Dear Sir, A consortium of three Government of India Undertaking PSU companies namely Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) with IOCL as the lead partner has been authorized by Petroleum and Natural gas Regularity Board (PNGRB) for laying 2757 Kilometer long petroleum and petroleum product (LPG) pipeline originating from IOCL's Kandla LPG import terminal to its bottling plant in Gorakhpur with enroute connectivity to IOCL, BPCL and HPCL’s various bottling plants in Gujarat, Madhya Pradesh and Uttar Pradesh. This Kandla-Gorakhpur (KGPL) pipeline will be the largest LPG pipeline in the world and also add the silver lining on the reputation of India in the world map of underground oil pipeline network. This project was inaugurated by Honorable Prime Minister in February 2019 and it is pertinent to mention that this project is being close monitored at the highest level of Ministries including PMO & MoPNG. As part of the above project and in Dumad- Bhopal Section, approx. 600 Km cross country pipeline will be laid from Dumad near Vadodara in Gujarat to Bhopal in Madhya Pradesh for transportation of Liquefied Petroleum Gas being pumped from Kandla and delivery to LPG Plant enroute. This is an energy infrastructure project of national importance. The proposed LPG pipeline along with an OFC will pass through Sehore District of Madhya Pradesh. In Sehore District, Sehore Forest Divisions involved for admeasuring forest area 0.3435 Ha. The details of area required for diversion of forest land for laying this pipeline is furnished below: - Forest area Sl. (m) ROU (m) (Sq.m) Sonkatchh/ Reserved 1 Shyampur/ 196/1 343.50 10.00 3435 0.3435 Forest Sehore Total 343.50 0.3435 The pipeline route, as authorized by PNGRB, has been finalized carefully avoiding the populated area, Wildlife Sanctuaries and Minimizing Forest area to the extent possible. We also propose to use only 10 m in Reserved Forest Division as compared to 12 m for the rest of the pipeline route outside forest areas. It will be worthy to state here that the pipeline will be laid 1.2 m (approx.) below the natural ground level and land shall be restored back to its normal position after laying the pipeline. Also, we would like to highlight that as the pipeline are laid underground at a depth of 1.2 m, it won’t affect any rights of Schedule Tribes and Other Traditional Forest Dwellers. As a part of taking all Statutory Permissions before laying pipeline, IHB Private Limited has applied to Principal Chief Conservator Of Forest (PCCF), Bhopal for forest clearance in the district of Jhabua, Dewas, Sehore, Bhopal and Ujjain under Forest Conservation Act 1980 and settlement of rights under Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. As per directions of Principal Chief Conservator of Forests, Bhopal, IHB Private Limited need to submit certificate under the Scheduled Tribes and Other Traditional Forest Dwellers (RoFR) Act, 2006 in prescribed format duly certified by the concerned District Collector in whose jurisdiction the forest area proposed for the diversion is falling. Copy of the format is enclosed as Annexure-I (Form-I) for Linear projects. In view of the above, you are kindly requested to issue the above Certificate so as to enable us to accomplish the said project in stipulated time period. The details of KGPL project (i.e. List of village & Tribal village’s en-route the pipeline in Sehore District) are furnished herewith for your kind perusal, on the basis of which the said certificate may be issued. Dated: ………………… To WHOMSOEVER IT MAY CONCERN In compliance of the Ministry of Environment and Forests (MoEF), Government of India’s letter No. 11-9/98.FC (pt.) dated 3rd August 2009 wherein the MoEF issued guidelines on submission of evidences for having initiated and completed the process of settlement of rights under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 ('FRA', for short) on the forest land proposed to be diverted for non-forest purposes read with MoEF's letter dated 5th February 2013 wherein MoEF issued certain relaxation in respect of linear projects, it is certified that 0.3435 hectares of forest land proposed to be diverted in favour of M/s. IHB Private Limited for laying of Liquified Petroleum Gas Pipeline from Kandla (Gujarat) to Gorakhpur (Uttar Pradesh) in Sehore District falls within jurisdiction of village(s) Sonkatchh in Shyampur tehsil. It is further certified that: (a) the complete process for identification and settlement of rights under the FRA has been carried out for the entire 0.3435 hectares of forest area proposed for diversion.
