The launching workshop was held on March 24 and 25, 2011, with an excellent Page 1 of 8 Public Disclosure Authorized The World Bank Report No: ISR4037 attendance of various stakeholders and a sound participation of farmer organizations. The first session of the Technical Coordination and Execution Committee was organized on April 7, 2011 and the National Steering Committee was officially set up on May 27, 2011. Implementation has unfortunately been slowed down by difficulties associated with the of the use of the country system for financial management. The Bank and the Government of Mali have agreed to temporarily suspend the application of the country system to give time to fix issues and to ensure that project implementation can move ahead with no further delays. APCAM, the implementing agency for the first component, remains active in preparing investment sub-projects, giving now priority to the coming counter-season. A first batch of on- demand and strategic research projects have been prepared in close collaboration with research centers; demonstrations on the promising System of Rice Intensification have also been discussed with extension services. The recruitment of staff for APCAM and its regional chambers of agriculture that would help boost activity on the ground will be completed by the end of August. Preparation of small and large scale irrigation investments (component 2) are still being prepared and implementation of first concrete works will start by the end of 2011. Public Disclosure Copy As far as sector monitoring (component 3) is concerned, three key studies are expected to start in the coming weeks, namely: (i) a new rural household survey based on the RuralStruc previous surveys and analysis; (ii) the implementation of rice production and yield evaluation system combining statistics, field surveys and remote sensing tools; and (iii) the implementation of input subsidy monitoring mechanism based on voucher. Public services have prepared their 2011 work plan to be supported by the project, implementation should also start in the coming weeks.
