UNCLASSIFIED NJOHSP at a glance YOUR WEEK IN REVIEW | October 29, 2018 Kentucky Man Potentially Planning School Shooting Arrested After Tip From New Jersey Woman Authorities arrested a man they believe planned to carry out a school shooting in central Kentucky after they received a tip from a New Jersey woman about harassing social media messages. Kentucky State Police apprehended Dylan Lee Jarrell (pictured), 21, as he was pulling out of his driveway in Lawrenceburg, Kentucky, shortly before the end of the school day on October 18. Jarrell’s residence is about a block away from a high school. An arrest citation noted that police found threats of bodily harm against multiple people at an unspecified school on his phone. They also discovered a firearm, more than 200 rounds of ammunition, a bulletproof vest, a 100-round magazine, and an Internet search history that included “how to successfully conduct a school shooting” during a search of Jarrell’s home. A woman from Lumberton Township (Burlington County) contacted local authorities and Kentucky State Police to report a racist message she received the previous day from Jarrell that mentioned her three children, who are black. The arrest citation said Jarrell admitted sending the “racially motivated” messages to the woman. Jarrell, whose profile picture showed him holding a gun, had been the suspect in a previous shooting threat in May against a school in Tennessee. He is being held in county jail on charges of harassing communications and terroristic threatening. Jarrell could still face federal charges. Florida Man Arrested in Connection With Pipe Bomb Mailings to Public Figures Federal authorities arrested a Florida man suspected of mailing at least 14 pipe bombs to public figures across the country. Cesar Sayoc, 56, was taken into custody in South Florida on October 26. The FBI seized his van, which had political stickers on its windows. Law enforcement officials said DNA evidence assisted in the arrest. Authorities have not determined a motive, but the targets have been critical of President Donald Trump. Sayoc’s criminal history includes a threat to blow up a Florida utility company in 2002, according to police records. Cory Booker, a US Senator from New Jersey, was targeted. The first pipe bomb was found at philanthropist George Soros’ New York home on October 22. The US Secret Service intercepted packages addressed to former President Barack Obama and former Secretary of State Hillary Clinton. Former CIA Director and current MSNBC contributor John Brennan, Representative Debbie Wasserman Schultz, Represenative Maxine Waters, former US Attorney General Eric Holder, former Vice President Joe Biden, actor Robert De Niro, former Director of National Intelligence and current CNN contributor James Clapper, US Senator Kamala Harris, and philanthropist Tom Seyer were also targeted. The packages did not reach the intended recipients. New Jersey Assemblyman Running for Congress Receives Threatening Letter A State Assemblyman who is running for Congress in New Jersey’s 11th Congressional District received a threatening note at his law office in Hanover Township (Morris County) on October 23. The note to Jay Webber included the message “You better hope that you don’t win! Or else.” It also mentioned his children. Webber’s wife and their seven children have appeared frequently during his campaign, including in ads. The unknown sender included a ripped “Webber for Congress” sign along with the letter. A spokesperson for the Republican’s campaign said the threat has been referred to the New Jersey State Police for investigation.
