Tentative date for next meeting 1. Welcome and Introduction 1.1 Welcome The 4th HRRP Coordination meeting took place at the DUDBC Meeting Hall, DUDBC Office Kavrepalanchok on 30 March 2016. The formal meeting started with a brief introduction of every participants followed by the updates from National HRRP meeting, agency updates, enrolment process based on SOP draft and POs interest by HRRP District Coordinator Pabitra Basnet and HRRP 4W related brief presentation by HRRP IM Panch Dev Bhatta. The agency updates and open discussion was completed within those sessions. A total of 17 participants representing 13 organizations including government, NGOs, INGOs were present at the HRRP meeting. 1.2 Introduction This was the Fourth HRRP meeting conducted in Kavrepalanchok district. Its main objective was to discuss on the issues of Housing Reconstruction and Recovery Platform Partners in the district. The updates from the national HRRP meeting was shared to the participants. There was a brief sharing on the 4W data entry system. There was the open discussion after the agency updates were shared by the POs. Updates from National HRRP Meeting Ms. Pabitra Basnet, DFP for HRRP Kavrepalanchok shared the updates from the National HRRP meeting held on 17 March 2016. - Special provision under consideration for partially damaged houses, landless people and households separated since two generation but not legally - The Nepal government is planning to assure supply of quality Construction Material at right time in required quantity through the establishment of supply Chain Mechanism and collaboration with private sectors as well as the promotion of local materials and salvage material - Training need to be categorized, for technical staffs/Social Mobilization/ livelihood If proposal already submitted to NRA, priority consideration for Housing and livelihood NRA at the stage of finalizing Guideline for PO mobilization, training to be kept at top priority - Categorization of the damaged houses, category 3,4 and 5 to receive government grant and provision of soft loans with and without collateral 3. Agency Updates Brac International: Permanent construction planning for vulnerable HHs, coordinated with LDO sir, Sikharanbuti, Kharaepangu, as per the work plan the work should have started from March 2016, approved through shelter cluster meeting. Staff completely unoccupied as they are not given permit to conduct their activities, written form if they say they are not allowed to work. 400 HHS construction planned. Do not wish to violate the policy need policy in written form. Since 1 month staff hired from partners but there is no assignments for them. As per LDO sir- clarified that NRA permission required for any activity on R&R. DDC can’t give hard and fast at district level. NRA has its own complication and government should motivate the staffs of NRA. NRA might have some package plan for construction. There should be some gap analysis mechanism FOWEP: Working in partnership with Tres des Hommes (TDH) and Brac International. TDH support Kosipari VDC child protection Sikharambote, Kharebote.. Save the Children (SABAL): touches some components of emergency response, 7 sectors team in different district, Sindhupalchok and Kavre, Mason training 3500 in 2 districts plan 50% in each district planned. Basic course 40-45 days (2800). Another level 2 (700) for 7 days. Enrolment support possibilities in, identified Enrolment points. SAVE interested to support in Ravi opi Enrolment process by providing the human resource support. 65000 HHs direct counseling. Social mobilizers10 EC 2-2 technical and crafts man allocated by Sabal as possibilities. Panchkhal, 1-5 VDC enrolment support. Also, Partially support Enrolment Support at RaviOpi and mason training. NCRS: 200 HHs permission granted and 200 waiting to get approval Rayale 100 Panchkhal ward (number 9 and 17) 100 and Methinkot 200 HHs. Habitat for Humanity: Proposal tried to present in DDRC Panchkhal 1-5 wards each HH community mobili mason training EC support, Can support in Ravi opi to some extent. As per the proposal, Mason training in Pakchkhal Namaste Nepal: 2 trainings in Panchkhal. Want to implement PASSA. HRRP Meeting Contact Person: Pabitra Basnet 30 March 2016, Kavrepalanchok DUDBC: If POs haven’t received pre approval, submit in NRA and inform DUDBC Kavre - 7 days mason training is now allowed who previously came with 5 days training proposal (Ashok Sir, DUDBC) - 350 Masons trained in district - PASSA implement and pre enrolment - NRA mason training approval inform DUDBC and implement, 7 days schedule as per rural urban, documents required…no of trainings objective…those involve verify notary - Training schedule not final so was stopped. In 7 days curriculum practical portion are added - Central level meeting 14 districts representatives of DUDBC and CDO. Build Change: Mason training, HHs owner training, model house, awareness Street drama based on 10 key messages 4 days 8 shows positive feedback 2450 participants 3 different color print for 10 key message 31% children 33% male 36 % female. Enrollment Dhunkharka support. Street drama, data collection of those who are interested to participate in the training. ADRA Nepal: NDRCS AIN: MoLD, MoH, NRA PDRF is being formulated March projects will be completed; CARITAS: NRA clear guideline expected. EC support Balthali Chandeni EC. Ravi Opi planning.to support. 4. Open Discussion NRA permission is required to conduct any activity on R&R as quoted by LDO sir. DDRC can’t give hard and fast at district level. NRA has its own complication and government should motivate the staffs of NRA. NRA might have some package plan for construction. Gap analysis should be done by HRRP team to prevent conflict, duplication and gap fulfilment Enrollment support necessary at Ravi Opi and Caritas, Save (Sabal) and other POs interested to support As per DUDBC, if POs haven’t got pre approval, they are requested to submit in NRA and inform DUDBC Kavre 350 Masons trained Kavre as per the DUDBC rooster NRA mason training approval inform DUDBC and implement, 7 days schedule as per rural urban, documents required no of trainings objective those involve verify notary 5. Enrolment VDCs and POs Interest There will be an enrolment process starting from Ravi Opi from 10th April 2016 and POs are requested to submit their interest and possibilities to support for the human resources and logistics in the event. Caritas Nepal, Build Change, Habitat for Humanity and Save the Children (SABAL) HRRP Meeting Contact Person: Pabitra Basnet 30 March 2016, Kavrepalanchok are interested to support for the process at ravi Opi. There will be separate meeting organized with POs for the discussion regarding the enrolment after the HRRP meeting of that day. 6. HRRP 4W Presentation and Information Product Mr. Panch Dev Bhatta from HRRP presented and shared the 4W reporting system and clarified the confusing parts observed while going through the POs reporting on 4W. 7. AOB 7.1 POs are invited to make the presentation on their activities related to Housing Recovery and Reconstruction in coming HRRP meetings.
