SIMON GRATZ FUND From the collection of the ^ m PreTinger a V EJJibrary San Francisco, California 2008 \<''.^^ "^v^ THE POLICE BLUE BOOK 1939-40 A DIRECTORY OF NATIONAL, STATE AND PROVINCIAL, COUNTY AND MUNICIPAL POLICE AND OTHER CRIM- INAL JUSTICE AGENCIES AND THEIR EXECUTIVE PER- SONNEL IN THE UNITED STATES, CANADA, AND PRINCIPAL FOREIGN COUNTRIES INTERNATIONAL ASSOCIATIOt<[ OF CHIEFS OF POLICE Copyright, 1939 INTERNATIONAL ASSOCIATION or CHIEFS OF POLICE Published with the Assistance of Public AdmirAstration Service PRINTED IN THE UNITED STATES OF AMERICA FOREWORD AW enforcement executives have long expressed the need for a L reference book giving the names and titles of law enforcement officials of other jurisdictions, with whom they need to communicate in the conduct of their business. During recent years, as crime has taken on complex, interstate characteristics, coordination of police and other law enforcement efTorts has become imperative. The exchange of information and the maintenance of communication with other agencies are im- portant features of the daily operation of any law enforcement agency—city, county, state, provincial, or national. As a result of the suggestion that the International Association of Chiefs of Police compile and publish an authoritative directory of law enforcement agencies and officials, the members were canvassed 7'- to determine their wishes in the matter. Response was virtually / unanimous that the Association should publish such a directory and G^ that their respective departments would purchase and use copies to in their daily work. This Blue Book is the result. r«0 Great pains have been taken to obtain accuracy. Thousands of letters and questionnaires have been sent out. It is obvious, how- ^ ever, that with changes made almost every day in the status of police officials, a few inaccuracies will be found. Moreover, it has been impossible to secure data from a few jurisdictions. --' The International Association of Chiefs of Police plans to keep ^ the directory up to date, and will be glad to receive information ~~ concerning changes of status that should be made. The Police '^ Chiefs' News Letter will carry notices of new appointments of police psl executives, so that individual police departments can make correc- tions monthly in their copies of the Blue Book. When the changes have reached sufficient volume, the preparation of a new edition of the directory will be given consideration. William P.
