Condemnation of structure located at 226 North 12th Street – Code Compliance Department – Public Safety. Explanation: Administration requests to revisit the condemnation of the structure located at 226 North 12th Street, which is heavily damaged by fire last year. NEW BUSINESS 1. Setting of Public Hearing – FY2021-2022 Budget – May 6, 2021. Explanation: Administration is requesting Council set May 6, 2021, as the fourth Public Hearing on the proposed 2021-2022 City Fiscal Year Budget. 2. Approval – Independence Day Fireworks – Recreation. Explanation: Administration is seeking Council approval to award Great Lakes Fireworks of West Branch, Michigan, to conduct the annual 4th of July fireworks display on Saturday, July 3rd in the amount of $10,000. The City of Escanaba Recreation Department will be raising additional funds to contribute to the fireworks display. Great Lakes Fireworks is a sole source supplier. 3. Approval - Sanitation Bid - Recreation. Explanation: Two bids were mailed on February 2, 2021; with one bid being received from Stenberg Brothers, Inc. Administration is seeking Council approval to award Stenberg Brother's, Inc. of Bark River, Michigan, for sanitation services/portable restrooms for City of Escanaba Recreation and Parks Facilities for the 2021-2022 seasons. 4. Approval - 2021 Summer Season - Concession Bid – Recreation. Explanation: Fourteen bids were mailed on February 2, 2021, with two being received. Administration is seeking Council approval to award Territory #1 concession area at the Escanaba Municipal Marina and Municipal Beach/Aronson Island to Bobaloon’s of Escanaba, Michigan and Territory #2 concession area in Ludington Park to Sticky Fingers Confections of Gladstone, Michigan. First Reading of Ordinance No. 1243 - An Ordinance To Amend Chapter XVIII Offenses As Codified Under The Code Of Ordinances – Section 18-226 – Discharge – No Hunting within City Limits, And Setting The Date of Thursday, May 6, 2021, for Second Reading, Public Hearing, And Adoption – Recreation. Explanation: Administration is requesting the City Council to consider this the first reading of Ordinance No. 1243, An Ordinance to Amend Chapter XVIII Offenses as Codified under the Code of Ordinances – Section 18-226 – Discharge – No Hunting within City Limits. Additionally, Administration is requesting that the City Council set May 6, 2021, for the second reading, public hearing and adoption of Ordinance No. 1243. 6. Approval - Chemical Bid Approval – Water/Wastewater. Explanation: Administration is seeking Council consent to accept the following annual chemical bids: a. Hawkins, Inc., Roseville, MN to furnish approximately 35,000 pounds of Hydro-fluosilicic acid for use in drinking water treatment of $39.00/ hundred in totes. b. Aquachem of America, Inc., Appleton, WI to furnish approximately 100 net tons of Aluminum Sulfate liquid in the amount of $315.00 per dry ton. c. Brenntag, Wauwatosa, WI to furnish approximately 95 tons of Dense Soda Ash in 50 pound bags for use in drinking water treatment in the amount of $22.61 / cwt 50-lb bags. d. PVS Technologies, Inc., Detroit, MI to furnish approximately 50 tons of dry weight Ferric Chloride in the amount of $724.00 / dry ton. e. Hawkins, Inc., Roseville, MN to furnish approximately 10 tons of liquid Chlorine in amount of $75.50 per cwt in 150 pound cylinders. 7. Approval – Filter Media Sampling and Testing – Water/Wastewater. Explanation: Administration is requesting Council approval to hire and retain the services of Coleman Engineering of Iron Mountain, MI, to provide filter media sampling and testing at the Water Plant as specified in the attached cost proposal in an amount not to exceed $4,100.00. Money is available and budgeted for professional services. 8. Presentation – Condos and Multifamily Housing – Assessor. Explanation: Administration has prepared a presentation on condos and multifamily housing. This presentation is intended to facilitate discussion with the City Council and later be used to attract developers. 9. Approval – Traffic Control Order (TCO) No. 1009 – Department of Public Safety. Explanation: Administration is seeking Council approval of TCO No. 1009. Traffic Control Orders expire 90 days from the filing date unless approved by Council. The Traffic Control Order calls for the following: No. 1009 – Additional stop signs be placed on North 30th Street on the northwest and southeast corner of the 3rd Ave and North 30th intersection into a three way stop. 10. Approval – Water Treatment Plant Roof – Water. Explanation: Administration is requesting Council approval to hire and retain the services of Bell Roofing of Marquette, MI, to replace the existing roof of the Water Plant as specified in the attached quote in an amount not to exceed $112,600.00 11. Closed Session – Waeghe Update – HR Director/Treasurer.
