NMCOG has been working with the local communities on the development of the Plan since 2011. The Plan must be updated and adopted every five years in order for communities to remain eligible for FEMA grant funding. A Multiple Hazard Community Planning Team was established to provide input into the planning process and to review work products. This team was comprised of emergency managers, public safety officials, municipal planners, engineering staff and public works personnel. Input was solicited from residents, the business community, neighborhood organizations, non‐profits, local officials and other interested stakeholders. Ten public meetings were conducted throughout the planning process. The Plan assesses each community’s exposure and vulnerability to natural hazards such as flooding, winter storms, earthquakes, wildfire, urban fire, tornadoes and hurricanes. It also evaluates the severity and extent of natural disaster occurrences in each community. The critical infrastructure in each community has been mapped and evaluated in terms of its vulnerability to natural hazards. The Plan outlines measures that can be taken to reduce or prevent future damage caused by natural hazards, reducing long‐term risks to human life and property, and it assesses the interrelationship between climate change and hazard mitigation. An existing protection matrix was developed outlining the measures, programs and projects that have already been implemented in each community to mitigate natural hazards. As required, the Plan demonstrates that every community has made progress fulfilling commitments made in the previous plan. An action plan was developed through a consensus building process that consisted of meetings and discussions with local policymakers, boards and commissions, municipal staff and the Community Planning Team. Priorities were established based on cost, availability of funding, political feasibility and acceptance, consistency with local plans and priorities, lead time required for design and implementation, and whether the measure has been subject to a public process, was approved by the chief legislative body in each community, or needs action by a permitting agency. Examples of proposed mitigation actions outlined for the Town of Chelmsford include: o Structural projects such correcting erosion problems in the vicinity if Williamsburg Condos , and replacing the Meadowbrook Road culvert; o Prevention measures, such as updating the response plan for the Freeman Lake and Heart Pond dams and studying measures to mitigate flooding along Tyngsborough Road; o Emergency service projects, such as installing emergency vehicle preemption at signalized intersections, and improve alternative
