High quality papers reporting on novel and practical solutions to physical layer and cross-layer design in wireless communication systems, field tests and measurements, and applications are encouraged. From July 2006 to March 2008, she was a postdoctoral fellow at Computer Science Department, Tsinghua University, Beijing, China. She worked for the Wireless Communications Department, China Mobile Research Institute from April 2008 to August 2011. She has been an Associate Professor with the State Key Laboratory of Rail Traffic Control and Safety, Beijing Jiaotong University, since Sept. 2011. Her current research interests include performance evaluation, quality-of-service and radio resource management in wireless communication networks. She has published more than 50 contributions to books, journals, conferences, and standardization organizations, and she is author of 14 patents and patent applications. She has served as the WWRF WG3 vice-chair from 2009 to 2011. She was also a leading member of the organizing team of 23rd WWRF conference. She is currently an editor for Transactions on Emerging Telecommunications Technologies. Chan-Byoung Chae Chan-Byoung Chae is an Assistant Professor in the School of Integrated Technology, College of Engineering, Yonsei University, Korea. He was a Member of Technical Staff (Research Scientist) at Bell Laboratories, Alcatel-Lucent, Murray Hill, NJ, USA from 2009 to 2011. Before joining Bell Laboratories, he was with the School of Engineering and Applied Sciences at Harvard University, Cambridge, MA, USA as a Post-Doctoral Research Fellow. He received the Ph.D. degree in Electrical and Computer Engineering from The University of Texas (UT), Austin, TX, USA in 2008, where he was a member of the Wireless Networking and Communications Group (WNCG). Prior to joining UT, he was a Research Engineer at the Telecommunications R&D Center, Samsung Electronics, Suwon, Korea, from 2001 to 2005. He was a Visiting Scholar at the WING Lab, Aalborg University, Denmark in 2004 and at University of Minnesota, MN, USA in August 2007. While having worked at Samsung, he participated in the IEEE 802.16e standardization, where he made several contributions and filed a number of related patents from 2004 to 2005. His current research interests include capacity analysis and interference management in energy-efficient wireless mobile networks and nano (molecular) communications. He serves as an Editor for the IEEE TRANS. ON WIRELESS COMMUNICATIONS, IEEE TRANS. ON SMART GRID, and IEEE/KICS JOUR. COMM. NET. He is also an Area Editor for the IEEE JOUR. SELECTED AREAS IN COMMUNICATIONS (nano scale and molecular networking). He is an IEEE Senior Member. Dr. Chae is the recipient/co-recipient of the IEEE Sig. Proc. Mag. Best Paper Award in 2013, IEEE AP ComSoc Outstanding Young Researcher Award in 2012, the IEEE Dan. E. Noble Fellowship in 2008, the Gold Prize (1st) in the 14th/19th Humantech Thesis Contest, and the KSEA-KUSCO scholarship in 2007. He also received the Korea Government Fellowship (KOSEF) during his Ph. D. studies. Zaichen Zhang Zaichen Zhang (M’02) received BS and MS degrees in Electrical and Information Engineering from Southeast University, Nanjing, China in 1996 and 1999, respectively, and PhD degree in Electrical and Electronic Engineering from The University of Hong Kong, Hong Kong, China in 2002. From 2002 to 2004, he was a Postdoctoral Fellow at the National Mobile Communications Research Lab., Southeast University, China. He is currently a Professor at the National Mobile Communications Research Lab., Southeast University, China. He has published over 100 papers and issued 20 patents. His current research interests include 5G wireless systems and visible light communication technologies. .
