Cleveland–Waterloo Line Conversion of the 49-Kv System in Estrie

Reconstruction of the 120-kV Cleveland–Waterloo Line Conversion of the 49-kV System in Estrie GENERAL INFORMATION • SPRING – SUMMER 2018 Due to the growth in demand and in order to meet future needs in the Estrie region, Hydro-Québec must increase its system capacity. The Cleveland–Waterloo line will be rebuilt for this purpose. This project is part of the plan to convert Estrie’s 49-kV system, which began with the 2016 commissioning of the new 120/25-kV Adamsville substation in Bromont. The next step in the system conversion has two components: • Construction of a 120/25-kV substation and supply line in the MRCs of Val-Saint-François and Memphrémagog (Bonsecours substation) • Reconstruction of the Cleveland–Waterloo line This bulletin deals only with the second component. The project will involve rebuilding the 120-kV line connecting Cleveland substation with the tap line to Waterloo substation. The double-circuit line will be approximately 12 km long. Related work will also be necessary at Cleveland and Waterloo substations. Study area The study area covers 6 km2 within two municipalities in La Haute-Yamaska regional county municipality (MRC), Granby and Shefford, and one municipality in the Brome-Missisquoi MRC, Bromont. The line runs between Cleveland substation in Granby, near exit 74 off highway 10, and the tap to Waterloo substation. The study area was selected to encompass all the elements from the biophysical environment, human environment and landscape that are likely to be affected by the project. Technical and environmental studies In the coming months, Hydro-Québec will conduct technical studies and detailed environmental inventories to identify the project’s characteristics and obtain an in-depth understanding of the host environment. Once these studies are completed, the project team will be able to develop the route variants that will be presented to the public. These routes will be subject to comparative analyses based on environmental, technical and economic criteria. From the beginning, and at every step of these studies, Hydro-Québec will take the community’s concerns into account to determine the line route with the least impact. 243 72°40' 72°35' Nord 72°30' Project component Study area Gaucher 112 1383-1384 SubstationYamaska and power transmission lines 1187 LA HAUTE-YAMASKA # 120 kV 1169 Ruisseau (MRC) Waterloo, V Cleveland substation Rivière Shefford, CT Boundaries Granby, V # Ruisseau Noir Regional county municipality (MRC) Ruisseau Guay Beaudry Municipality Ru Area around highway 10 exit 78 241 Waterloo #substation 10 Shefford, CT Ru Desroches Lac Waterloo Line to be rebuilt Taylor 45°20' Ruisseau 1546-1547 1390 1192-1390 45°20' Bisaillon 1169-1384 BROME-MISSISQUOI 1192 (MRC) Yamaska Ruisseau Rivière Yamaska Rivière 243 Dozois Bromont, V 241 10 Ruisseau 0 0.5 1 km Ruisseau Chevalier Boulay # MTM, zone 8, NAD83 (SCRS) Latulipe Adamsville substation File: 7576_bu_slq_002_180719a.mxd Ruisseau Ruisseau 72°40' 72°35' 72°30' Document for information purposes only. As a result, the company will implement a public participation and consultation process to ensure that project studies are carried out in collaboration with the host communities. The company will thus be able to take into account the concerns and expectations expressed by the public and by key stakeholders so as to adapt the project as best possible to local realities.
