INTRODUCTION 1.1 This report has been written to complement GMTU Reports 1289, ‘Transport Statistics Greater Manchester 2006’ and 1288, ‘Road Casualty Statistics Greater Manchester 2006’. Whereas those reports present statistics for Greater Manchester, this report focuses on Rochdale and compares it to Greater Manchester where appropriate. 1.2 The key points from the report are summarised below. Key Facts • Rochdale has a population of 206,400 and covers an area of 158 square kilometres. • There are 777 kilometres (km) of road consisting of 24 km motorway, 80 km principal road, 24 km B road, 34 km other classified road and 615 km unclassified road. • The average daily flow per kilometre is 94,500 vehicles on motorways, 15,600 on A roads and 10,700 on B roads. • There were 642 injury accidents in Rochdale during 2006 resulting in 901 casualties. There were 60 killed or seriously injured (KSI) casualties. • Rochdale has been awarded an allocation of £4.3 million through the LTP process for 2007/8, £1.4 million for integrated transport and £2.8 million for maintenance. Traffic Flows 2006 • The highest estimated 24-hour Annual Average Weekday Traffic (AAWT) flow was 143,200 vehicles on the M62 between Junctions 18 and 19. • The busiest all purpose road was the A58 Manchester Road where flows reached 48,100 vehicles on the stretch just east of Edinburgh Way. • The road with the highest recorded pedal cycle flow was the A664 Rochdale Road between Hollins Lane and Slattocks Road with 120 cycles between 07:00 and 19:00. • The average 12-hour A and B road pedal cycle flows in Rochdale were 54 and 41 respectively, considerably lower than the Greater Manchester averages of 85 and 86. 1 GMTU Report 1294 August 2007 Traffic Growth • 24-hour weekday flows on motorways in Rochdale showed no change between 2005 and 2006 compared to a 1% increase in Greater Manchester. • 12-hour weekday flows on A and B roads in Rochdale fell by 1% between 2005 and 2006. Greater Manchester as a whole saw no change. • Traffic flows on A and B roads in Rochdale increased by 5% between 1993 and 2006. This compares with increases of 2% in Greater Manchester and 6% nationally. Annual Vehicle Kilometres • 828 million vehicle kilometres were travelled on motorways, 456 million on A roads and 90 million on B roads. • Motorways, A roads and B roads in Rochdale carried 10% of the major road traffic in Greater Manchester on 9% of the major road network. Traffic Composition • Motorways: 70% cars, 15% light goods vehicles (LGVs) and 15% other goods vehicles (OGVs). • A roads: 81% cars, 13% LGVs and 4% OGVs. • B roads: 83% cars, 11% LGV and 2% OGVs. • These are similar percentages to Greater Manchester as a whole. Rail Patronage • The number of boarders travelling inbound to Manchester on the Rochdale/Oldham line in 2006 was just over 1,400 in the peak (07:30- 09:30) and just over 1,000 in the off-peak (09:30-13:30). These figures represent a decrease of 11% in the morning period and an increase of 9% in the off peak from 2005. Bus Mileage • 4.7 million bus miles were operated in Rochdale in 2006, the same as in 2005, This figure is 21% higher than the pre-deregulation level. • 7% of Greater Manchester bus mileage was operated in Rochdale. • 24% of the bus miles in Rochdale were subsidised as opposed to 20% in Greater Manchester as a whole. 2 GMTU Report 1294 August 2007 Key Centre Monitoring • The number of vehicles crossing the cordon into Rochdale Key Centre in 2005 was 4,400 in the morning peak, 4,100 in the off-peak and 3,600 in the evening peak. • This represents no change in vehicle numbers since 1997 in the morning peak and off-peak periods, but a small decrease in the evening peak. • Between 2002 and 2005 car trips have decreased but non-car trips have increased. Trips overall have increased in the morning peak period, but decreased in the off-peak and evening peak. Accidents • The total number of accidents in Rochdale was 642 in 2006, 433% lower than the average for the base years (1994-1998) and 23% lower than in 2005. • The total number of casualties in Rochdale was 901 in 2006, 32% lower than the base years average and 25% lower than in 2005. • The 2004-2006 three year average used for monitoring KSI GMLTP2 targets was 33% below the base years average. • The 2004-2006 average for child KSI casualties was 43% below the baseline average. • Slight casualties in 2006 were 30% below the baseline average. Congestion • The most congested time of day on A roads (with a 30mph speed limit) was between 08:30 and 08:45, when the average speed was 17 mph. • The most congested time of day on B roads (with a 30mph speed limit) was between 08:15 and 08:30, when the average speed was 14mph. • The most congested roads in the morning peak (08:00 – 09:00) were those all around Rochdale town centre, in Heywood town centre and on the A58 towards Littleborough. 3 GMTU Report 1294 August 2007 2. ROAD TRAFFIC Traffic Flows 2006 2.1 Road traffic figures and traffic growth for Rochdale must be treated with caution since the sample size for a single district is smaller than for the county as a whole. Appendix 1 gives 24-hour annual average weekday (AAW) traffic flows and the most recent 12 hour (07:00-19:00) pedal cycle flow information for all major road links in Rochdale. • The busiest motorway section was on the M62 between Junctions 18 and 19 where the traffic flow reached an estimated 143,200 vehicles. • The busiest all purpose road was the A58 Manchester Road in Sudden where flows reached an estimated 48,100 vehicles on the stretch just east of Edinburgh Way. • The second list in Appendix 1 shows that the road with the highest recorded pedal cycle flow is the A664 Rochdale Road between Hollins Lane and Slattocks Road with 120 cycles between 07:00 and 19:00. • The average 12-hour pedal cycle flows on A and B roads in Rochdale are 54 and 41 respectively.
