MINUTES BUSINESS MEETING CINNAMINSON BOARD OF EDUCATION OCTOBER 20, 2009 1. The meeting was called to order at 7:30 p.m. in Room 120 of the Middle School. Mr. Shea explained that there had been an earlier special meeting tonight to present the annual vandalism and violence report. 2. A Moment of Silence was observed. 3. A salute to the flag was given. 4. Roll Call showed the following members in attendance: Mr. Harry Shea - President Mrs. Jean M. Cohen - Vice President Mrs. Pam Crepps Mrs. Linda DiMassimo Dr. James A. Herschel Mrs. Linda Lamb Mr. James J. McGuckin, Jr. Mrs. Jacqueline Plunkett Mrs. Dolores Woodington Also present were Dr. Salvatore J. Illuzzi, Superintendent, Mrs. Terry Luxenberg, Assistant Superintendent, Mr. Thomas W. Egan, Jr., Board Secretary/Business Administrator and the High School Student Representative, Kevin Lynch. 5. Public Announcement by President: Statement is hereby made that adequate notice of this meeting was given by submission of said notice to the Burlington County Times and the Cinnaminson Township Clerk on May 8, 2009 and October 2, 2009. 6. A motion was made by Mrs. Cohen, seconded by Dr. Herschel, roll call vote 9 ayes, 0 nays in favor, except item 6.7, vendor #’s 8678, 5636, and any vendors who provide services and supplies which could be provided by the student’s own insurance as the primary insurance and then submitted to the district with an explanation of benefits, 8 ayes, 1 nay (Lamb) and vendor #5434, 8 ayes, 0 nays, 1 abstention (Cohen) in favor to approve the following routine business of the Business Administrator: 6.1 Secretary's Report for August: Appendix A Board of Education’s Monthly Certification Budgetary Major Account/Fund Status Pursuant to N.J.A.C. 6A:23-2.11(c)3 and 6:23-2.12*, we certify that as of the above date after review of the Secretary's monthly financial report (appropriations section) and upon consultation with the appropriate District officials, to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11(c)3 and 6:23-2.12* and that sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year. *Citations are subject to change due to periodic amendments, new rules and repeals. 6.2 Treasurer's Report for October, which is in agreement with the Secretary's Report: Appendix B 6.3 Monthly Budget/Receipts/Transfer Reports for August: Appendix C Board Secretary’s Monthly Certification Budgetary Line Item Status Pursuant to N.J.S.A. 6A:23-2.11(c)3 and 6:23-2.12*, I certify that no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the District Board of Education pursuant to N.J.S.A. 18A:22-8 and 18A:22-8-1. *Citations are subject to change due to periodic amendments, new rules and repeals. 6.4 Monthly Transfer Report for the period ending October 14, 2009: Appendix D 6.5 Monthly HS Activities Reconciliation Report: None 6.6 Monthly Food Service Management Cost Performance Statement: None 6.7 Certified Bill List for October: Appendix E 6.8 Approval of Minutes for: September 15, 2009 Mr. Egan said he had received a call from Mrs. Lamb who had several questions regarding items on the bill list. He said that many of her questions were special education related and he had responded to all of her questions and concerns. 7. A motion was made by Mrs. Plunkett, seconded by Mr. McGuckin, roll call vote 9 ayes, 0 nays in favor to approve the following routine business of the Superintendent: 7.1 Enrollment Reports for September: Appendix F 7.2 Health Reports for September: Appendix G 7.3 Fire Alarm Report for September: Appendix H 7.4 Crisis Drill Reports for September: Appendix I 7.5 Superintendent’s Monthly Report for October: Appendix J Dr. Illuzzi began his report by welcoming the members of the community in attendance this evening. He commented that prior to this meeting the Board had held a special meeting to report the results of the vandalism and violence report for the 2008-2009 school year. The results were compared to 2007-2008 and he said he was pleased to report that incidents had declined across the board. He was very pleased with the results. Dr. Illuzzi next reported that Kevin Lynch, our high school student representative had been recognized in the South Jersey magazine. He added that he is a star in the making and congratulated him for this achievement. Next, Dr. Illuzzi reported that Middle School students will be running the Township government on October 21st and he thanked the Township Committee for their participation in this yearly Youth in Government Day. Dr. Illuzzi then provided an update on H1N1. He noted that Ed Palmer had briefed the Board at the September meeting and since that time we have conducted a telephone survey regarding schools as clinics. We have been informed that November 18th our schools will serve as a clinic subject to Board approval. This item is on the agenda tonight for approval. He noted that we will continue to keep parents informed, and that over the last two (2) days we have seen an increase in children out sick at the High School and also at the Middle School, but not as high as the High School. We will continue to monitor and look for trends. We have taken this very seriously. Mr. Egan has a Business Plan in place and Mrs. Luxenberg has and Education Plan in place in the event that the schools would need to close. He noted however that the seasonal flu shots which have been provided to Seniors have been cancelled at this time but could be available in December or January. Next, Dr. Illuzzi reported on the Community Ed. programs which once again are very successful with 22 classes being held during the Fall semester. Also, we are again offering Defensive Driving classes in cooperation with the Township Police Department. He thanked Lorraine Zona, who coordinates all of these programs for the district. Dr. Illuzzi also reported that Jean Cohen who is a member of the County Task Force has indicated that at the last meeting on October 5th the focus is on the consolidation of Transportation services and the use of a common calendar. He added that Mr. Egan and Ms. Tomkiewicz had met with Dr. Richens regarding the transportation issue. He also said that at a meeting of the Superintendents they have decided to move ahead with their own calendars. If the movement at the county level to consolidate Transportation continues the Board will then have to take a stand. Next, Dr. Illuzzi reported on the student enrollment in the SAC program. He said this program continues to have a high enrollment even in difficult economic times. Dr. Illuzzi announced that the Cinnaminson Education Foundation has awarded 26 grants totaling $29,918.33 this year bringing the total grant monies since its inception to over $175,000. He extended the district’s sincere appreciation to Carmen Sagninario and the Foundation for their service to our schools. He noted that once again this year we will be attending Home & School meetings to keep them informed of what to expect for the school year. He has already attended the Elementary/Intermediate Association meeting in October and will speak to them again in March to review the proposed budget for he next school year. The next meeting of the Board will be on November 17th. Mrs. DiMassimo asked if the Defensive Driving Classes are only open to Senior Citizens or can anyone sign up? Dr. Illuzzi responded that the classes initially started as a program for senior citizens but has expanded to include anyone from High School age thru Senior Citizens. It is very popular as insurance rates decrease with attendance at this class. Mrs. Plunkett asked how the permission slips will be handled for the H1N1 vaccinations. Can we place the form on the website since students don’t bring the form home? Dr. Illuzzi responded we could do that and also use School Messenger. Mrs. Lamb asked if students could receive shots after school if the parent is present. Dr. Illuzzi responded, “yes”. 8. Report from High School Student Representative – Kevin Lynch reported on Homecoming events taking place at the High School this week. He said the Homecoming Theme this year is Music Genres and the theme days are, Monday, Inanimate Object/Phillies Day, Tuesday, Mismatch Day, Wednesday, Superhero Day, Thursday, Theme Day and Pink Ribbon Day, and Friday, Class Color Day. He announced that the Spirit Day first place winners so far for the week were Monday, Seniors and Tuesday, Juniors. The totals for Spirit Week indicate a tie between Seniors and Juniors. Kevin also reported new games for the pep rally as well as the return of a favorite from last year, Teacher Musical Chairs. Kevin announced the Homecoming Court for this year and indicated that they will be introduced during half-time at the football game. Also, night games on football field and on TV and a Field Hockey night game will be held on October 21st. The Cinnamentors will be sponsoring a Making Strides Against Breast Cancer Walk on Sunday, October 25, 2009. The Sophomore Cotillion will be held on November 18th at Castle Harbor Caterers in Delran. Finally, the Senior Trip count is up to 152 students.
