The main role of the Department is to advise the Minister, (Housing and Local Government) who is responsible to Parliament in all matters pertaining to Town and Country Planning in Peninsular Malaysia. The first building which housed the Department of Town and Country Planning is the Kuala Lumpur Secretariat Building (Sultan Abdul Samad Building) which opened on January 18th 1921. I wish to take this opportunity to say thank you to all levels of personnel in the department for their full cooperation and commitment in giving their inputs, ideas and hard work to complete the publication of this Report. The department has since improved the quality of the town and country planning service through a good and effective delivery system based on the 9 Strategic Thrusts and 20 Programmes of the Department. The factor on integrity continues to become the main focus in every action taken and the need to act swiftly and proactively in interpreting customer needs. Creativity and innovative thinking is encouraged in order to foster a high performance and achievement culture. The publication of the department’s Annual Report is an important effort as it contains all activities and information including all the achievements in the reported year. This Report will become a valuable source of documentation and reference for the Department. QUALITY To make the Department as an excellent, magnificent POLICY and distinctive centre for town and country planning services. annual report 22 2011 annual report 2011 23 DEPARTMENT OBJECTIVES • To strengthen the physical, social and economic development system in urban and rural areas in oder to uplift the quality of life in accordance with the nation’s objectives; • To plan, control and co-ordinate development, land use and land conservation through an effective implementation of the Town and Country Planning Act (Act172) and related acts; • To formulate and implement planning regulations, policies, plans and guidelines as well as to ensure effective adoptions by all agencies at the implementation stage; and • To ensure excellent quality town planning service and satisfactory information system for long- term planning needs. annual report 24 2011 In ensuring the ideal use, development, and conservation of land, DTCP plays a role through its functions at three levels FUNCTIONS of goverment, i.e federal, state and local levels. annual report 201125 Federal Level • To advise the Federal Goverment in all planning matters related to land use and development; • To act as the Secretariat to the National Physical Planning Council which was formed under the Town and Country Planning Act 1976 (Act 172); • To encourage comprehensive, effective and efficient planning system via planning laws, planning methodology, research, standard, procedure and planning rules; • To translate national socio-economic policy into physical and spatial form using land use formula and policy as well as settlement programme; • To assist the state governments, local authorities and government agencies in preparation of development plans, viz state structure plan, district local plan and special area plan; and • To supervise, update and publish statictics, bulletin and rules pertaining to town and country planning. annual report 26 2011 • To act as the main advisor to the state government pertaining to all planning matters, including land use State Level and development; • To function as secretariat to the State Planning Committee which was established under the Town & Country Planning Act 1976 (Act 172); • To advise local authorities with regards to policies and control of land use planning and buildings; • To regulate development within the state including approval and monitoring of the implementation of development plan; • To assist in respect of the preparation of layout for special project handled by the state government; and • To undertake studies and research pertaining to land use and development • To regulate, control and plan the development and use of all lands and buildings within its area; Local Level • To undertake, assist in, and encourage the collection, maintenance, and publication of statistics, bulletins, and monographs, and other publicaions relating to town and country planning and its methodology; and • To perform such other functions as the State Authority or the Committee
