Any employment, office, trade or vocation carried on for profit or gain Sponsorship by a 3rd party of your member or election expenses Any contract for goods, services or works between the Council and you, a firm where you are a partner/director, or company in which you hold shares Interests in land in Worcestershire (including licence to occupy for a month or longer) Shares etc (with either a total nominal value above £25,000 or 1% of the total issued share capital) in companies with a place of business or land in Worcestershire. NB Your DPIs include the interests of your spouse/partner as well as you WHAT MUST I DO WITH A DPI? Register it within 28 days and Declare it where you have a DPI in a matter at a particular meeting - you must not participate and you must withdraw. NB It is a criminal offence to participate in matters in which you have a DPI WHAT ABOUT 'OTHER DISCLOSABLE INTERESTS'? No need to register them but You must declare them at a particular meeting where: You/your family/person or body with whom you are associated have a pecuniary interest in or close connection with the matter under discussion. WHAT ABOUT MEMBERSHIP OF ANOTHER AUTHORITY OR PUBLIC BODY? You will not normally even need to declare this as an interest. The only exception is where the conflict of interest is so significant it is seen as likely to prejudice your judgement of the public interest. DO I HAVE TO WITHDRAW IF I HAVE A DISCLOSABLE INTEREST WHICH ISN'T A DPI? Not normally. You must withdraw only if it: affects your pecuniary interests OR relates to a planning or regulatory matter AND it is seen as likely to prejudice your judgement of the public interest. DON'T FORGET If you have a disclosable interest at a meeting you must disclose both its existence and nature – 'as noted/recorded' is insufficient Declarations must relate to specific business on the agenda - General scattergun declarations are not needed and achieve little Breaches of most of the DPI provisions are now criminal offences which may be referred to the police which can on conviction by a court lead to fines up to £5,000 and disqualification up to 5 years Formal dispensation in respect of interests can be sought in appropriate cases. Worcestershire County Council as the Lead Local Flood Authority has a statutory duty to produce the Local Flood Risk Management Strategy which sets out our approach to the management of surface water, ground water and ordinary water courses, all of which are the responsibility of the LLFA. 2. Main rivers and sewer flood are the responsibility of respectively the Environment Agency and Severn Trent Water Limited. Close working partnerships have been established with both of these organisations and a joint approach developed where ever possible. 3. The Local Flood Risk Management Strategy has been subject to public consultation from 7 December 2015 - 29 February 2016. 4. An earlier targeted consultation on the Strategy took place during summer 2015, with partners and statutory agencies and the Strategy was revised accordingly. 5. A total of 26 responses were received in the public consultation including Parish and Town Councils, residents, statutory consultees and businesses promoting flood risk management products. The majority of responses were from Worcestershire residents. 6. All of the comments were supportive of the plan in principle, although comments were received on specific paragraphs. The specific issues raised: a. A number of consultees commented on matters which are the responsibility of Environment Agency, including dredging, main rivers and management of their catchments. These are outside of the scope of the Strategy, which is concerned with LLFA responsibilities only. b. Sustainable Drainage Systems (SuDS); supportive comments from a number of local residents on the need for SuDS and the importance of SuDS in new development as a method of managing surface water. Comments were received about the impact of SuDS further downstream in altering river levels was also raised as having the potential for detrimental impacts if not designed properly. c. The greatest number of comments received related to land management and upstream or natural catchment management, with responses varying from strong support to mild concern and the need for caution. Given the media interest in this topic, particularly since events this winter, this is not surprising. The Strategy refers to upstream catchment management and land management as one of the suite of tools which can be used to manage flood risk both on a local scale and potentially on some of the larger catchments. However, this is a very complex issue and in the main river catchments will be outside of the responsibilities of Worcestershire County Council. d. A number of local flooding issues were raised in the comments. Where these are too smaller scale for the Strategy and its action plan, they will be passed to the Local Flood Risk Management team, for further investigation and where appropriate added to the list of schemes to be addressed in the future. Some are already on this list. e. A few inconsistencies with respect to definitions, use of language etc were identified through the consultation. These will be addressed in the final Strategy. 7. The attached table includes the detail of all of the consultation responses and a note on our proposed action, including where it is proposed to make changes to the Strategy where appropriate. 8. This work will commence immediately, to enable the final Strategy to be published by summer 2016. Page 1 This page is intentionally left blank Consultee Name / Comments Response organisation On behalf of Charlton Parish Council I would like to make the following comments on the strategy paper, Charlton Parish Council I will admit that I have not read every single word so apologise if these points are already covered in the document. In making these I am aware that we are a village where there has been a history of flooding and where those residents who are likely to be impacted continue to be extremely worried. In our particular circumstances the river, the Merry Brook, is designated as a main river through the Village to its outlet into the river Avon. Above the village it is designated as an ordinary watercourse. Noted. Chapter 7 Charlton Parish Council SUDs – to help minimise flood risk. When new developments are being started it should be policy that Flood Risk the Suds scheme, and particularly the attenuation ponds or equivalent, is put in place prior to top soil Management being removed on the site to be developed. This will avoid increasing flood risk whilst the development considers SuDs in is progressing. details. No further amends required. Page 3 Charlton Parish Council Where flooding occurs on a river such as ours we need a whole river strategy for reducing flood risk. For Noted. WCC are us in my view this would be driven by the Environment Agency as they are responsible for the river currently working where the flooding to the majority of properties occurs. We need to get away from the situation where with a range of one party says the other is responsible because they only deal with that part of the river. All parties partners including would need to buy into this whole river strategy including WCC Highways. Environment Agency and Severn Trent to develop whole catchment management approaches. Chapters 7 and 9 consider this. No further action required. Charlton Parish Council Rapid Response Catchments – I cannot see any mention of these in the document. They are defined as: Noted. The document does not currently refer to Rapid Response Catchments, or any particular approach to them.
