Motion was approved unanimously. 5 PUBLIC COMMENT: None 6 PRESENTATION: None 7 PUBLIC HEARING: None 8 NEW BUSINESS: a) Introduction and question/answer period of applicants for Economic Advisory Committee *Disclosure by Councilor Cameron Martinez that her husband, Gabe Martinez, is one of the candidates for the Economic Advisory Committee (EAC). Mayor Lenahan noted that tonight will be introductions of all candidates with a question and answer period. A formal decision on the five committee members will be made at the September 17, 2018 City Council Meeting. Page 3 of 189 City Council - REGULAR Session Minutes September 4, 2018 Jacquelyn Hunt phoned in via Polycom. Each applicant spoke briefly about themselves and why they would like to be on the EAC and then answered questions from Council. 9 UNFINISHED BUSINESS: None Scheduled 10 CITY MANAGER REPORT a) City Manager Varner briefly went through the items on his Staff Report. The Nov. 5th Work Session will include the Planning Commission with the Transportation Systems Plan to be the topic. Brief discussion on how the selection of the five Economic Development Committee members will be chosen at the Sept. 17, 2018 City Council meeting, as well as what their tasks will be once the Committee is in place. Council was asked to go back and reread Resolution No. 1999 regarding the EDC and the parameters of it and be ready to select five applicants to become committee members. 11 COUNCIL REPORTS a) Councilor Kindel asked if Council sent a letter to the Post Master General regarding the North Plains Post Office. Mayor Lenahan reported that the letter was not sent because there were positive changes seen at the Post Office including the dead trees cut down and shrubs trimmed around the building. Mayor Lenahan asked someone could take the Sept. 19, 2018 Library Board meeting in her place. Councilor Sheldon said he will attend in her place. Notes .** Gate was down but only for two days. Page 6 of 189 Circulation increased 5.77% when compared to August 2017. Circulation, as predicted, is now starting to level off. In total, 45 children and adults attended Book Babies Storytimes and 134 children and adults attended Storytimes for preschoolers. Lately our gate count has dropped versus the same month in 2017. I suspect this is connected to the OBOB Club going to a less frequent schedule and the re-launch of Book Babies since all other programs are holding steady, or maybe we have just hit a temporary plateau. ANNOUNCEMENTS: NUTS AND BOLTS Following up on discussions about new movie options, we are in the early stages of designing a Bollywood movie night event. This event might also have some live dancing and be advertised in concert with Intel’s news distribution network to create multicultural outreach to some of the new members of the North Plains community. We will be working with Roshni Roy of the Library Board to develop this plan further, and hope to have more concrete details in the near future. If this works we envisage it as the first in a series of such events designed to occur outside of the hot summer months. We are currently pursuing grant opportunities to replace and upgrade the AV equipment at Jessie Mays so as to be able to host more vibrant audio visual experiences with a true movie theater flair. To do this we will be looking at Walmart grants as well as other local commercial partnerships to raise the estimated $4000 to $5000 required. We will share more on this project as it happens, but ideally this will allow the replacement of the screen, a new powerful projector, and maybe even decent chairs. I am happy to report that our summer reading program was the best attended ever this year. In 2017 we had 280 kids enrolled with 149 finishers. For 2018 we had 322 participants with 164 finishers. On the adult side we increased from 50 participants last year to 91 this year.
