or health care policy research. Possesses deep knowledge of research methods. ▪ An understanding of the evolving health care environment (reimbursement, delivery systems, health analytics, public and private payer policies), stresses on the health care system, and an understanding of the pharmaceutical industry. ▪ Demonstrated track record of peer-reviewed publications. ▪ Demonstrated ability to set and meet strategic goals, with an ability to execute mission-critical activities with drive and energy. ▪ Strong project management skills, including ability to concurrently manage multiple work streams. ▪ Superior written and oral communication skills to effectively translate NPC’s work to technical and non-technical audiences. Ability to translate complex methodological details for broader audiences. ▪ Strong relationship building and interpersonal skills. ▪ Demonstrated ability to effectively manage a scientific staff toward achievement of research priorities. Proven ability to foster collaborative teams, with an inclusive leadership style. An ability to motivate, engage, and inspire staff, and an ability to effectively lead change. ▪ Collaborative and adaptable, with the agility to lead in a dynamic environment. ▪ Open and receptive to others, with outstanding listening skills. ▪ Ability to make complex decisions, with the courage to take action before all facts are known. EDUCATION A doctoral degree or the equivalent is required in a relevant field such as medicine, pharmacy, health policy, economics, epidemiology, or health services research.
