First Coast TIM Meeting Tuesday, November 17, 2015 Meeting Minutes The list of attendees, agenda, and meeting handouts are attached to these meeting minutes. • Donna Danson opened the meeting by welcoming everyone. • Donna stated the purpose of this meeting is to improve Communications, Coordination, Cooperation and Collaboration between all of our TIM agency partners. • Donna stated the September 2015 First Coast TIM Team Meeting Minutes were sent to the Team previously and stand as approved. • Attendees introduced themselves to the group. • Overland Bridge Project Update – Bill Kays with KCCS provided the update. o Bill showed aerial photos on the projector screen and provided a summary of where the project stands and what work is upcoming. One of the aerial photos is provided below. o Two lanes are now open to Main Street from I-95. o There will be a traffic shift for both northbound and southbound I-95 in mid- December. o The Downtown exit ramp will move south to just North of Emerson on I-95. o The southbound exit ramp for Phillips Hwy. will move further north. o There is a high volume of work occurring in the area of Kings Rd., Phillips Hwy., and Atlantic Blvd. First Coast TIM Team Meeting November 17, 2015 • Ron Tittle gave a Construction Update PowerPoint presentation. o The presentation is attached to these minutes for your reference. • Ed Ward provided the Emergency Operations Update. o El Nino is projected to bring a lot of rain but nothing else to report. • Josh Reichert provided the 511 Update. o The District Two ITS Operations Group is currently in the process of moving into the new RTMC. o The 511 system is scheduled to be revamped. The new contract will be in place soon and changes should be seen by mid-summer. o The Jax511 website was updated in September. If anyone would like to post an event please provide the information to Donna or Josh. • Craig Carnes provided the ITS Update. o Work is continuing on the Phase 9 Project on the southeast quadrant of I-295. This project will be the last ITS project along the 295 Beltway. This project is scheduled to be complete by the end of this year. o I-295 in St. Johns County – Fiber is currently being installed throughout the project. Once that is complete another project will begin which will install devices throughout St. Johns County. o CR 234 to SR 121 in Gainesville on I-75 – Final system testing has begun. o I-75 to Georgia Line – The first phase of this project is under construction. The second phase is being designed and should start next fall. o I-10 Project – This project will run fiber from SR 23 all the way to Tallahassee. The 90 percent plans for the fiber installation project were submitted yesterday and will First Coast TIM Team Meeting November 17, 2015 go out for construction next fall. The ITS device portion will be designed beginning July 2016 and then installed in 2017. o Nassau County to Georgia Line - This project should be designed in July 2016 and construction should begin in the fall of 2017. o Josh mentioned a project with Federal Highway regarding truck parking on I-95 in St. Johns Nassau Counties. This project is a Statewide effort and will be funded by Central Office. o Josh also mentioned a project that would install fiber from I-95 to the City of St. Augustine along SR 16 and US 1. st nd o The 2015 Florida Autonomous Vehicle Summit will be held December 1 and 2 at the Hyatt Regency Riverfront and the Port of Jacksonville. • Greg Gaylord provided the Road Ranger Update. o The construction areas with barrier walls are leaving little to no shoulder which causes a great safety concern to the Road Rangers. • Donna Danson asked for Agency Reviews. o Fire/Rescue – Not in attendance. o FHP – . There are a lot of new troopers being trained. FHP appreciates Transfield and Jorgensen for their help with several incidents. o Local Police/Sheriff’s Offices – . The St. Johns County Sheriff’s Office has been increasing traffic enforcement following a news article regarding the high number of incidents on I-95. o Environmental/HAZMAT – Not present. o Forestry – Not present. o Medical Examiner – Not present. o Maintenance/Asset Management – Nothing to report. o COJ – Not present. o Towing/Wrecker – . Towing companies would like help for tow truck operators working on the side of the road. If police are available they would appreciate them stopping to provide lights to warn drivers. • Sherrell Lall presented Performance Measures Data. • Josh mentioned that several incidents have occurred recently which should have been RISC.
