The proposed work consists of alterations to the paving at the 57th Street entrance, consisting of the removal of the modern concrete and black granite paving, and the installation of a new black granite surround and illuminated translucent glass panels, as shown in drawings A-01a, dated September 3, 2002, and A-02 and A-11, with attached photographs of the existing conditions, both dated August 8, 2002, and in a materials sample of the translucent glass, all prepared by Skidmore, Owings and Merrill Architects, and presented at the Public Hearings and Public Meetings. As originally presented to the Commission the work also included the installation of illuminated panels above the 57th Street entrance and an illuminated ceiling inside the designated lobby. In reviewing this proposal, the Commission noted that the designation report states that the Fuller Building is an Art-Deco style office building designed by Walker and Gillette and built in 1928-29. The Commission also noted that the concrete and stone paving at the 57th Street entrance is a modern alteration in place prior to designation. With regard to this proposal, the Commission found that the work will not require the destruction of any significant architectural features of the building; that the glass panel will be contained within a granite frame, similar to the frame which originally held a doormat; that the surface of this area was historically different from its surroundings; that the simple geometric design of the proposed floor relates to the Art Deco design of the building; that the presence of illumination at the main entrance will not detract from the significant architectural features of the building; and that for these reasons the proposed design is in keeping with the quality and character of this individual landmark. However, the Commission made its determination subject to the stipulations that two sets of drawings be submitted for review and perforation. On September 20, 2002 the Commission received the requested sets of drawings. Accordingly, staff reviewed these drawings, A-01a, dated September 3, 2002, and A-02 and A-11, with attached photographs of the existing conditions, both dated August 8, 2002, prepared by Skidmore, Owings and Merrill Architects, and determined that the approved design has been maintained in the filing drawings. On this basis, the Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
