UPPER WOOTTON (VS16) 1.1 Introduction 1.1.1 This technical note provides a consolidated overview of the junction analysis undertaken for Upper Wootton junction (VS16). The majority of the content is set out in the Transport Assessment (July 2018) and the Addendum Transport Assessment (January 2019) and is therefore not new analysis. 1.1.2 This technical note sets out the following: Summary of existing year (2016) analysis. 1.1.3 The Upper Wootton junction is a non-signalised priority T-junction located to the north west of Basingstoke. Figure 1 shows the junction location. Figure 1. Junction VS16 Location 1.2 2016 Baseline Operation 1.2.1 The junction model has been validated and the baseline inputs have been agreed with HCC. 1.2.2 Table 1 and Table 2 show the 2016 Baseline AM and PM peak hour junction modelling results, which were originally produced within the July 2018 Transport Assessment. Table 1. VS16 2016 Baseline, AM Peak Hour Arm Max Queue (PCU) Delays (S) RFC Hook Lane W 0 6 0.01 to Hook Lane Hook Lane W 0 6 0.00 to Hook Lane N 1.2.3 The junction operates within capacity across all arms during the 2016 Baseline morning peak with a maximum ratio of flow to capacity of 0.01 on the west arm. Table 2. VS16 2016 Baseline, PM Peak Hour Arm Max Queue (PCU) Delays (S) RFC Hook Lane W 0 0 0.00 to Hook Lane Hook Lane W 0 6 0.00 to Hook Lane N 1.2.4 The junction operates within capacity across all arms during the 2016 Baseline morning peak hour. 1.2.5 The junction serves only local traffic demands and no trips associated with the Proposed Development are expected to use this route. It is considered that future year modelling of this junction is not required, a position agreed with HCC. 1.3 Summary 1.3.1 The junction operates within capacity, with very low traffic movements. Future year modelling is therefore not required. SYSTRA provides advice on transport, to central, regional and local government, agencies, developers, operators and financiers.
