We would appreciate being notified of any errors that are discovered. </p><p>2</p><p>Foreword </p><p>Foreword </p><p>The Australian Racing Board is pleased to introduce the third edition of The Australian Racing Fact Book, our annual reference guide to the Australian thoroughbred racing industry. </p><p>In a few years we will celebrate the bicentenary of racing in Australia. In the almost 200 years since its beginnings, a three day meeting held in Hyde Park in 1810, Australian racing has become not only one of this nation's best loved sports but also a major component of the economy. By 2001 thoroughbred racing has grown to become an industry that generates a gross economic impact of $7.74 billion, and provides work, directly and indirectly, for 249,000 people. </p><p>When you bear this in mind it is only to be expected that there is keen interest, from both within the industry and more generally, in records relating to the health and performance of the Australian thoroughbred racing industry. </p><p>Our intention in producing the Fact Book is to meet this demand by assembling a range of useful facts and figures as a handy guide to any person seeking information on major aspects of the industry. There are, of course, a number of existing sources of racing material. The Fact Book is in no way intended to replace them; instead its intended role is to draw together under one cover key racing data from a range of sources. </p><p>Compiling the Fact Book has involved cooperation from a number of individuals and organisations. The executive functions of the Board are discharged and managed by its Executive Officer. </p><p>The <strong>f</strong>unctions o<strong>o</strong>f <strong>t</strong>he <strong>A</strong>ustralian <strong>R</strong>acing <strong>B</strong>oard a<strong>a</strong>re <strong>t</strong>hreefold: </p><p>(i) to&nbsp;act as the peak national administration body for the Australian Thoroughbred Racing Industry; (ii) to&nbsp;initiate, develop and implement policies conducive to the enhancement and well-being of the Australian <br>Thoroughbred Racing Industry; and </p><p>(iii) to&nbsp;make and amend the Australian Rules of Racing so as to provide throughout Australia uniform practices, conditions and integrity standards for thoroughbred racing. </p><p>National <strong>A</strong>dministration </p><p>In matters of national administration the Australian Racing Board is assisted by the advice and recommendations of advisory groups that have been established in each of the following areas: </p><p>· <strong>S</strong>tewards </p><p>The Stewards play a key role in industry administration. They have a hands-on responsibility for maintaining fair racing and for supervising and enforcing the industry's probity and integrity standards. They are also involved in maintaining and improving equine welfare and the welfare and safety of industry participants. This group is instrumental in assisting in the formulating of racing policy, especially in relation to proposals for the alteration of the Australian Rules of Racing. </p><p>· <strong>E</strong>quine <strong>I</strong>ntegrity <strong>&amp; W</strong>elfare </p><p>This group assists the ARB to ensure that only fit and drug-free horses compete in races on which betting is conducted. This includes framing the industry's regime for the control of drugs, determining which substances are prohibited, setting threshold levels and approving analytical laboratories. The group also advises on equine welfare issues, which are of paramount importance in the Australian thoroughbred racing industry. </p><p>· <strong>R</strong>acing </p><p>The racing managers advisory group provides a vehicle for advice to the ARB on matters relating to the preparation and staging of races, including handicapping, classification of races, and the national co-ordination of feature race meetings. </p><p>· <strong>H</strong>andicapping </p><p>This committee acts to harmonise the handicapping methods within Australia (and New Zealand) so as to ensure an equitable Classification listing. Together with New Zealand officials the committee publishes the Classifications at the end of each season. The Classifications identify horses of superior ability and provide the Racing and Breeding industry with an annual performance related means of assessing the ability of the thoroughbreds included. </p><p>8</p><p>Australian Racing Board (cont.) </p><p>· <strong>A</strong>ustralian <strong>G</strong>roup <strong>&amp; L</strong>isted <strong>R</strong>aces </p><p>This group assists the ARB in determining which Australian races are worthy of "black type". Of great importance within Australia to race clubs, breeders and owners, the listings of Group and Listed races approved and published by the ARB are accepted by the International Cataloguing Standards Committee for publication in 'The Blue Book', thereby achieving international recognition for Australia's best races. </p><p>· <strong>M</strong>arketing </p><p>The Board is committed to promoting thoroughbred racing nationally. This group has been established to develop a single-brand entity and advertising umbrella for the industry, and is responsible for national marketing initiatives generally. </p><p>· <strong>I</strong>ndustry <strong>T</strong>raining </p><p>This group has responsibility for devising and recommending national industry vocational training programmes, representation of thoroughbred racing at a national industry training advisory board (ITAB) level, and interfacing with the Australian National Training Authority (ANTA). </p><p>· <strong>I</strong>nformation <strong>T</strong>echnology </p><p>The purpose of this group is to advise the ARB on the innovative and effective use of existing and emerging technologies. The goal of the group is to grow the business of thoroughbred racing through achieving economies of scale and the identification of new opportunities. </p><p>· <strong>A</strong>ustralian <strong>R</strong>ules </p><p>This group has principal responsibility for reviewing or initiating proposals to amend the Australian Rules of Racing.. </p><p>International <strong>R</strong>acing </p><p>Internationally, the Australian Racing Board is an Executive Member of the Asian Racing Conference and a founding Member of the International Federation of Horseracing Authorities. The Federation is in turn the parent body of such groups as the International Stud Book Committee and the International Cataloguing Standards Committee and is responsible for the International Agreement on Breeding and Racing. </p><p>AUSTRALIAN <strong>R</strong>ULES <strong>O</strong>F <strong>R</strong>ACING </p><p>The Australian Racing Board is the only authority that is empowered to make the Australian Rules of Racing which for almost a century have provided common practices, conditions and integrity standards for racing throughout Australia. </p><p>The individual State and Territory racing administrations may make Local Rules for specific local conditions, provided that they are not inconsistent with the principles established by the Australian Rules. </p><p>The Australian Rules provide the mandatory guidelines for how thoroughbred racing must be administered and conducted. </p><p>9</p><p>Australian Racing Board (cont.) </p><p>Broadly described, there are nine parts to the Australian Rules: </p><p>i. <strong>I</strong>nterpretation ii. <strong>S</strong>tewards </p><p>Providing for the appointment, functions and powers of the Stewards. </p><p>iii. <strong>R</strong>egistration </p><p>Providing for the registration of race clubs and race meetings and the appointment, functions and powers of the Registrar of Racehorses. </p><p>iv. <strong>R</strong>ace <strong>m</strong>meetings </p><p>Providing uniform conditions for the conduct of race meetings including nominations and acceptances, stakes and forfeits, weight penalties and allowances, scratching, weighing out and weighing in, starting, running, judging and protests. </p><p>v. <strong>L</strong>icensing </p><p>Providing for the licensing of jockeys, apprentice jockeys, amateur riders and trainers, their movement between States and outside Australia, apprentices allowances, rider safety. </p><p>vi. <strong>S</strong>yndicates </p><p>Regulating the formation, conduct and termination of racing syndicates. </p><p>vii. <strong>O</strong>ffences </p><p>Proscribing dishonest, corrupt, fraudulent, improper or dishonourable actions or practices in connection with racing, including setting out the regime relating to prohibited substances. </p><p>viii. <strong>P</strong>enalties </p><p>Providing the penalties of fines, suspension, disqualification, warning off. ix. <strong>C</strong>onstitutional Providing the structure, powers and functions of the Australian Racing Board. </p><p>The major benefits of the Australian Rules have been: </p><p>(i) <strong>F</strong>ree <strong>t</strong>raffic <strong>b</strong>etween <strong>S</strong>tates. </p><p>Uniform rules allow horses, trainers and jockeys to move freely between States. </p><p>(ii) Mutual&nbsp;<strong>r</strong>ecognition <strong>o</strong>f <strong>d</strong>isciplinary <strong>a</strong>nd <strong>p</strong>rotective <strong>a</strong>ction. </p><p>The Australian Rules provide a disciplinary code that has been tested to the level of the Privy Council, and allow mutual recognition of disciplinary and protective actions across the Commonwealth and internationally. </p><p>10 </p><p>Australian Racing Board (cont.) </p><p>(iii) Conduct&nbsp;<strong>o</strong>f <strong>w</strong>agering </p><p>Wagering turnover on thoroughbred racing is in the order of $9 billion annually. That wagering is able to be conducted on this vast scale is because there are well-established rules giving outcomes that are certain and are common across the Commonwealth. </p><p>(iv) International <br>Racing and wagering are globalising rapidly.&nbsp;The Australian Rules are recognised by international racing authorities and wagering operators. </p><p>PRINCIPAL <strong>C</strong>LUBS </p><p>The Australian Racing Board is an association of the seven State and two Territory racing authorities, which are recognised by the Australian Rules as Principal Clubs or controlling bodies. The requirements for recognition are that a Principal Club must: </p><p>(i) have the general supervision and control of racing in its territory; and (ii) not have any member who is a direct government appointee.
