SANJAY JAISWAL: SHRI GAJANAN KIRTIKAR: SHRI ASHOK SHANKARRAO CHAVAN: SHRI RAM CHARITRA NISHAD: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government is aware of a possible threat arising out of the newly created wing of Al-Qaeda which aims to convert the Indian subcontinent into an Islamic State; (b) if so, the details thereof and thereaction of the Government thereto; (c) whether there are any inputs to suggest hijacking of aircrafts, terrorist attacks on schools, temples, ports and cities in the country; and (d) if so, the details thereof and the steps taken by the Government to thwart such attacks in the country particularly on schools? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY) (a) & (b): Yes, Madam. A video was uploaded on 3.9.2014 on internet, in which Al-Qaeda leader Ayman Al-Zawahiri announced ......2/- -: 2 :- L.S.U.S.Q. NO. 149 FOR 24.02.2015 the establishment of a new wing of Al-Qaeda, namely, Al-Qaeda in Indian subcontinent (AQIS). The stated aim of this organization is to establish shariah law and raise the flag of jihad across the Indian subcontinent. It is learnt that Asim Umar and Usama Mehmood have been appointed as the ‘Amir’ and ‘Spokesperson’ respectively of AQIS. In one of his statements, Asim Umar categorized people of Indian subcontinent specifically Myanmar, Bangladesh, Assam, Gujarat and Kashmir as ‘oppressed’ and assured he would leave no stone unturned to liberate them from tyranny, rages and agony of the oppressor. (c) to (d): As per available intelligence inputs with the Government, there are attempts by different terrorist and extremist groups to cause violence in certain parts of the country, which are suitably responded to by our Law Enforcement Agencies. However, there is no specific input with the Central Intelligence Agencies to suggest hijacking of aircraft, terrorist attacks on schools, temples, ports and cities in the country. There is a very close and effective coordination amongst intelligence agencies at the Centre and the State levels on intelligence sharing. The Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. Also, the Government continues to take all necessary steps to safeguard India’s territorial integrity and safety/security of its people. Recently, Government issued a Standard Operating Procedure for dealing with any terrorist attacks on schools to all State Governments and UTs. ***** .
