During a long process, involving consultaƟ on with Te Rƻnanganui o Heretaunga member marae and other stakeholders, it was directed that a united plan would be the appropriate vehicle to best represent the collecƟ ve whakaaro. To achieve Mana Ake marae and hapƻ understand and embrace the fundamentals of manaakitanga. Mana refers to the binding of and commitment towards the kaupapa and most importantly, to upholding the integrity of the collecƟ ve; aki refers to the encouragement of each other no maƩ er how diĸ cult the task may be at hand; tanga is the acƟ on taken to ensure a posiƟ ve out come for all. Mana Ake represents ngĈ hapƻ o Heretaunga values, knowledge and perspecƟ ves on whĈnau ora, wairuatanga, whakapapa, taonga, kaiƟ akitanga and mĈtauranga, shared by marae hapƻ. Mana Ake, An Expression of KaiƟ akitanga is formaƩ ed as a basic plan that strives to enhance Te Ao MĈori, protect and sustainably uƟ lise natural taonga, uphold the mana of whĈnau, marae and hapƻ, and to have Ɵ kanga and kawa inform decisions on issues aī ecƟ ng us all. Mana Ake also seeks to link to NgĈƟ Kahungunu strategy where possible, to provide consistancy and conƟ nuity between hapƻ and iwi. Mana Ake, An Expression of KaiƟ akitanga has been compiled at the behest of stakeholders, and hapƻ consensus is demonstrated through raƟ Į caƟ on by Te Rƻnanganui o Heretaunga, Te Taiwhenua o Heretaunga and NgĈƟ Kahungunu Iwi Incorporated. Rationale As directed by hapƻ, the collecƟ ve plan was to ensure that the following raƟ onale was its foundaƟ on: In order to keep healthy that which is important hapƻ Ɵ kanga (best pracƟ ce) is holisƟ c, incorporaƟ ng MĈori aspects of health; wairuatanga; whakapapa; taonga; kaiƟ akitanga; and mĈtauranga. Healthy whenua and wai is of great importance to hapƻ because they are irrevocably linked to healthy life ulƟ mately for whĈnau, hapƻ and marae. Development of hapƻ and whĈnau is essenƟ al for progression of hapƻ and whĈnau aspiraƟ ons. The starƟ ng point for development is communicaƟ on. Intended use of document Mana Ake, An Expression of KaiƟ akitanga is a living document; an expression of kaiƟ akitanga and hapƻ best pracƟ ce, designed to assist marae and hapƻ to manage their natural resources, and to assist others in understanding tangata whenua values and policies in this regard. It is also to provide clarity to plan users and decision-makers on what the Treaty principles are that need to be taken into account pursuant to SecƟ on 8 of the Resource Management Act (RMA) 1991. It is the expectaƟ on of hapƻ that Mana Ake, An Expression of KaiƟ akitanga be incorporated into local and regional strategic and annual plans. Key to its success will be an eī ecƟ ve relaƟ onship with local, regional, and naƟ onal agencies.
