Second Schedule EIA for The Proposed Tin Ore Smelting and Refining Plant on Lot PT 64536, PT 64537 and PT 64538 of 12.049 Acres, Jalan Perigi Nanas 6/1, Pulau Indah Industrial Park, Westport, Port Klang, 42920 Pulau Indah, Selangor Darul Ehsan EXECUTIVE SUMMARY 1.0 PROJECT TITLE This Environmental Impact Assessment (EIA) Study is entitled “Second Schedule EIA for The Proposed Tin Ore Smelting and Refining Plant on Lot PT 64536, PT 64537 and PT 64538 of 12.049 Acres, Jalan Perigi Nanas 6/1, Pulau Indah Industrial Park, Westport, Port Klang, 42920 Pulau Indah, Selangor Darul Ehsan” (hereinafter referred to as "The Project"). 2.0 PROJECT BACKGROUND Malaysia Smelting Corporation Berhad (hereinafter referred to as “Project Proponent) intends to operate a new tin ore smelting and refining plant in Pulau Indah Industrial Park. Currently, the Group's smelting facility in Butterworth operates one of the lowest cost smelting plants in the world, converting primary, secondary and often complex tin bearing ores into high purity tin metal for industrial application. The plant has a production capacity of approximately 40,000 tonnes of a refined tin a year which is produced by using reverberatory furnace technology. However, with the rapid development and changes of land use in the surrounding area of current MSC facility in Butterworth, there is a need for MSC to find a suitable new site and set up new facility to relocate the existing operation in Butterworth. In 2016, MSC through its subsidiary M Smelt (C) Sdn. Bhd., acquired three parcels of industrial land, plant and machinery inclusive of a production facility in Pulau Indah, Klang. The property is situated in an attractive location, which is at a mature industrial area with excellent connectivity to Westport and London Metal Exchange warehouses. ES-1 Second Schedule EIA for The Proposed Tin Ore Smelting and Refining Plant on Lot PT 64536, PT 64537 and PT 64538 of 12.049 Acres, Jalan Perigi Nanas 6/1, Pulau Indah Industrial Park, Westport, Port Klang, 42920 Pulau Indah, Selangor Darul Ehsan EXECUTIVE SUMMARY The Project is subjected to Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015 under following activities: First Schedule 8. Mining (a) Ore processing outside mineral treatment area including concentrating of aluminium, copper, gold, iron, tantalum or rare earth metal. Second Schedule 6. Industry (a) Non-ferrous (ii) Primary smelting other non-ferrous (producing 50 tonnes product or more per day) 17. Radioactive Materials and Radioactive Waste Any activity specified in this Schedule and the First Schedule using radioactive materials and generating radioactive wastes. In compliance with the stipulated Act 127 and EIA Order 2015, an EIA report is required under Section 34A (2) of Environmental Quality Act 1974 and to be submitted and presented to the Department of Environment (DOE) Putrajaya for review and approval prior to the Project implementation. This EIA process is based on the Environment Impact Assessment Guidelines in Malaysia 2016 published by the Department of Environment (DOE). This Guidelines provide clear guidance and procedures to the appointed EIA and Project Proponent to complete the EIA study. It is situated in a dedicated industrial park i.e. Pulau Indah Industrial Park where the infrastructures have been developed prior to occupancy of each industrial lot. Land Use The land use within 5-km radius from the Project site are generally dominated with human activities, i.e. industrial area, residential/ settlement area, community facilities and institutional areas. Human residential/ settlement area within the zone of impact consists of five (5) traditional villages and eight (8) modern residential. Geology Based on Geological Map of Malaysia, 2008 the Project site is consistent with a coastal plain and consists of unconsolidated deposits of quaternary alluvium; overlain by clay, silt, sand, peat with minor gravel. Soil Based on Soil Reconnaissance Map of Malaysia 2002, the Project site is identified and mapped as alluvial soil on coastal plains named as Keranji Series. Findings from Soil and Groundwater Baseline Study Report 2016 concluded that the Project site consists of sand and silty sand which was found from near surface to depth of approximately 2.0 m to 3.5 m underlain by organic clay with traces of decomposed vegetation. Hydrology and All the surface runoff from project site flows into receiving monsoon drain Drainage System from the plant site and will be released into main drain nearby Project site. The water from the main drain nearby project site flows to tributary of Sungai Perigi Nanas and finally discharges to Selat Klang at distance of approximately 0.8 km. There is no water intake point at downstream of the proposed site. Meteorology The meteorological data is obtained from the nearest meteorological station to the Project site - Station Subang Airport, Selangor i.e. surface wind, rainfall and rain days, temperature and relative humidity (records from 2008 - 2018). Water Quality Baseline water quality sampling were conducted at eight (8) selected sampling locations (W1 to W8). The results were compared to the Class III of National Water Quality Standard (NWQS) for Stations W1 to W7 and Class E of Marine Water Quality Standard and Criteria (MWQSC) for Station W8. Most of the parameters tested for Stations W1 to W7 specifically for parameters DO, BOD, COD, Ammonia and Faecal coliform. Manganese was detected beyond Class III limit at all stations sampled. Similarly, result of Iron was also exceeding the Class III limit at stations W1, W2, W5 and W6.
