APPENDIX 2 – Stakeholder Consultation The SOHT has undertaken extensive consultation on the Building Renewal Program, including the proposed Concert Hall, Under the Steps, Creative Learning Centre and Southern Foyers project as summarised in Table 1 below: Stakeholder Consultation Summary Resident Companies: • The Sydney Opera House’s Renewal program governance structure was established in late 2015, which includes: • Monthly senior management meetings with the resident companies, including • Opera Australia • The Australian Ballet • Sydney Symphony Orchestra • Sydney Philharmonic Choirs • Australian Chamber Orchestra • Bangarra Dance Theatre • Bell Shakespeare • Sydney Theatre Company • Quarterly meetings with the CEO of the Opera House and resident company CEOs • The Creative Learning Centre, Under the Steps and Southern Foyers projects have been raised and discussed at the Senior Management Forums throughout 2016. Eminent Architects • The EAP provides advice to the SOHT and management on issues of Panel architecture or design, and in relation to the management and conservation of the building. Four to five formal meetings are held each year. The EAP has been briefed regularly on the Creative Learning Centre, Under the Steps and Southern Foyers, and was involved in the design process. • Current members of the EAP include: • Mr Peter Poulet, Chair (NSW Government Architect) • Mr Jan Utzon • Mr Peter Mould • Mr Ken Maher • Ms Abbie Galvin Conservation Council • The Conservation Council provides advice to the SOHT and management team on conservation and heritage matters. Four to five formal Conservation Council meetings are held each year. It is chaired by an Opera House Trustee, and comprises representatives from key external organisations, heritage and architectural specialists, and a number of management representatives. • The Conservation Council has been regularly briefed on the Creative Learning Centre, Under the Steps and Southern Foyers, and was involved in the design process. Members of the Conservation Council include: • The Hon Helen Coonan, Chair of Committee and Opera House Trustee • Mr Rajeev Maini, Acting Manager, Conservation, Heritage Division, Office of Environment & Heritage • Ms Tanya Koeneman, Aboriginal Heritage Officer, Office of Environment & Heritage • Ms Sheridan Burke, Conservation Heritage Specialist • Mr Peter Mould, Architectural Specialist • Mr Peter Poulet, Government Architect • Ms Elizabeth Kinkade, Department of Planning and Environment Referral of Proposed Actions – Sydney Opera House Building Renewal Program 1 Stakeholder Consultation Summary Commonwealth • SOHT has been liaising with the Department of the Environment on the Department of the Building Renewal Program, including a formal briefing and extensive Environment tour of the JST on 21 June 2016. • SOHT also commenced the EPBC process with a pre-referral meeting in Canberra on the 7 October 2016 where this scope was discussed. NSW Heritage • On 30 May 2016, the Heritage Council was briefed on the Building Council Renewal Program and undertook an extensive site tour. The SOHT will continue engagement with the Heritage Council and the Office for Environment and Heritage regarding relevant approvals under the Heritage Act 1977 for the proposed SAVE works. • The Office of Environment & Heritage was briefed in Parramatta on this and the Renewal scope on the 16 September 2016 and given a site tour of Sydney Opera House on the 6 October 2016. City of Sydney • SOHT provided a high-level briefing to senior officers of the City of Sydney on Stage 1 Renewal projects on 8 February and 5 August 2016. • A more detailed briefing on Stage 1 Renewal projects, was provided to City of Sydney planning and heritage representatives on 15 July 2016. The National Trust • SOHT provided members of the National Trust with a formal briefing on the Building Renewal program, including the function centre and rehearsal room, and an extensive site tour on 18 August 2016. Metropolitan Local • SOHT is in the process of scheduling a meeting with the MLALC in Aboriginal Land relation to Stage 1 Renewal projects. Council (MLALC) Neighbours • SOHT provided a briefing on the Renewal Building Program to residents of the Bennelong Apartments on 16 August 2016. • SOHT has also provided briefings on the Building Renewal Program to the following key stakeholders: • Department of Premier and Cabinet • The Treasury • Infrastructure NSW • Arts NSW • Royal Botanic Gardens Sydney • Sydney Harbour Foreshore Authority • Circular Quay Precinct Steering Committee • Government Property NSW • Art Gallery of NSW • State Library of NSW • Artspace • The Museum of Contemporary Art • Committee for Sydney Opera House Tourism and Transport Forum Onsite commercial • SOHT provided a briefing on the Renewal Building Program to onsite operators commercial operators on 12 August 2016. Disability community • SOHT provided a briefing on the Renewal Building Program to members of the disability community on 15 August 2016. Opera House donors • SOHT provided a briefing on the Renewal Building Program to donors and corporate and corporate sponsors on 12 August 2016 and 28 September 2016. sponsors Business Events • A renewal briefing took place with Business Events Sydney on 24 Sydney August 2016. Performing arts • A renewal briefing took place with members of the Performing arts community community on 30 August 2016. General public • Information about the renewal projects was made publicly available from August 11 2016. A community forum which will address these projects is scheduled to be held in November 2016.
