... ~- .... 04/29/99 Chris Vance Rob McKenna Introduced By: Dwight Pelz ma Clerk 05/06/99, 5/17/99 Proposed No.: 1999-0260 1 MOTION NO. 1 0 68 2 4 2 A MOTION relating to the location of Sound Transit's rail car 3 maintenance facility and supporting the retention of industrial 4 firms and jobs in the Duwamish corridor. 5 II WHEREAS, the countywide planning policies and the King County 6" Comprehensive Plan support the retention and expansion of industries, firms and family- 7 II wage jobs, and 8 II WHEREAS, the countywide planning policies and the King County 9 II Comprehensive Plan support the preservation and industrial use of land zoned for industry, 10 II and 11 II WHEREAS, preservation of the Duwamish industrial area is critical to the success 12 II of the countywide planning policies and the King County economic development policies, 13 II and 14 II WHEREAS, the cities of Seattle and Tukwila have designated their portions of the 15 II Duwamish corridor as manufacturing and industrial centers, providing some protection for 16 ·11 this valuable economic asset, and 17 II WHEREAS, there are in excess of one hundred twenty thousand jobs in the 18 II Duwamish corridor, comprising eleven percent oftotal jobs in King County, and more than 19 II two thousand businesses, and - 1 - 10682~ . 1 II WHEREAS, Sound Transit must construct a maintenance facility to support the 2 II new regional light rail system, and 3 II WHEREAS, it may be necessary to locate the maintenance base in the Duwamish 4 II industrial corridor, and 5 II WHEREAS, the maintenance facility will consume a large area of industrial land, 6 II approximately twenty-five acres, and 7 II WHEREAS, King County Metro operates major bus maintenance facilities on S. 8 II Ryerson and S. Atlantic streets, near sites under consideration by sound transit for its 9 II maintenance base, and is considering expansion of these facilities, and 10 II WHEREAS, sites under consideration by Sound Transit for the maintenance base 11 II currently have significant private industrial activities and employment, and 12 II WHEREAS, a large twenty-five-acre maintenance facility and the associated rail 13 II alignment could seriously impede freight movement and cause business and worker 14 II dislocations beyond the dislocations the facility itselfwill create, and 15 II WHEREAS, private industrial jobs add to the tax and economic base of the region, 16 II and 17 II WHEREAS, businesses and workers who may be displaced by the location of 18 II Sound Transit's maintenance facility might not be able to relocate their business or find 19 II work within King County or the Puget Sound area; 20 II NOW, THEREFORE, BE IT MOVED by the Council of King County: 21 II That Sound Transit give serious consideration to locations that minimize the 22 II displacement of private businesses and workers even if those options have higher costs. - "2 - 106824 1 Sound Transit's analysis of costs should include costs that would be borne by businesses, 2 workers and other public agencies, and 3 BE IT FURTHER MOVED, That Sound Transit make all reasonable efforts to 4 secure land for the relocation of displaced businesses, and cover their moving costs, and 5 BE IT FURTHER MOVED, That Sound Transit give serious consideration to rail 6 alignments, including the elevation of tracks, through the industrial corridor that minimize 7 the disruption of freight movements, and 8 BE IT FURTHER MOVED, That Sound Transit and King County Metro explore 9 the possibility of colocated maintenance facilities or other location options that minimize 10 the disruption and dislocation of private businesses and jobs. 11 PASSED by a vote of 1.3 to 0 this (7-f::.Iv day of~VVl1-=----..L...CVY==I-____ 12 19 !1!j. 13 KING COUNTY COUNCIL 14 KING COUNTY, WASHINGTON 15 ~1Jl& 16 Chair 17 ATTEST: 18 19 20 II Attachments: None - 3 -.
