PH/2018/112 DECLARATIONS OF INTEREST There were no declarations of interest. PH/2018/113 MINUTES RESOLVED that the Minutes of the meeting held on 18th September 2018, having been previously circulated, be taken as read, confirmed and signed as a true record. PH/2018/114 MATTERS ARISING (a) Clerk’s Report The Clerk advised that the Planning Committee Review Working Party, established at the last meeting of this Committee (PH/2018/110), was scheduled to meet on Tuesday 9th October 2018. The Clerk reported that, at a meeting on 24th September 2018 (FULL/2018/70), Full Council referred consideration of the West Berkshire Vision 2036 consultation to the Planning Committee Review Working Party, due to the time constraint on the consultation. (b) Other Matters There were no other matters arising. PH/2018/115 PLANNING MATTERS (a) Premises Licence Application Committee considered an application for a premises licence for the sale of alcohol, for consumption off the premises, Monday to Saturday 08:00 – 22:00 and Sunday 10:30 – 16:00 at the SAZim Shop, 20A High Street, Thatcham. RESOLVED to support the application. (b) Planning Appeal 18/00673/FULD - Land adjacent to 44 Park Lane New dwelling (with associated parking) accessed from 44 Park Lane Committee was advised that an appeal had been made to the Secretary of State against the decision of West Berkshire Council to refuse to grant permission for the above application. Thatcham Town Council raised no objection to this application when it was considered on 24th April 2018 (PH/2018/040(2)). RESOLVED that this information be noted. 960 Planning and Highways Committee 2nd October 2018 PH/2018/116 TRAFFIC MANAGEMENT/HIGHWAYS/ROAD SAFETY MATTERS (a) Request for SID (Speed Indicator Device) deployment A request had been received from a member of the public for the SID equipment to be deployed to Bowling Green Road, just before the entrance to the Regency Park Hotel and Mersey Way. RESOLVED to agree to deploy the SID equipment to this location for data collection. (b) Invitation to apply for Customer and Communities Improvement Funding GWR was inviting bids for Customer and Communities Improvement Fund (CCIF) allocations for projects that could be delivered between April 2019 and March 2020 that bring community benefits and address areas of social need across GWR’s network. Funds available for allocation to eligible schemes were anticipated to be £750,000. RESOLVED that the following suggested improvements be submitted for consideration: (i) a ticket machine on the down platform towards Newbury; (ii) a means for wheelchair users to cross the railway when the barriers were down; (iii) a more extensive shelter along both platforms; (iv) litter bins at the London end of the platform; (v) additional displays showing train times and intermediate destinations further towards the London end of both platforms; (vi) emergency call points linking to signallers or emergency services to alert of vehicles caught on the crossing; and (vii) provision of public toilets. (c) Closure of Thatcham Level Crossing – 10th October Notification was received that Station Road would be closed at the level crossing overnight on Wednesday 10th October 2018 while Network Rail renewed the power packs to the barriers. The closure was expected to be in place from approximately 22:00hrs on Wednesday 10th October until approximately 05:00hrs on Thursday 11th October 2018. During the closure all traffic would be diverted via Station Road, The Moors, A4, A339, Pinchington Lane, Burys Bank Road and vice versa. RESOLVED that this information be noted. (d) A4 Resurfacing Notification was received that the A4 Chapel Street would be closed for resurfacing between 9.30am and 11.30pm on Tuesdays, Wednesdays and Thursdays from 22nd October 2018 to 8th November 2018. A diversion route would operate via Tull Way and Floral Way. RESOLVED that this information be noted. PH/2018/117 DECISION NOTICES Committee received a list of planning decision from West Berkshire Council dated 24th September and 1st October 2018. PH/2018/122 MATTERS ARISING FROM PREVIOUS MEETING There were no matters arising. PH/2018/123 PLANNING COMMITTEE REVIEW WORKING PARTY Committee considered the Minutes of the Planning Committee Review Working Party meetings held on 9th October 2018 and 17th October 2018 and the recommendations therein. RESOLVED to approve and adopt the Minutes RESOLVED that the draft response to the West Berkshire 2036 consultation be submitted as presented (appendix I) RESOLVED to approve the following recommendations: (i) not to recruit a replacement Planning Support Officer at this time, whilst the below proposals are assessed; (ii) that, given the presumption in favour of development contained within the National Planning Policy Framework, the Planning and Highways Committee reduce the resources spent on planning applications by only presenting to the Planning and Highways Committee applications in accordance with the specification detailed in appendix II; (iii) that responses to planning applications focus more on compliance with planning policy; (iv) that creation of supplementary planning documents be prioritised and costs for consultancy support to achieve this be presented to a future meeting of the Planning and Highways Committee for consideration; (v) that implementation of the Thatcham Parish Plan be considered by the relevant Town Council Committees; 964 Planning and Highways Committee 23rd October 2018 PH/2018/123 PLANNING COMMITTEE REVIEW WORKING PARTY continued (vi) that the role of the Planning Committee Review Working Party be extended in accordance with the following Terms of Reference: “To support, as needed, preparation and production of supplementary planning documents.” Councillor Ellison joined the meeting PH/2018/124 PLANNING MATTERS a) Planning Appeal – 17/03522/FULD – Land at Lawrences Lane Redevelopment involving ‘change of use’ from self-service livery stable (sui generis) to a single dwelling (C3) together with associated works Notification had been received that an appeal had been made to the Secretary of State against the decision of West Berkshire Council to refuse to grant planning permission for the above application. The appeal would be determined on the basis of written representations. All representations made on the application had been forwarded to the Planning Inspectorate and the appellant and would be considered by the Inspector when determining the appeal. Thatcham Town Council raised no objection to this application when it was considered on 30th January 2018 (PH/2018/008(4)). RESOLVED to note this information. b) New name for 6 dwellings West Berkshire Council had requested feedback from the Town Council regarding 6 dwellings which needed a new name at Sydney Lodge, 22 Station Road. This was now addressed as Flats 1-8 Sydney Lodge, 22 Station Road, Thatcham.
