Sagar and State- Madhya Pradesh over an area of 72.15 ha. Open cast other than fully Mechanized method of mining has been proposed. The mining Lease is granted by M.P. Govt., Mineral resource department vide order no. F 3 – 6 /2010/12 – 2 dated – 04/03/2014 enclosed as Annexure 1. HIRA POWER & STEELS LTD., is the Project proponent presently engaged in manufacturing Ferro Alloy, Power, Steel, cement and mining etc. Name and address of Project Hira Power & Steel Limited Proponent Urla Industrial Complex, P.O. & Distt. – Raipur , C.G. Pin- 492002 2.2 BRIEF DESCRIPTION OF THE NATURE OF THE PROJECT The proposed project is for opencast mining of mineral Dolomite. The proposed capacity of the project is 1.0 million TPA. The applied area was initially prospected by GSI. The State Govt. has issued the LOI for grant of ML over 72.15 Ha. 2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR REGION Dolomite is an essential metal for the development of Ferro Alloys, glass works and other industries in a country. A few steel plants have dispensed with the use of dolomite in blast furnaces and its use in the preparation of self-furxing sinters is found adequate for blast-furnace charge. The Dolomite ore mined will benefits the local people by way of direct and indirect employment & improved infrastructure facilities. Applicant will pay royalty for the Dolomite to be produced from the mine, sales tax and other applicable taxes thereby contributing to the State revenue. The public revenue will further be put in public expenditure. Economy of the area will get a boost and there will be overall growth 3 Pre-Feasibility Report FOR TIGODA DOLOMITE MINE, STATE- MADHYA PRADESH of the region in terms of educational, health, training, transport, automobile, industry. The standard of living accordingly will also get an upliftment on the positive side. 2.4 DEMAND-SUPPLY GAP Dolomite is an essential constituent of Glass, Steel & Ferro Alloys, Metal manufacturing etc. The requirement of Dolomite is quite substantial in the above nature of industries. There is a gap between the demand and supply of Dolomite in the region. The existing mining project aims to marginally fill the demand – supply gap through optimum expansion to meet the demand effectively. The Dolomite mining industry has witnessed continuous modernization and adoption of new technologies in recent years. Hence, it proposes to bridging the demand supply gap of Dolomite requirement in the region also contributing to reduce the production cost of Dolomite made products, contributing to stabilization in its prices (though marginally). 2.5 IMPORTS VS. INDIGENOUS PRODUCTION Imports of dolomite increased considerably to 611,833 tonnes in 2010-11 from 450,979 tonnes in 2009-10. Imports were mainly from UAE (61%) and Thailand (36%). The proposed project will indigenously produce Dolomite Ore and contribute in saving the foreign exchange for importing Dolomite metal, thereby benefitting the economy. 2.6 EXPORT POSSIBILITY Yes, shall depend on the market conditions. 2.7 DOMESTIC/ EXPORT MARKETS High purity dead-burnt dolomite bricks are required for lining furnaces while mini-steel plants generally require dolomite for fettling and refractory purposes. Like limestone, dolomite is used as a flux in iron & steel, ferro-alloys and glass works. A few steel plants have dispensed with the use of dolomite in blast furnaces and its use in the preparation of self-fluxing sinters is found adequate for blast-furnace charge. Thus, domestic market for Dolomite is well established. 4 Pre-Feasibility Report FOR TIGODA DOLOMITE MINE, STATE- MADHYA PRADESH 2.8 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT Total man power required for mining operation is near about 100. Priority will be given to the local worker S. No. Manpower No. Management and Supervisory Personnel 1. Mines Manager / Mining Engineer 1 2. Geologist 1 3. Mine Foremen 2 4. Mining Mate cum Blaster 2 5. Supervisory Staff 5 6. Skilled Workers 20 7. Semi/Unskilled Workers 69 Total 100 The above manpower is considered assuming 300 working days in a year and there will not be any extra manpower required for development and other associated job. 2.8.1 DIRECT EMPLOYMENT The total employment in the mining lease will be maximum 100 people. The local villagers will be given employment. 2.8.2 INDIRECT EMPLOYMENT The total indirect employment in the mining lease will be about 100 people. The local villagers will be given employment. 3.0 PROJECT DESCRIPTION 3.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY. The mining of Dolomite ore mineral will be carried out by Open-cast Other than fully mechanized. This is independent project. No interlink project will be proposed. As per notification of Ministry of Environment and Forest (MoEF), New Delhi all projects above than 50 hectare falls in category “A” as in this case the lease area is 72.15 hectare, so this is also falls in “A” category. 3.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION AND PROJECT BOUNDARY & PROJECT SITE LAYOUT) WITH COORDINATE Tigoda Dolomite Mine is situated near village: Tigoda, Tahsil: Shahgarh, Dist. Sagar, an area 72.15 ha. Madhya Pradesh. 5 Pre-Feasibility Report FOR TIGODA DOLOMITE MINE, STATE- MADHYA PRADESH MAP SHOWING PROJECT SITE Project site Topographical map showing the details is enclosed as Annexure-I 6 Pre-Feasibility Report FOR TIGODA DOLOMITE MINE, STATE- MADHYA PRADESH 3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GIVEN INTO SHOULD BE HIGHLIGHTED It is naturally occurring rocks which is site specific due to its geological origin. No alternative sites are proposed. The project is site specific. Govt. of Madhya Pradesh has granted lease to HPSL. There are no ecologically sensitive area, National Park& wildlife sanctuaries within 10.0 km radius nor there any archaeological monuments, installation, etc 3.4 SIZE OR MAGNITUDE OF OPERATION This is a proposed Dolomite mineral mine having lease area of 72.15 ha The Proposed Capacity:- 1.0 million TPA.
