The Confederated Tribes of the Grand Ronde Community of Oregon Public Works Department Phone (503) 879-2400 9615 Grand Ronde Road Fax (503) 879-2196 Grand Ronde, Oregon 97347 Confederated Tribes of the Grand Ronde Community of Oregon and State of Oregon Department of Environmental Quality Order On Consent Effective August 15, 2019 DEQ No. 19-12 Quarterly Progress Report Dated August 15, 2020 Per Section 5(H) of the above-referenced PPA, the Confederated Tribes of the Grand Ronde Community of Oregon (“CTGR”) hereby submits Quarterly Progress Report #4. The schedule per the PPA Scope of Work (SOW), is as follows: The remedial actions will be phased to address higher priority areas first (identified above) and immediate redevelopment needs. Lower priority objectives, such as abatement or containment of non- friable hazardous building materials, removal or capping of onsite contamination determined not to be an immediate threat to human health or the environment, and areas associated with longer term redevelopment horizons, would be addressed as funding becomes available and redevelopment of the property occurs. A conceptual/flexible timeline for redevelopment of the property, including for the associated environmental investigations and remediation needed to facilitate the planned phased development will be prepared. Such timeline is anticipated to consist of: 1. Prepare an Initial Summary Report within 60 days from date of signed Consent Order. The report will summarize previous environmental investigations. It shall include at a minimum, a screening of site data against risk-based criteria, a conceptual site model (including a conceptual site hydrogeologic model), a discussion of data gaps needed to complete a site characterization in accordance OAR 340-122-0080, identification of potential interim remedial measures, source control recommendations, and conclusions. 2. Initiate evaluation and implementation of Site Stabilization BMPs within 90 days from the date of the signed Consent Order. 3. The overarching work plan will be initiated within 12 months of the signed Consent Order. 4. High priority remedial actions will be initiated within 18 months of the signed Consent Order. 5. Other potential remedial actions will be initiated within 24 months of the signed Consent Order. 6. Low priority areas will be remediated during redevelopment of the property. Umpqua Molalla Rogue River Kalapuya Chasta (1) Actions taken by CTGR under the Consent Order during the previous three months. a. Initial Summary report to DEQ (Scope of Work Item #1) COMPLETED b. Initiation of evaluation and implementation of Site Stabilization BMPs (Scope of Work Item #2) i. On November 1, 2019, CTGR contracted with Wood Environment and Infrastructure Solutions, Inc. (“Wood”) to perform an initial stormwater assessment and prepare a report with BMPs. ii. CTGR received Wood’s final report on 12/17/19. iii. CTGR submitted the report to DEQ for comment on January 14, 2020, and received comments from DEQ on January 23, 2020. iv. DEQ’s comments were forwarded to Wood for incorporation in the Initial Site Stabilization BMP scope of work. v. The scope of work was solicited to two contractors in January and two bids were received. vi. The project was put on hold due to COVID-19. vii. CTGR plans on completing the work outlined in the initial stormwater assessment in the next reporting period. c. Initiation of Overarching Work Plan (Scope of Work Item #3) i. The Tribe has contracted with Wood Environmental to begin work on the Over- arching Work Plan. Wood Environmental is currently preparing an outline of the plan. d. High Priority Remedial Actions (Scope of Work Item #4) i. On October 21, 2019, CTGR contracted with Akana to commence fuel tank remediation and removal at the Admin Building Parking Lot located at 427 Main Street. 1. After onsite meetings and development of a scope of work, a request for bids went out to contractors for identification and planning for removal of the USTs. The Tribe received two bids for the work. 2. The work was put on hold due to COVID-19. 3. CTGR plans to complete the work in the next reporting period. ii. CTGR has begun preparing the application for FY21 EPA Brownfields Assessment Grant for funding to help assist with further assessment of the high priority remedial action items. (2) Actions scheduled to be taken by CTGR in the next three months. a. Continue work on the Over-arching work plan. b. Implementation of the initial Stormwater BMPs. c. Admin Building parking lot UST assessment and removal. d. Submittal of application(s) for FY21 EPA Brownfields grant(s). (3) A summary of sampling, test results, and any other data generated or received by CTGR during the previous three months. a. None at this time. (4) Contractors and subcontractors retained by CTGR to do work under the SOW and associated Umpqua Molalla Rogue River Kalapuya Chasta plans. a. Wood Environmental and Infrastructure Solutions, Inc. (5) Actions or activities of easement holders that may relate to or impact implementation of the SOW and associated plans. a. None at this time (6) A description of any problems experienced by Respondent during the previous three months and actions taken to resolve them. a. Not applicable.
