Moved Cr Clayfield that the minutes of the Ordinary Meeting of Council held Monday 15 June 2020 be taken as read and confirmed as a true and correct record of the proceedings of that meeting. Seconded Cr Duncan CARRIED 1 District Council of Grant – Minutes of Meeting held 6 July 2020 20073 – PRESENTATIONS / DEPUTATIONS 1. Glenelg River Shacks Association – [3.3.1/4] Item 6.1 Mr Brett Orr, President of the Glenelg River Shack Association, presented to Council regarding the walkway upstream at Donovans and the toilet block at Donovans Landing. Moved Cr Clayfield that Council thank Mr Brett Orr, President of the Glenelg River Shacks Association for presenting to Council. Seconded Cr Boston CARRIED 5.45pm – Mr Brett Orr, President of the Glenelg River Shack Association, vacated the meeting. 2. Donovans Recreational Advisory Committee – [16.51.1/5] Item 6.2 Mr Steve Gillett, President and Ms Sheryl Teigesser, Secretary of the Donovans Recreational Advisory Committee were in attendance. Mr Steve Gillett presented to Council regarding the leasing of community facilities at Donovans. 5.49pm – Cr Bain joined the meeting. Moved Cr Mann that Council thank Mt Steve Gillett, President and Ms Sheryl Teigesser, Secretary of the Donovans Recreational Advisory Committee, for presenting to Council. Seconded Cr Kuhl CARRIED 5.56pm – Mr Steve Gillett, President and Ms Sheryl Teigesser, Secretary of the Donovans Recreational Advisory Committee vacated the meeting. 5.57pm – Mr Bruce Mackareth and Mr Allan Wilkinson of the Glenelg River Classic Boat Club vacated the meeting. QUESTIONS 20074 – WITHOUT NOTICE 1. Allendale Hall Committee – [16.55.3/7] Moved Cr Clayfield that Council give $3,795 to the Allendale East Hall Committee to enable them to replace two 120-year-old windows on the southern side of the Hall. Seconded Cr Boston CARRIED 20075 – NOTICE OF MOTION 1. Hazard Reduction - [5.85.1/1 & 3.64.1/6] Item 9.1 On 1 July 2020 Cr Barry Kuhl provided to the Chief Executive Officer the Notice of Motion regarding fire hazard reduction in and around Nene Valley national parks. 1. Moved Cr Kuhl that Council write to the Hon David Speirs, MP, Minister for Environment and Water, requesting the Department for Environment and Water work with Kingsley Group CFS to undertake appropriate fire hazard reduction in and around the Nene Valley national parks; and that Council 2 District Council of Grant – Minutes of Meeting held 6 July 2020 raise concern that in the event of a bushfire residents are in extreme danger due to property access/exit only being available via Nene Valley Shacks Road. Seconded Cr Bain CARRIED 2. Moved Cr Boston that Council convene a meeting between Council (Mayor Sage, Cr Kuhl, Cr Boston and Council administration) and the Kingsley and Mount Gambier CFS Groups to consider fire hazard reduction. Seconded Cr Little CARRIED 3. Moved Cr Little that Council support the Resolution proposed to the Limestone Coast Local Government Association by Tatiara District Council on 16 June 2020 to request the Limestone Coast Local Government Association work with the Ministers and Limestone Coast Councils to reduce fuel hazards across the landscape, roadsides and native vegetation prior to the opening of the next fire season. Seconded Cr Bain CARRIED REPORTS FROM OFFICERS AND COMMITTEES 20076 – CHIEF EXECUTIVE OFFICER 1. Changes to Genetically Modified (GM) Crops legislation in South Australia - [11.85.1/3] Item 10.1.1 Council was provided with additional information in relation to recent changes to legislation regarding Genetically Modified (GM) Crops in South Australia in order to inform Council’s response to the legislation. Moved Cr Bain that Council: 1. Having considered the legislative changes to the Genetically Modified Crops Management Act 2004 and the effect on its community, Council’s ‘in principle’ position is that it will not make application to the Minister for the designation of the Council area as an area in which no genetically modified food crops may be cultivated. 2. Pursuant to Section 5A(2) of the Genetically Modified Crops Management Act 2004, the Council will seek the views of its community by survey (specifically persons engaged in primary production activities and food processing or manufacturing activities in the area of the Council) regarding Council’s ‘in principle’ position. 3. At the conclusion of the community engagement, the Council will consider its final position as to whether to make application to the Minister for Primary Industries and Regional Development under Section 5A(1) of the Genetically Modified Crops Management Act 2004 for the designation of the Council area as an area in which no genetically modified food crops may be cultivated. Seconded Cr Boston CARRIED 3 District Council of Grant – Minutes of Meeting held 6 July 2020 20077 – WORKS 1. Revocation of Roadside accident Marker Posts Policy - [9.63.1/1] Item 10.3.1 Council considered the revoking the Roadside Accident Marker Posts Policy. Moved Cr Little that Council revoke the Roadside Accident Marker Policy. Seconded Cr Kuhl CARRIED 20078 – DIRECTOR OF ENVIRONMENTAL SERVICES 1. Proposed Extended Route for Mobile Garbage Bin Collection - [5.21.2/1] Item 10.4.1 Council considered a petition from residents on the northern end of the current Mobile Garbage Bin collection route on Yahl Road, Yahl, requesting that the route be extended to include their properties. Moved Cr Mann that Council endorse the proposed expansion of the Mobile Garbage Bin (MGB) collection route and implement the changes as soon as practicable. Seconded Cr Boston CARRIED 20079 – CORRESPONDENCE 1. Resignation of Cr Jody Elliott - [9.33.3/20] Item 11.1 Council was provided with the resignation of Cr Jody Elliott. Moved Cr Clayfield that the correspondence from Jody Elliott be received and noted. Seconded Cr Boston CARRIED 2. Request from Yahl Community [2.14.1/11] - Item 11.2 Council was provided with correspondence from Kerry Ruwoldt, Secretary of the Yahl Hall Committee requesting community consultation. Moved Cr Boston that the correspondence from Kerry Ruwoldt, Secretary of the Yahl Hall Committee be received and noted.
