14 Gilmanton Annual Report for 1984 MINUTES OF THE TOWN MEETING MARCH 17, 1984 The meeting was called to order by the Moderator at 10:00 A.M. The war- rant was read by the Moderator and it was voted to hold the adjourned meet- ing of the articles of the warrant on March 17, 1984, at 7:30 P.M. at the Gilmanton Elementary School. Ballots were unsealed by the Clerk and given to the ballot inspectors for counting. The ballot box was shown to the voters as being empty. It was voted to open absentee ballots at 7:00 P.M. and to close the polls at 7:00 P.M. 1. By ballot, 744 ballots cast. 2. It was voted to raise such sums of money as may be necessary to defray Town charges for the ensuing year and make appropriations of same with the following amendments: Town Officers Expenses: 1. Voted to reduce Town Officers Expense by $4500.00. 2. (Pursuant to discussion of reducing the secretary's salary.) 3. Voted that any expenditure that can be controlled on the open market over $500.00 must be put out to bid. 4. Voted to increase the Welfare account by $12,000.00 to provide for the Town's responsibility in the care of a juvenile 5. Voted that FICA, Retirement & Pension appropriation be reduced by an appropriate amount of the salaries paid in the ensuing year and not to expend more than the fund permits. (As reworded by the Modera- tor and approved by Joseph Crowley, who offered the amendment.) Mr. Crowley said "he would like to authorize the Selectmen to adjust Fica ETC. to reflect any decrease in salaries expense, that they be al- lowed to adjust it, will have to be filled out, the Board will have to work on it to adjust any decrease in salary expense. Motion that they reduce it by that amount and not expend it on something else." Total dollar amount approved to defray Town Charges was One Hundred Sixty Two Thousand, Eight Hundred Forty Three Dollars and thirty six cents. $162,843.36 3. Voted to authorize the Selectmen to incur debts for Temporary Loans in anticipation of taxes. 4. Voted to authorize the Selectmen to accept any State or Federal monies that may be available to the Town. 5. Voted to authorize the Selectmen to apply for, contract for, and accept any and all grants of disaster aid from the Federal and/or State governments as may become available during the year, and to expend such funds for the 1984 . Gilmanton Annual Report for 1984 15 purposes for which they are received, and to do all things necessary for the purpose of this article. 6. Voted to raise and appropriate the sum of Two Hundred Dollars for the Civil Defense organization for the ensuing year, with full realization that should a major emergency be created more money will have to be used for said purpose. ($200.00) 7. Voted to raise and appropriate the sum of Seventy Thousand Nine Hundred Twenty-four Dollars for the maintenance of the Gilmanton Police Depart- ment. ($70,924.00) 8. Voted to raise and appropriate the sum of Eleven Thousand Three Hundred Dollars, for the purchase of a new 1984 Police Cruiser, which sum will be withdrawn from the Revenue Sharing Funds. ($11,300.00) 9. Voted to raise and appropriate the sum of Twelve Thousand Dollars, for the maintenance of the Gilmanton Corner Fire Dept. of which sum $3,500.00 will be withdrawn from the Revenue Sharing Funds and $8,500.00 will be raised by taxes. ($12,000.00) 10. Voted to raise and appropriate the sum of Ten Thousand Four Hundred Fifty Dollars, for the maintenance of the Gilmanton Iron Works Fire Dept., of which sum $3,500.00 will be withdrawn from the Revenue Sharing Funds and $6,950.00 will be raised by taxes. Voted to raise and appropriate the sum of Two Thousand Dollars for the installation and maintenance of dry hydrants, the expenditure to be with the approval of the Gilmanton Fire Commissioners, of which sum $700.00 will be withdrawn from the Revenue Sharing Funds, and $1,300.00 will be raised by taxes. ($2,000.00) 12. Voted to raise and appropriate the sum of Five Hundred Dollars for the prevention and fighting of forest fires. ($500.00) 13. Voted to raise and appropriate the sum of One Thousand Six Hundred Fifty Dollars for the maintenance of the Gilmanton Rescue Squad. ($1 ,650.00) 14. Voted to raise and appropriate the sum of Eight Hundred Fifty Dollars for the expenses of the Town Planning Board. ($850.00) (as amended) 1 5 Voted to raise and appropriate the sum of One Thousand Seven Hundred Sixty-one Dollars, to become a member of the Lakes Region Planning Com- mission. ($1,761.00) 16. Voted to raise and appropriate the sum of Three Hundred Fifty Dollars for the observance of Memorial Day. ($350.00) 17. Voted to raise and appropriate the sum of Forty-eight Thousand Three Hundred Ninety-eight Dollars and Eleven Cents as Highway Block Grant Aid. ($48,398.11) 20. Voted to raise and appropriate the sum of Twenty Thousand Dollars for asphalt for sealing highways, to be expended only for asphalt materials. ($20,000.00) (as amended) 21. Voted to raise and appropriate the sum of Twenty-one Thousand Dol- lars for general expenses of the highways. ($21,000.00) 22. Voted to raise and appropriate the sum of Twenty-two Thousand Dol- lars for the purchase of asphalt to be used in conjunction with the upgrad- ing of sections of Lake Road, Old Stage Road and Sawyer Lake Road. ($22,000.00) 23. Voted to raise and appropriate the sum of Three Hundred Dollars toward the support of the Wolfeboro Hospital. ($300.00) 24. Voted to raise and appropriate the sum of Six Hundred Dollars toward the support of the Lakes Region General Hospital. ($600.00) 25. Voted to raise and appropriate the sum of Six Thousand Nine Hundred Sixty-six Dollars toward the support of the Center Barnstead Ambulance, said appropriation to be paid on condition that two full-time operators be retained, of which sum $3,000.00 will be withdrawn from the Revenue Shar- ing Funds and $3,966.00 will be raised by taxes. ($6,966.00) 26. Voted to raise and appropriate the sum of One Hundred Dollars for the care of cemeteries. ($100.00) 27. Voted to raise and appropriate the sum of One Thousand Four Hundred Twenty-five Dollars for the support of the Town Libraries. ($1,425.00) 28. Voted to raise and appropriate the sum of Four Thousand Six Hundred Fifty-eight Dollars for the support of the Lakes Region Community Health Agency, Inc., of which sum $2,000.00 will be withdrawn from the Revenue Sharing Funds and $2,658.00 will be raised by taxes. ($4,658.00) 29. Voted to raise and appropriate the sum of One Thousand Three Hundred Thirteen Dollars for the Town's share of the Belknap-Merrimack Commu- nity Action Program. ($1,313.00) 30. Voted to raise and appropriate the sum of Seven Thousand Seven Hundred Dollars for parks, playgrounds and recreation, of which sum $2,000.00 will be withdrawm from the Revenue Sharing Funds and $5,700.00 will be raised by taxes. Voted to raise and appropriate the sum of Forty-six Thousand Three Hundred Dollars for maintenance and supervision of the Town Dump, as required by State Law, of which sum $4,000.00 will be withdrawn from the Revenue Sharing Funds and $42,300.00 will be raised by taxes. ($46,300.00) 32. Voted to raise and appropriate the sum of Two Hundred Fifty Dollars for the expenses of the Conservation Commission. ($250.00) 33. Voted NOT to raise and appropriate the sum of Two Thousand Two Hundred Seventy-five Dollars for the purchase of a new one-way snow plow for the Highway Department. ($2,275.00) (tabled) 34. Voted NOT to raise and appropriate the sum of Six Thousand Five Hundred Dollars for the purchase of a new Hi-Way Salt and Sand Spreader for the Highway Department. ($6,500.00) (tabled) 35. Voted to raise and appropriate the sum of Twelve Thousand Six Hundred Forty-three Dollars and Twenty-five Cents for payment of interest on long term notes. (See Article 38 of the 1972 Warrant, Article 40 of the 1976 War- rant, Article 43 of the 1977 Warrant, Article 20 of the 1980 Warrant and Article of the Special Warrant September 19, 1981.) ($12,643.25) 36. Voted to raise and appropriate the sum of Fifty-one Thousand Nine Hundred Dollars for payment of principle on Long term notes. (See Article 38 of the 1972 Warrant, Article 40 of the 1976 Warrant, Article 3 of the Special Warrant September 19, 1981.) ($51,900.00) 37. Voted to raise and appropriate the sum of Eight Hundred Dollars for the purpose of entering into a contract with the New Hampshire Humane Society for animal control. ($800.00) 38. Voted to authorize the Selectmen to sell and convey, by public action, one 1979 Buick Police Cruiser.
