[all provisions in this appendix are: rcp/dp] Heritage values The sSchedule of Significant hHistoric hHeritage pPlaces identifies historic heritage places in Auckland which have significant historic heritage value. The heritage value evaluation criteria against which historic heritage places are evaluated are set out in the RPS - Historic Heritage. They are The evaluation criteria that are relevant to each scheduled historic heritage place are identified in the schedule using the following letters: A: historical B: social C: Mana Whenua D: knowledge E: technology F: physical attributes G: aesthetic H: context. The values that are evident within scheduled historic heritage places (at the time of scheduling) are identified in the column headed ‘Known heritage values’ in the schedule. Applicability of rules Rules controlling the subdivision, use, and development of land and water within scheduled historic heritage places are set out in the Historic Heritage overlay rules. - Historic Heritage. The rules in the historic heritage overlay activity tables apply to all scheduled historic heritage places. They apply to all land and water within the extent of the scheduled historic heritage place, including the public realm, land covered by water and any body of water. Where the ‘extent of place’ entry for a scheduled historic heritage place is annotated with a # symbol in the schedule, no geographic extent of place has been delineated. (5716-530) Additional management controls – archaeological sites or features Additional controls apply to scheduled historic heritage places with archaeological values. These places are identified in the schedule in the column headed ‘Additional Controls for Archaeological Sites or Features’. The additional controls are set out in the Historic Heritage overlay rules. - Historic Heritage. Other plan provisions Scheduled historic heritage places may also include sites or places of significance to Mana Whenua, notable trees, geological features or significant ecological areas and may therefore be subject to other provisions in the Unitary Plan. Places identified as being of Māori interest or significance are additionally subject to the objectives and policies in the overlays - Mana Whenua section. Heritage orders Historic heritage places that are subject to Heritage Orders are identified in appendix 8. New Zealand Historic Places Trust (NZHPT) Heritage New Zealand Pouhere Taonga (Heritage NZ) Page 2 of 3 2 The NZHPT Heritage NZ maintains the New Zealand Heritage List/Rārangi Kōrero, which is a register of historic places, historic areas and wahi tapu areas. Heritage NZ is also required to establish and maintain the list of National Historic Landmarks/Ngā Manawhenua o Aotearoa me ōna Kōrero Tūturu. Some scheduled historic heritage places identified in this schedule the Unitary Plan may also be registered by the NZHPT Heritage NZ. Some places may be registered by the NZHPT Heritage NZ, but may not be identified in this schedule. The NZHPT Heritage NZ should be contacted prior to starting work or making an application for resource consent under the provisions of the Unitary Plan that affect a scheduled historic heritage place to confirm whether the place is included on the NZHPT Heritage NZ register. The provisions of the Historic Places Act 1993 (HPA) Heritage New Zealand Pouhere Taonga Act 2014 (HNZPTA) require any person seeking to damage, modify or destroy or modify any archaeological site meeting the criteria set out in that Act as defined in the HPA to obtain an ‘authority to modify’ from the NZHPT Heritage NZ. If works are proposed to a scheduled historic heritage place, and that place meets the definition of an ‘archaeological site’ in the HPA HNZPTA, the works will be subject to the provisions of the Unitary Plan as well as the requirements of the HPA HNZPTA. Some places may fall under the definition of an ‘archaeological site’ under the HPA HNZPTA, but will not be included in this schedule. It is recommended that advice be sought from the NZHPT Heritage NZ to confirm whether an authority to modify an archaeological site is required for a particular proposal.
